【摘要】：目的:回顧性分析藥品零差價政策實(shí)施后藥品收益減少以及物價補(bǔ)償收益增加情況,評價物價政策補(bǔ)償?shù)轿槐壤捌涓母锍尚?為實(shí)施藥品零差價政策提供決策參考。方法:在醫(yī)院信息系統(tǒng)中獲取2013—2016年西藥、中成藥使用總額,藥品零差價實(shí)施前后醫(yī)療收費(fèi)物價目錄及項(xiàng)目次數(shù),分門診、住院計(jì)算藥品收益減少以及醫(yī)療項(xiàng)目收費(fèi)增加情況。結(jié)果:2013年至2016年物價政策補(bǔ)償?shù)轿宦史謩e為94.59%,89.51%,95.18%和95.64%;4年合計(jì)政策補(bǔ)償?shù)轿宦蕿?3.67%;門診補(bǔ)償主要以診查費(fèi)(75.22%)、治療費(fèi)(11.18%)和手術(shù)費(fèi)(5.91%)為主;住院補(bǔ)償主要以手術(shù)費(fèi)(36.40%)、護(hù)理費(fèi)(19.09%)、診療費(fèi)(19.08%)和治療費(fèi)(13.53%)為主;物價政策補(bǔ)償效果良好。結(jié)論:物價政策補(bǔ)償符合改革預(yù)期;與物價主管部門信息共享有助于建立科學(xué)合理的物價補(bǔ)償政策;應(yīng)進(jìn)一步加強(qiáng)藥品與耗材使用控制擴(kuò)大改革成果。
[Abstract]:Objective: to analyze retrospectively the decrease of drug income and the increase of price compensation income after the implementation of the zero difference policy, and to evaluate the proportion of price policy compensation in place and the effect of the reform. Methods: to obtain the total amount of western medicine and Chinese patent medicine from 2013-2016 in hospital information system. Before and after the implementation of the zero price difference of drugs, the list of medical charges and the number of items shall be divided into outpatient clinics. Results: from 2013 to 2016, the compensation rate of price policy was 94.59- 89.51%. 95.18% and 95.64; The total policy compensation rate of 4 years is 93.67; The main compensation in outpatient service was 75.22%, 11.18% and 5.91% respectively. The inpatient compensation mainly consists of operating expenses (36.40), nursing (19.099), diagnosis and treatment (19.08) and treatment (13.53). The effect of price policy compensation is good. Conclusion: the price policy compensation accords with the reform expectation; Sharing information with the department in charge of price is helpful to establish a scientific and reasonable price compensation policy; We should further strengthen the control of the use of drugs and consumables and expand the results of reform.
