【摘要】:陜西省實(shí)施《中華人民共和國(guó)殘疾人保障法》辦法從2012年5月20日起施行。《實(shí)施辦法》中明確規(guī)定縣級(jí)以上衛(wèi)生部門(mén)、殘疾人聯(lián)合會(huì)建立殘疾兒童搶救性康復(fù)救助制度,實(shí)施零至六周歲殘疾兒童免費(fèi)搶救性康復(fù)項(xiàng)目,提供包括早期篩查、康復(fù)指導(dǎo)、醫(yī)療康復(fù)、輔助器具適配和康復(fù)訓(xùn)練等內(nèi)容的搶救性康復(fù)服務(wù)。因此,系統(tǒng)的研究和構(gòu)建陜西省兒童聽(tīng)力語(yǔ)言康復(fù)的長(zhǎng)效機(jī)制具有十分重要的理論意義和現(xiàn)實(shí)意義。 本研究立足于HSL理論、語(yǔ)言康復(fù)五階段理論、全面康復(fù)教育模式理論,運(yùn)用調(diào)查研究和文獻(xiàn)研究的方法搜集資料。在對(duì)陜西省聽(tīng)障兒童聽(tīng)力語(yǔ)言康復(fù)現(xiàn)狀調(diào)查的基礎(chǔ)上,系統(tǒng)的總結(jié)了陜西省聽(tīng)障兒童聽(tīng)力語(yǔ)言康復(fù)的現(xiàn)狀和問(wèn)題,同時(shí)借鑒了國(guó)內(nèi)外關(guān)于兒童聽(tīng)力語(yǔ)言康復(fù)的成功經(jīng)驗(yàn),從四個(gè)方面探討了如何構(gòu)建陜西省兒童聽(tīng)力語(yǔ)言的長(zhǎng)效康復(fù)機(jī)制。 通過(guò)對(duì)陜西省聽(tīng)力語(yǔ)言康復(fù)現(xiàn)狀和問(wèn)題的研究,并在此基礎(chǔ)上提出了構(gòu)建長(zhǎng)效康復(fù)機(jī)制的對(duì)策建議:一是通過(guò)管理主體聯(lián)動(dòng),建立篩查機(jī)制、轉(zhuǎn)介機(jī)制、干預(yù)機(jī)制和救助機(jī)制,形成一個(gè)完整的系統(tǒng)的聽(tīng)力語(yǔ)言康復(fù)長(zhǎng)效機(jī)制。二是通過(guò)明確不同組織機(jī)構(gòu)的職能,提高和完善機(jī)構(gòu)管理,,來(lái)促進(jìn)聽(tīng)力語(yǔ)言康復(fù)的組織機(jī)構(gòu)建設(shè)。三是通過(guò)建立規(guī)范人才培養(yǎng)機(jī)制,完善人才梯隊(duì)機(jī)制和確立人才保障機(jī)制,構(gòu)建科學(xué)合理的聽(tīng)力語(yǔ)言康復(fù)人才隊(duì)伍。四是建立聽(tīng)力語(yǔ)言康復(fù)績(jī)效評(píng)估機(jī)制,通過(guò)績(jī)效評(píng)估及時(shí)調(diào)整相關(guān)制度,保證康復(fù)效果,實(shí)現(xiàn)康復(fù)效益最大化。通過(guò)這四個(gè)層面相互影響,相互作用,共同構(gòu)建陜西省聽(tīng)障兒童聽(tīng)力語(yǔ)言康復(fù)的長(zhǎng)效機(jī)制,實(shí)現(xiàn)“有一救一”的目標(biāo)。
[Abstract]:The measures for the implementation of the Law of the people's Republic of China on the Protection of Persons with Disabilities in Shaanxi Province shall come into effect on May 20, 2012. The measures for implementation clearly stipulate that the health departments at and above the county level and the disabled people's Federation shall establish a system for rescuing and assisting disabled children.To implement a free rescue rehabilitation program for children with disabilities from zero to six years of age, providing rescue rehabilitation services including early screening, rehabilitation guidance, medical rehabilitation, assistive appliance adaptation and rehabilitation training.Therefore, it is of great theoretical and practical significance to systematically study and construct the long effect mechanism of children's listening and speech rehabilitation in Shaanxi Province.This study is based on the theory of HSL, the theory of five stages of language rehabilitation, the theory of comprehensive rehabilitation education model, and the methods of investigation and literature research.Based on the investigation of the present situation of hearing and language rehabilitation of children with hearing impairment in Shaanxi Province, this paper systematically summarizes the present situation and problems of hearing and language rehabilitation of children with hearing impairment in Shaanxi Province, and at the same time draws lessons from the successful experience of hearing and language rehabilitation of children at home and abroad.This paper probes into how to construct the long-term rehabilitation mechanism of children's listening and speech in Shaanxi Province from four aspects.Based on the study of the present situation and problems of listening and speech rehabilitation in Shaanxi Province, the countermeasures and suggestions for constructing a long-term rehabilitation mechanism are put forward: first, through the linkage of management subjects, the establishment of screening mechanism, referral mechanism, intervention mechanism and relief mechanism.Form a complete and systematic long-term mechanism of listening and speech rehabilitation.The second is to promote the organization construction of hearing and language rehabilitation by clarifying the functions of different organizations, improving and perfecting the organization management.The third is to establish a scientific and reasonable team of hearing and language rehabilitation talents by establishing a standardized talent training mechanism, a talent echelon mechanism and a talent security mechanism.Fourth, establish the performance evaluation mechanism of listening and language rehabilitation, adjust the relevant system timely through the performance evaluation, ensure the rehabilitation effect and realize the maximum rehabilitation benefit.Through the mutual influence and interaction of the four levels, the long-term mechanism of hearing and speech rehabilitation of hearing impaired children in Shaanxi Province is constructed together to achieve the goal of "having one rescue and one saving one".
