【摘要】：政府部門(mén)信息蘊(yùn)含著豐碩社會(huì)價(jià)值與經(jīng)濟(jì)價(jià)值。英國(guó)作為政府?dāng)?shù)據(jù)公開(kāi)的先行者,相繼制定了不同的信息政策,并通過(guò)運(yùn)用,實(shí)踐來(lái)體現(xiàn)信息的價(jià)值,同時(shí)改善政府的服務(wù)能力。英國(guó)的開(kāi)放政府?dāng)?shù)據(jù)政策以及實(shí)踐有效地拉近了公眾和政府之間的距離,提高了政府辦事透明度,公眾參與熱度等等。在我國(guó),政府?dāng)?shù)據(jù)資源豐富,但是缺少相對(duì)應(yīng)的法律文件與管理機(jī)制,信息價(jià)值并未充分挖掘。因此,本文將以英國(guó)為例,通過(guò)研究英國(guó)開(kāi)放政府?dāng)?shù)據(jù)的政策和實(shí)踐,對(duì)我國(guó)開(kāi)放政府?dāng)?shù)據(jù)政策的制定以及運(yùn)用提供參考,探索新的途徑。本文將首先對(duì)選題的研究背景、意義以及國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行概述;接下來(lái)詳細(xì)闡述英國(guó)政府部門(mén)數(shù)據(jù)開(kāi)放的政策以及實(shí)踐,進(jìn)行深入分析,探索值得我們學(xué)習(xí)的先進(jìn)理念與管理機(jī)制。最后,結(jié)合我國(guó)在政府信息開(kāi)放中出現(xiàn)的問(wèn)題,提出幾點(diǎn)我國(guó)可以采納的有效措施:制定相應(yīng)的法律政策、建立新型數(shù)據(jù)開(kāi)放管理機(jī)制、引入市場(chǎng)模式、完善數(shù)據(jù)開(kāi)放監(jiān)督機(jī)制、適當(dāng)引入合理的收費(fèi)模式。以此來(lái)提高我國(guó)政府部門(mén)的辦事效率,促進(jìn)信息產(chǎn)業(yè)發(fā)展。
[Abstract]:Government information contains abundant social value and economic value. As the forerunner of government data disclosure, Britain has formulated different information policies one after another, and through the application and practice to reflect the value of information, while improving the service capacity of the government. Britain's open government data policy and practice have effectively narrowed the gap between the public and the government, improved the transparency of government, public participation, and so on. In China, government data resources are rich, but lack of corresponding legal documents and management mechanism, the information value is not fully excavated. Therefore, this paper will take the United Kingdom as an example, through the study of the British open government data policy and practice, for our country open government data policy formulation and application to provide reference, explore new ways. In this paper, the research background, significance and the current situation of research at home and abroad will be summarized. Then, the paper elaborates the policy and practice of data opening in British government departments, analyzes it in depth, and explores the advanced ideas and management mechanism which are worthy of our study. Finally, according to the problems in the opening of government information in China, this paper puts forward some effective measures that can be adopted by our country: to formulate corresponding legal policies, to establish a new type of open data management mechanism, and to introduce the market model. Improve the data open supervision mechanism, appropriately introduce a reasonable charging model. In order to improve the efficiency of government departments and promote the development of the information industry.
