【摘要】：在越南共產(chǎn)黨的整個發(fā)展過程中,將新聞和出版視為思想文化陣地上的兩個至關重要的部分,是越南共產(chǎn)黨始終堅持的觀點。新聞是動員人民參加革命運動、鼓勵表揚典型模范、反抗惡勢力的有效宣傳工具,而出版則因其特殊性對社會發(fā)展及精神文明的建設起著至關重要的作用。近年來,新聞出版活動已有了飛躍性的進步,數(shù)量與質量均有顯著的增加,其地位及作用也日益受到重視,成為促進社會發(fā)展的動力。雖然越南國內外演變復雜快速,但是新聞出版仍然堅持正確思想、政治導向,仍能貼近生活和改革事業(yè),而且激發(fā)了對愛國主義教育的極大關注。此外,新聞出版活動對馬克思-列寧主義和胡志明思想的維護及發(fā)展工作起著至關重要作用。對于已經(jīng)或正在需要解決的理論和實踐問題也發(fā)揮重要的作用。從職業(yè)道德方面上看,大部分新聞出版機構及其工作人員總體上已充分表現(xiàn)了對黨、國家、人民利益的忠誠;發(fā)現(xiàn)和報道了許多新因素和先進典型;積極斗爭反對社會生活中的惡劣現(xiàn)象、消極表現(xiàn);有意識主動保護和發(fā)揮越南民族傳統(tǒng)、特色文化。在新聞出版活動中,從業(yè)人員愛崗敬業(yè),始終保持與單位、人民、公眾的緊密聯(lián)系,創(chuàng)作出有價值和意義或具有高社會政治素養(yǎng)的作品日益增多。新聞出版活動的這些成果和貢獻均有利于提高黨、國家以及制度的公信力,為國家在國際經(jīng)濟一體化進程中的建設與發(fā)展創(chuàng)造出強勁的驅動力。長期以來越南新聞出版在活動實踐上存在著不少缺點和令人擔憂的缺陷,尤其是違背職業(yè)道德問題。其表現(xiàn)如下:有一部分新聞出版單位的活動缺乏敏銳性,不僅尚未做好思想、文化功能和參加管理、社會監(jiān)督職能,而且還具有遠離宗旨、目的、遠離黨領導和國家管理的表現(xiàn)。一部分新聞出版單位被卷入商業(yè)化潮流,過于追求滿足部分受眾的低級嗜好;所公布的信息存在漏洞、缺陷,惡勢力利用來對抗、妨礙黨和國家。然而反對錯誤的言論和信息的工作仍未受到高度的注重,仍然缺乏敏銳性和說服力。一部分新聞機構不注重新聞的真實性,公布出失實信息,嚴重危害到勞動人民的生活或企業(yè)組織的信譽和利益,危害到個人名譽和自尊。侵犯著作權犯罪現(xiàn)象日益嚴重,印刷、復制侵權盜版現(xiàn)象日益增多。因此,除了繼承并發(fā)展黨與國家所制定的文件中具有道德內涵的標準和崇高的傳統(tǒng)道德準則以外,也要革新從業(yè)人員的標準以及工作在不同領域的職業(yè)道德準則,尤其是新聞出版領域,以適應新的發(fā)展環(huán)境和條件,滿足時代的潮流、任務和工業(yè)化、現(xiàn)代化的要求。
[Abstract]:Throughout the development of the Communist Party of Viet Nam, the press and publication were regarded as two vital parts of the ideological and cultural front, which the Communist Party of Vietnam has always maintained. News is the mobilization of the people to take part in the revolutionary movement. Encouraging the recognition of typical models and effective propaganda tools against evil forces, while publishing plays a vital role in social development and the construction of spiritual civilization because of its particularity. In recent years, the press and publishing activities have made a leap forward, Both quantity and quality have increased significantly, and their status and role have been paid more and more attention to, which has become a driving force for promoting social development. Although Vietnam has evolved rapidly and complex at home and abroad, the press and publication still adhere to correct thinking and political guidance. Still close to life and reform, and inspired a great deal of patriotism education. Press and publication activities play a vital role in the maintenance and development of Marxism-Leninism and Hu Zhiming's thinking, as well as in the theoretical and practical problems that have been or are being solved. On the whole, most press and publication organizations and their staff have fully demonstrated their loyalty to the interests of the Party, the country and the people; they have discovered and reported many new factors and advanced examples; Consciously and actively protect and give play to the Vietnamese national tradition and characteristic culture. In the press and publication activities, the practitioners love and work hard and always maintain close contact with the units, the people and the public. The creation of works of value and significance or of high social and political literacy is increasing. These achievements and contributions of press and publication activities are conducive to enhancing the credibility of the Party, the country and the system. It has created a strong driving force for the construction and development of the country in the process of international economic integration. For a long time, the Vietnamese press and publication have many shortcomings and worrying defects in the practice of their activities. In particular, it is against professional ethics. It is manifested as follows: some press and publication units lack sensitivity in their activities. They have not only failed to do a good job of thinking, cultural functions and participation in management, social supervision, but also have far from purpose and purpose. Far from the performance of party leadership and state administration. Some press and publication units have been drawn into the trend of commercialization, too much pursuing the low-level hobby of satisfying some audiences, and the information published has loopholes, defects, and evil forces used to counter it. Obstructing the party and the state. However, the work of opposing erroneous statements and information is still not given much attention, and still lacks acumen and persuasiveness. Some news organizations do not pay attention to the authenticity of the news and publish false information. Seriously endangering the life of the working people or the credibility and interests of the enterprise organization, and the personal reputation and self-esteem. The crime of infringing on copyright is becoming more serious, and the phenomenon of printing and copying infringing and piracy is increasing day by day. In addition to inheriting and developing ethical standards and lofty traditional codes of ethics in documents drawn up by the Party and the State, it is also necessary to reform the standards of practitioners and the codes of professional ethics that work in different fields. Especially in the field of press and publication, in order to adapt to the new development environment and conditions, to meet the trend of the times, tasks and the requirements of industrialization and modernization.
