遼寧省國家基本藥物制度實施現(xiàn)狀及其保障措施研究

【摘要】:目的:為進一步推動遼寧省國家基本藥物制度實施提供參考。方法:抽取遼寧省54家樣本基層醫(yī)療衛(wèi)生機構,采用文獻研究、數(shù)據(jù)收集和對比分析的方法對基本藥物的配備、使用及配送等方面數(shù)據(jù)進行統(tǒng)計和分析。結(jié)果:受訪機構2012年和2014年第3季度平均配備基本藥物分別為223.8和325.0個品規(guī),配備率分別為42.9%和46.8%;社區(qū)衛(wèi)生服務中心次均門診處方藥品費用2012年和2014年第3季度分別為61.7、62.1元,鄉(xiāng)鎮(zhèn)衛(wèi)生院分別為38.1、39.8元,均高于全國平均水平;配送金額排名前24位的生產(chǎn)企業(yè)配送金額占總金額的43.00%,有58家生產(chǎn)企業(yè)配送金額為0;使用金額排前7位的品種合計占到基本藥物使用總金額的25.77%;配送金額排名前4位的配送企業(yè)配送金額占總金額的41.27%。結(jié)論:遼寧省基層醫(yī)療衛(wèi)生機構存在基本藥物的配備率低、價格略高、藥品短缺、使用和配送集中度較高等問題。建議配送企業(yè)應加強供應鏈平臺建設、優(yōu)化配送網(wǎng)絡、提升配送能力,政府部門在保障生產(chǎn)企業(yè)和配送企業(yè)的合理利潤的同時應加強監(jiān)督管理及財政支持。
[Abstract]:Objective: to provide a reference for further promoting the implementation of national essential drug system in Liaoning Province. Methods: 54 samples of primary medical and health institutions in Liaoning Province were selected and studied by literature. Methods of data collection and comparative analysis are available for essential drugs. Results: the average availability of essential drugs in 2012 and in the third quarter of 2014 was 223.8 and 325.0 respectively. The ratio of equipping was 42.9% and 46.8 respectively. The average outpatient prescription drug cost of community health service center was 61.7 yuan in 2012 and 62.1 yuan in in the third quarter of 2014, and 38.1% 39.8 yuan in township health center. Are higher than the national average level; The distribution amount of the top 24 production enterprises accounted for 43.00% of the total amount, with 58 enterprises having a distribution amount of 0; The total amount of use of the top 7 varieties accounted for 25.77% of the total amount of essential drug use; The distribution amount of the top 4 distribution enterprises accounted for 41.27% of the total amount. Conclusion: the basic medical and health institutions in Liaoning Province have low allocation rate of essential drugs, slightly higher price and shortage of drugs. It is suggested that distribution enterprises should strengthen the construction of supply chain platform, optimize the distribution network and improve the distribution ability. Government departments should strengthen supervision, management and financial support while safeguarding the reasonable profits of production and distribution enterprises.
