【摘要】：本文在借鑒和參考國(guó)內(nèi)外對(duì)生態(tài)公平研究所取得的理論成果的基礎(chǔ)上,結(jié)合內(nèi)蒙古草原社會(huì)經(jīng)濟(jì)發(fā)展,以馬克思主義公平觀、生態(tài)觀為理論指導(dǎo),闡述了生態(tài)公平的形成、發(fā)展和內(nèi)涵,說明生態(tài)公平對(duì)草原生態(tài)文明建設(shè)、草原可持續(xù)發(fā)展的重要性,提出了內(nèi)蒙古草原生態(tài)公平得以實(shí)現(xiàn)的一些建議和想法。生態(tài)公平是運(yùn)用公平理論的一般原理去協(xié)調(diào)和處理各種利益主體在生態(tài)問題上的利益關(guān)系,使之保持各自在權(quán)利與義務(wù)上的均衡和對(duì)應(yīng)。從生態(tài)公平的發(fā)展軌跡上看出,涵蓋了以時(shí)間同一性、空間差異性為向度的代內(nèi)公平,以空間同一性、時(shí)間差異性為維度代際公平、異種之間的種際公平等若干類型。在研究過程中,我們發(fā)現(xiàn),生態(tài)公平的產(chǎn)生、發(fā)展及現(xiàn)實(shí)表現(xiàn),不僅受到特定生態(tài)環(huán)境條件、經(jīng)濟(jì)發(fā)展與生態(tài)之間的矛盾,更受制于整個(gè)人類發(fā)展所承擔(dān)的責(zé)任。因而筆者選擇從更廣的角度對(duì)內(nèi)蒙古草原生態(tài)公平進(jìn)行討論,從國(guó)內(nèi)外、區(qū)域之間、民族之間等多個(gè)角度進(jìn)行考察并分析。筆者除了運(yùn)用哲學(xué)概念——公平、生態(tài)公平的有關(guān)理論對(duì)研究對(duì)象進(jìn)行考察、分析和論證外,還結(jié)合了生態(tài)倫理學(xué)、生態(tài)政治學(xué)的相關(guān)理論進(jìn)行充實(shí)、說明。本文的重點(diǎn)和難點(diǎn)是在于明確生態(tài)公平、草原生態(tài)公平的內(nèi)涵,發(fā)現(xiàn)并分析內(nèi)蒙古草原社會(huì)經(jīng)濟(jì)發(fā)展過程中的生態(tài)不公平問題,在此基礎(chǔ)上提出解決內(nèi)蒙古草原生態(tài)不公平問題的途徑,為其發(fā)展提供理論指導(dǎo)。
[Abstract]:On the basis of drawing lessons from and referring to the theoretical achievements of the ecological equity research at home and abroad, and combining with the social and economic development of Inner Mongolia grassland, this paper expounds the formation of ecological equity under the guidance of Marxist view of equity and ecological view. The importance of ecological equity to the construction of grassland ecological civilization and the sustainable development of grassland is illustrated by the development and connotation. Some suggestions and ideas on how to realize ecological equity in Inner Mongolia grassland are put forward. Ecological equity is to coordinate and deal with the interests of various stakeholders on ecological issues by using the general principle of equity theory. From the development track of ecological equity, we can see that it covers the intra-generational equity with time identity, spatial difference as the direction, and spatial identity. In the process of research, we find that the emergence, development and actual performance of ecological equity are not only affected by specific ecological environment conditions. The contradiction between economic development and ecology is subject to the responsibility of the whole human development. Therefore, the author chooses to discuss the ecological equity of Inner Mongolia grassland from a wider perspective, from the domestic and foreign, between regions, The author not only uses the philosophical concept of equity and ecological equity to investigate, analyze and prove the research object, but also combines ecological ethics. The emphases and difficulties of this paper are to make clear the connotation of ecological equity and grassland ecological equity, to find and analyze the ecological unfairness in the process of social and economic development of Inner Mongolia grassland. On this basis, the paper puts forward the ways to solve the ecological inequity in Inner Mongolia grassland and provides theoretical guidance for its development.
