【摘要】：疾病的歷史即人類的歷史,麻風(fēng)是—古老的慢性傳染病,它與人類的文明史是共存的,麻風(fēng)病防治已成為全球關(guān)注的公共衛(wèi)生和社會問題,本文是以福建為著眼點(diǎn),從史學(xué)層面運(yùn)用公共衛(wèi)生等相關(guān)理論研究麻風(fēng)病的防治問題。 本文在占有大量原始文獻(xiàn)、檔案數(shù)據(jù)、實(shí)地訪談等真實(shí)資料的基礎(chǔ)上,以辯證唯物主義和歷史唯物主義作為指導(dǎo)思想,注重觀點(diǎn)和材料的結(jié)合,通過宏觀和微觀相結(jié)合、理論和實(shí)際相結(jié)合、歷史分析和現(xiàn)狀分析相結(jié)合的研究方法,從歷史學(xué)、社會學(xué)、文化學(xué)、心理學(xué)、病理學(xué)、哲學(xué)等跨學(xué)科、多角度出發(fā),進(jìn)行挖掘、分析和整理,并截取1912年—2010年這一時段,對福建省在民國時期和中華人民共和國成立后的公共衛(wèi)生和麻風(fēng)病防治進(jìn)行研究。文章通過回溯性對比研究,并著重探討中華人民共和國成立后,麻風(fēng)病在福建省的防治歷程以及防治成果,進(jìn)而從不同層面梳理出在此歷程中黨和政府以對歷史、對人民高度負(fù)責(zé)的態(tài)度和精神,貫徹“以人為本”的科學(xué)發(fā)展觀,勵精圖治,與時俱進(jìn),加強(qiáng)對公共衛(wèi)生問題的重視和對麻風(fēng)病弱勢群體的關(guān)注,明確反映出徹底消滅麻風(fēng)病是實(shí)現(xiàn)中國共產(chǎn)黨全心全意為人民服務(wù)宗旨的具體體現(xiàn),是解除人民群眾疾苦的一項(xiàng)功德無量的事業(yè),這也是黨和政府全面踐行“三個代表”重要思想和構(gòu)建和諧社會的重要體現(xiàn)。
[Abstract]:The history of disease is the history of mankind, leprosy is an ancient chronic infectious disease, and it coexists with the history of human civilization. Leprosy prevention and treatment has become a public health and social problem of global concern. This paper focuses on Fujian. To study the prevention and cure of leprosy from the aspect of history by using the theory of public health and so on. On the basis of possessing a large number of original documents, archival data and field interviews, this paper takes dialectical materialism and historical materialism as the guiding ideology, pays attention to the combination of viewpoints and materials, and combines macro and micro views. The research methods of combining theory and practice, historical analysis and current situation analysis, from the perspective of history, sociology, culturology, psychology, pathology, philosophy and so on, are explored, analyzed and sorted out from many angles. The public health and leprosy control in Fujian Province during the period of the Republic of China and after the founding of the people's Republic of China were studied by intercepting the period from 1912 to 2010. Through retrospective comparative study, this paper focuses on the prevention and control of leprosy in Fujian Province after the founding of the people's Republic of China, and then combs out the history of the Party and the government in this process from different aspects. The attitude and spirit of being highly responsible to the people, carrying out the scientific development concept of "people-oriented", striving to govern with the best efforts, advancing with the times, strengthening the attention to public health problems and paying close attention to the vulnerable groups of leprosy, Clearly reflecting that the thorough eradication of leprosy is a concrete manifestation of the realization of the Communist Party of China's purpose of wholeheartedly serving the people, and a meritorious cause of relieving the suffering of the masses, This is also an important embodiment of the Party and government to carry out the important thought of "three represents" and to build a harmonious society.
