【摘要】：[目的]新疆草地生態(tài)的研究極具代表性,以層次分析法評價新疆新源縣現行草原生態(tài)保護政策實施效果,能客觀反映政策的實施所帶來的影響。[方法]以新疆新源縣為例,根據具體政策實施的內容結合草原生態(tài)保護建設的特點,構建基于牧民為視角的政策實施效果評價指標體系,運用層次分析法對建立的草原生態(tài)保護政策指標指定權值,通過對新源縣牧區(qū)的牧民進行調研并梳理數據和分析,客觀的綜合評價該地區(qū)草原生態(tài)保護政策的實施效果。[結果]生態(tài)獎補政策實施效果評價指數為0.613 0,處于第4等級,說明該政策實施效果良好;草原改良工程實施效果為0.584 3,處于第3等級,說明政策實施效果一般;兩大政策綜合評價指數為0.565 5,處于第3等級,說明牧民對該地區(qū)的政策實施效果整體滿意度為一般。需要當地政府完善生態(tài)保護政策的實施方法、改善和加大牧區(qū)生產條件和扶持力度、并有效解決牧民生計與草原生態(tài)保護過程中的矛盾,只有改善牧區(qū)生態(tài)和社會條件才能取得牧民對該政策的支持,促進草原生態(tài)與畜牧業(yè)良性發(fā)展。[結論]從牧民角度出發(fā)進行評價較為客觀,該評價方法公正地評價了新源縣草原生態(tài)保護政策的實施效果;運用層次分析法對新源縣草原生態(tài)保護政策政的實施效果進行評價是可行的。
[Abstract]:[objective] the study of grassland ecology in Xinjiang is very representative. The effect of current grassland ecological protection policy in Xinyuan County of Xinjiang can be evaluated by AHP, which can objectively reflect the influence brought by the implementation of the policy. [methods] taking Xinyuan County of Xinjiang as an example, according to the content of specific policy implementation and the characteristics of grassland ecological protection construction, the evaluation index system of policy implementation effect based on herdsmen's perspective was constructed. This paper applies the analytic hierarchy process (AHP) to assign the right value of the established grassland ecological protection policy index, through investigating and combing the data and analyzing the herdsmen in the pastoral area of Xinyuan County, objectively and synthetically evaluates the implementation effect of the grassland ecological protection policy in this area. [results] the evaluation index of the implementation effect of ecological award and compensation policy was 0.613, which was in the fourth grade, indicating that the effect of the policy was good, the effect of grassland improvement project was 0.584 3, in the third grade, it showed that the effect of policy implementation was general. The comprehensive evaluation index of the two policies is 0.565, which is in the third grade, indicating that the overall satisfaction of the herdsmen to the implementation of the policy in this area is general. It is necessary for the local government to improve the implementation method of ecological protection policy, to improve and increase the production conditions and support in pastoral areas, and to effectively solve the contradiction between herdsmen's livelihood and grassland ecological protection. Only by improving ecological and social conditions in pastoral areas can herdsmen support the policy and promote the benign development of grassland ecology and animal husbandry. [conclusion] it is more objective to evaluate the grassland ecological protection policy in Xinyuan County from the point of view of herdsmen. It is feasible to evaluate the implementation effect of grassland ecological protection policy by AHP.
