【摘要】：公共衛(wèi)生網(wǎng)站是公共衛(wèi)生系統(tǒng)向公眾提供公共衛(wèi)生信息的重要平臺(tái)與渠道,是公共衛(wèi)生信息系統(tǒng)建設(shè)主要構(gòu)件之一。當(dāng)前,包含公共衛(wèi)生信息的網(wǎng)站性質(zhì)各異、類別較多,信息存量持續(xù)大幅攀升,導(dǎo)致公眾很難及時(shí)、準(zhǔn)確、便捷的查詢到需要的信息。同時(shí),由于部分公共衛(wèi)生網(wǎng)站建設(shè)缺乏科學(xué)理論指導(dǎo),導(dǎo)致網(wǎng)站建設(shè)存在先天缺陷,使得公眾通過網(wǎng)絡(luò)了解公共衛(wèi)生信息過程中存在來源不權(quán)威、更新不及時(shí)、互動(dòng)不到位等現(xiàn)象。一旦發(fā)生突發(fā)公共衛(wèi)生事件,社會(huì)公眾因不能通過網(wǎng)絡(luò)及時(shí)獲取準(zhǔn)確、權(quán)威的公共衛(wèi)生信息,不僅會(huì)對(duì)公眾的健康造成直接影響,而且容易以訛傳訛,造成社會(huì)混論。因此,積極探索公共衛(wèi)生網(wǎng)站建設(shè)指導(dǎo)理論、規(guī)范公共衛(wèi)生網(wǎng)站建設(shè)是優(yōu)化公共衛(wèi)生信息供給側(cè)改革的重要方式,具有較強(qiáng)的現(xiàn)實(shí)意義。信息構(gòu)建理論起源于美國,伴隨著全球信息化浪潮的持續(xù)深化,作為一種成熟的理論體系和思想越來越受到人們的重視和社會(huì)的廣泛專注,也成為指導(dǎo)網(wǎng)站建設(shè)是一個(gè)國際通用且行之有效的做法。本文在充分調(diào)研現(xiàn)有公共衛(wèi)生網(wǎng)站建設(shè)現(xiàn)狀和國內(nèi)外做法的基礎(chǔ)上,依據(jù)信息構(gòu)建理論的原理、特點(diǎn)、核心要素等內(nèi)容,依據(jù)信息構(gòu)建的一般過程,對(duì)該理論指導(dǎo)下的公共衛(wèi)生網(wǎng)站建設(shè)過程進(jìn)行分析,明確了基于信息構(gòu)建理論的公共衛(wèi)生網(wǎng)站建設(shè)的基本原則、設(shè)計(jì)思路與規(guī)劃和設(shè)計(jì)要素等核心內(nèi)容�；谛畔�(gòu)建理論視角,以中美疾病預(yù)防控制中心網(wǎng)站作為案例,通過比較兩家網(wǎng)站在組織系統(tǒng)、標(biāo)識(shí)系統(tǒng)、導(dǎo)航系統(tǒng)、搜索系統(tǒng)等內(nèi)容的異同,得出中國疾病預(yù)防控制中心網(wǎng)站雖在國內(nèi)同級(jí)別網(wǎng)站中具備較高水準(zhǔn),但無論是在“以用戶為導(dǎo)向”的設(shè)計(jì)理念,或者在網(wǎng)站頁面人性化設(shè)計(jì)、網(wǎng)站功能優(yōu)化等方面都存在較大的提升空間。通過信息構(gòu)建理論視角下中美疾病預(yù)防控制中心網(wǎng)站的比較分析,也為優(yōu)化公共衛(wèi)生網(wǎng)站建設(shè)提供具體的借鑒意義。綜上所述,本文以情報(bào)學(xué)信息構(gòu)建的有關(guān)理論為指導(dǎo),強(qiáng)化公共衛(wèi)生網(wǎng)站的用戶需求,并以此為導(dǎo)向組織與設(shè)計(jì)公共衛(wèi)生網(wǎng)站。針對(duì)我國公共衛(wèi)生網(wǎng)站建設(shè)的不足,依據(jù)信息構(gòu)建理論的基本涵義、核心思想、基本流程和四個(gè)系統(tǒng)等內(nèi)容,指出如何發(fā)揮信息構(gòu)建“路牌”和“標(biāo)簽”的作用,對(duì)復(fù)雜、凌亂、專業(yè)性強(qiáng)的信息進(jìn)行優(yōu)化和整合,對(duì)網(wǎng)站的組織系統(tǒng)、標(biāo)識(shí)系統(tǒng)、導(dǎo)航系統(tǒng)、搜索系統(tǒng)進(jìn)行科學(xué)規(guī)劃和設(shè)計(jì),構(gòu)建以用戶為中心的公共衛(wèi)生網(wǎng)站,為公眾提供有效的為公共衛(wèi)生信息服務(wù)。
[Abstract]:Public health website is an important platform and channel for public health system to provide public health information to the public. It is one of the main components of public health information system construction. At present, the nature of the website containing public health information is different, there are many categories, and the information stock continues to rise significantly, which leads to the public difficult to query the needed information in a timely, accurate and convenient manner. At the same time, due to the lack of scientific and theoretical guidance in the construction of some public health websites, there are congenital defects in the construction of the website, which makes the public understand the public health information through the network, the source is not authoritative, and the update is not timely. Interaction is not in place and so on. Once a sudden public health event occurs, the public can not get accurate and authoritative public health information timely through the network, which will not only have a direct impact on public health, but also be easily misinformed, resulting in social confusion. Therefore, actively exploring the guiding theory of public health website construction and standardizing the construction of public health website is an important way to optimize the supply-side reform of public health information, which has strong practical significance. The theory of information construction originated in the United States, along with the continuous deepening of the global information wave, as a mature theoretical system and ideas more and more attention and social attention. Also become the guidance website construction is an international general and effective practice. Based on the investigation of the current situation of public health website construction and the practice at home and abroad, based on the theory of information construction, characteristics, core elements and other contents, this paper is based on the general process of information construction. This paper analyzes the construction process of public health website under the guidance of this theory, and clarifies the basic principles, design ideas, planning and design elements of public health website construction based on information construction theory. Based on the theory of information construction, taking the website of the Center for Disease Prevention and Control in China and the United States as a case, the paper compares the similarities and differences between the two websites in organizational system, identification system, navigation system, search system, etc. It is concluded that although the website of China Centers for Disease Control and Prevention has a high standard in the same level of websites in China, whether it is in the "user-oriented" design concept or in the humanized design of the website pages, The website function optimization and so on aspect all has the bigger promotion space. The comparative analysis of the websites of the Centers for Disease Prevention and Control in China and the United States from the perspective of information construction theory also provides a concrete reference for optimizing the construction of public health websites. To sum up, this paper, guided by the theory of information science information construction, strengthens the user demand of public health website, and organizes and designs public health website guided by it. In view of the deficiency of the construction of public health website in our country, according to the basic meaning, core thought, basic flow and four systems of information construction theory, this paper points out how to play the role of "road sign" and "label" in information construction. Disorderly, professional information optimization and integration, site organization system, identification system, navigation system, search system for scientific planning and design, building a user-centered public health website, To provide the public with effective public health information services.
