【摘要】：獸藥的規(guī)范使用事關(guān)人民群眾"舌尖上的安全"。通過(guò)調(diào)研發(fā)現(xiàn),當(dāng)前我國(guó)畜禽養(yǎng)殖環(huán)節(jié)獸藥使用具有"一減一增、一多一缺"的特點(diǎn),而造成獸藥不規(guī)范使用的主要原因是市場(chǎng)調(diào)節(jié)激勵(lì)機(jī)制還未形成、政府部門管理服務(wù)能力還有待提高。在借鑒了各地規(guī)范獸藥使用上的探索與實(shí)踐后,建議按照精細(xì)管理、風(fēng)險(xiǎn)分級(jí)、量化監(jiān)督的原則,在夯實(shí)現(xiàn)有監(jiān)督執(zhí)法、專項(xiàng)整治等各項(xiàng)監(jiān)管工作的基礎(chǔ)上,疏堵結(jié)合,實(shí)施"獸藥規(guī)范使用五大工程",循序漸進(jìn)地推動(dòng)獸藥使用問(wèn)題的綜合治理。
[Abstract]:The standardized use of veterinary drugs is related to the "safety on the tip of the tongue" of the people. Through investigation and investigation, it is found that the current use of veterinary drugs in livestock and poultry breeding in China has the characteristics of "one decrease, one increase, one more and one lack". The main reason for the non-standard use of veterinary drugs is that the incentive mechanism of market regulation has not been formed, and the management and service ability of government departments has yet to be improved. After drawing lessons from the exploration and practice of standardizing the use of veterinary drugs in various places, it is suggested to follow the fine management. The principle of risk classification and quantitative supervision, on the basis of tamping the existing supervision, law enforcement, special regulation and other supervision work, combining blocking, implementing the "five projects of standardized use of veterinary drugs", and promoting the comprehensive management of veterinary drug use problems step by step.
