【摘要】：“三農(nóng)”問題直接關(guān)系到我國農(nóng)村經(jīng)濟發(fā)展、農(nóng)民生活質(zhì)量和農(nóng)業(yè)現(xiàn)代化進程,我國作為農(nóng)業(yè)大國,農(nóng)業(yè)相關(guān)問題一直得到了黨政機關(guān)和社會各界的關(guān)注和重視。黨中央自2004年起至2017年以來,連續(xù)十四年發(fā)布把“三農(nóng)”問題作為重點的中央一號文件,“三農(nóng)”問題已經(jīng)儼然成為我國現(xiàn)代化建設(shè)進程中的重要問題。黑龍江是我國的農(nóng)業(yè)大省,現(xiàn)代農(nóng)業(yè)較發(fā)達,有著其他省份無可比擬的農(nóng)業(yè)發(fā)展優(yōu)勢和豐富的農(nóng)業(yè)資源。肥沃的黑土地、大范圍的機械化作業(yè)、規(guī)模化經(jīng)營都是黑龍江省農(nóng)業(yè)的特色之處所在。《黑龍江日報》作為黑龍江省的省級黨報,是黨和政府的喉舌,肩負著傳遞黨的路線方針政策的重要使命�！逗邶埥請蟆返摹叭r(nóng)”報道直接代表了黑龍江省委和省政府對于“三農(nóng)”發(fā)展的重視程度,也宣示了省委省政府著力改善農(nóng)村經(jīng)濟發(fā)展、提高農(nóng)民生活水平的決心�！逗邶埥請蟆�2016年“三農(nóng)”報道數(shù)量龐大、體裁豐富并涵蓋了大部分農(nóng)業(yè)方面的熱點話題。“三農(nóng)”相關(guān)報道較為頻繁的出現(xiàn)在日報的各個版面上,幾乎全年中每一期報紙都刊登了對“三農(nóng)”問題的報道或解讀。黑龍江作為我國的糧食生產(chǎn)大省,《黑龍江日報》十分關(guān)注糧食的生產(chǎn)和銷售問題,把糧食的培育、生產(chǎn)、儲存和銷售問題作為“三農(nóng)”報道的重點之一。此外,在推進農(nóng)村經(jīng)濟發(fā)展和農(nóng)業(yè)結(jié)構(gòu)調(diào)整方面,《黑龍江日報》的相關(guān)報道也比較密集。由此可以看出,在傳達中央及地方推進農(nóng)業(yè)改革問題上,《黑龍江日報》發(fā)揮了充分的主動性和能動性,以較強的專業(yè)性和責任感幫助省內(nèi)各市縣進一步推進農(nóng)業(yè)現(xiàn)代化�！熬珳史鲐殹弊鳛榻陙淼恼螣狳c話題也出現(xiàn)在了日報的各大版面上,在宏觀方面,農(nóng)業(yè)方面推進“精準扶貧”是國家倡導的一項重要舉措,《黑龍江日報》準確地做到了扶貧政策的上情下達。在細微方面,農(nóng)村的脫貧問題也是報紙報道的重點問題,倡導農(nóng)民通過農(nóng)業(yè)技術(shù)的學習、農(nóng)產(chǎn)品的深加工等方式脫貧致富。總而言之,《黑龍江日報》在“三農(nóng)”報道上呈現(xiàn)出數(shù)量穩(wěn)定、立場鮮明和角度獨特等特點,幫助促進農(nóng)業(yè)的建設(shè)和發(fā)展。《黑龍江日報》堅持“以人為本”的思想理念,在農(nóng)業(yè)增產(chǎn)、農(nóng)民增收方面給予了諸多方法和對策。重視市場的作用,在報道中突出了市場的資源配置功能,為農(nóng)產(chǎn)品順利流向市場指明了道路。在報道中,堅持正確的價值理念是媒體應當具備的素質(zhì),《黑龍江日報》“三農(nóng)”報道關(guān)注人自身的生存和發(fā)展,是農(nóng)民生活的“好幫手”;報道站在農(nóng)民自身的視角審視農(nóng)業(yè)相關(guān)問題,是基層群眾的“貼心人”;報道同時兼顧市場觀念,是農(nóng)業(yè)經(jīng)濟發(fā)展的“領(lǐng)路人”。但是《黑龍江日報》的“三農(nóng)”報道中,也存在著一定的問題和不足之處�；鶎訄蟮垒^少、深度報道不夠,體裁與編排手段相對單一,缺乏有效的互動平臺等都成為了制約《黑龍江日報》“三農(nóng)”報道進步發(fā)展的因素。從實際的角度出發(fā),加強基層調(diào)研、豐富深度報道,構(gòu)建全媒體互動平臺和豐富報道形式等方式是《黑龍江日報》新聞工作者應當重點學習的技能,也是報紙今后改革發(fā)展的必由之路�？傊�,《黑龍江日報》作為黑龍江省的省級黨報,也是黑龍江省重要的新聞媒體,在當今激烈的競爭環(huán)境下要擔當起政治責任和社會責任,發(fā)揮好媒體的議程設(shè)置作用、明確自身的價值立場并把握好正確的輿論導向,及時捕捉到時代環(huán)境下的“三農(nóng)”熱點問題。
