【摘要】：《政府公報(bào)》是北洋時(shí)期發(fā)行的政府機(jī)關(guān)報(bào)�！墩珗�(bào)》出版發(fā)行的研究有助于充分認(rèn)識(shí)北洋時(shí)期政府機(jī)關(guān)報(bào),同時(shí)對(duì)研究民國(guó)時(shí)期官方報(bào)刊的發(fā)行有重要的參考價(jià)值。文章從四個(gè)部分梳理《政府公報(bào)》的出版發(fā)行,即《政府公報(bào)》概述、《政府公報(bào)》出版發(fā)行主體、過(guò)程、作用和價(jià)值。文章以中國(guó)第二歷史檔案館編輯出版的240冊(cè)《政府公報(bào)》影印本為史料基礎(chǔ),參考了相關(guān)論文和著作,內(nèi)容如下:第一部分是《政府公報(bào)》概述。第一節(jié)內(nèi)容是《政府公報(bào)》的產(chǎn)生,通過(guò)史料闡述自唐代有官報(bào)以來(lái),固定邸報(bào)、舊式官報(bào)直到北洋時(shí)期《政府公報(bào)》的演變歷程。第二節(jié)內(nèi)容是《政府公報(bào)》的發(fā)展,講解了《政府公報(bào)》在北洋時(shí)期各個(gè)階段的發(fā)展情況,以及《政府公報(bào)》的�？�。第三節(jié)是《政府公報(bào)》的體例及其分析,通過(guò)收集《政府公報(bào)》資料,探究其體例,分析《政府公報(bào)》特殊體例變化情況。第二部分是《政府公報(bào)》出版發(fā)行主體。第一節(jié)講解了《政府公報(bào)》出版發(fā)行主體印鑄局,主要內(nèi)容是印鑄局概述、人員設(shè)置和機(jī)構(gòu)設(shè)置。第二節(jié)是關(guān)于制度建設(shè),主要內(nèi)容是介紹印鑄局出版發(fā)行《政府公報(bào)》的制度內(nèi)容即條例和發(fā)行章程,分析制度發(fā)展、變化原因。第三部分是《政府公報(bào)》出版發(fā)行過(guò)程。第一節(jié)的發(fā)行途徑包括印鑄局自身、公報(bào)房、商報(bào)館。第二節(jié)的發(fā)行地區(qū),分析了京內(nèi)外需發(fā)行《政府公報(bào)》的地方和到達(dá)京外地區(qū)時(shí)日。第三節(jié)論述了《政府公報(bào)》發(fā)行中出現(xiàn)的特殊情況,即各地官署欠解《政府公報(bào)》費(fèi)用情況、印鑄局節(jié)假日放假事項(xiàng)、各地官署長(zhǎng)官任職新舊交替之際《政府公報(bào)》處理辦法、《政府公報(bào)》刊登廣告收費(fèi)事項(xiàng)。第四部分是《政府公報(bào)》出版發(fā)行的作用和價(jià)值。第一節(jié)論述了《政府公報(bào)》的出版發(fā)行對(duì)北洋政府的作用。《政府公報(bào)》的出版發(fā)行,有利于政府信息的公開(kāi)和傳播,有利于開(kāi)啟民智。第二節(jié)陳述了《政府公報(bào)》出版發(fā)行的價(jià)值,價(jià)值分為經(jīng)驗(yàn)部分和啟示部分。經(jīng)驗(yàn)的內(nèi)容是《政府公報(bào)》出版發(fā)行需要嚴(yán)格管理、加強(qiáng)制度建設(shè)、借助中間力量、報(bào)刊應(yīng)具有閱讀價(jià)值。啟示的內(nèi)容是要增強(qiáng)政府公信力、提高官方報(bào)刊價(jià)值形象、法制建設(shè)必不可少、公開(kāi)行政公文利大于弊。最后結(jié)語(yǔ)部分。結(jié)語(yǔ)部分總結(jié)了對(duì)《政府公報(bào)》的認(rèn)識(shí)和對(duì)《政府公報(bào)》出版發(fā)行的認(rèn)識(shí),根據(jù)認(rèn)識(shí)的內(nèi)容得出本文的學(xué)術(shù)觀點(diǎn)即研究《政府公報(bào)》出版發(fā)行是有學(xué)術(shù)意義和價(jià)值的,在所有研究的基礎(chǔ)上說(shuō)明文章的創(chuàng)新點(diǎn)和存在的不足。
[Abstract]:The publication of the official Gazette is a government organ newspaper issued during the period of the Northern Ocean. The study of the publication of the official Gazette helps to fully understand the government organ newspaper of the period of the Northern Ocean. At the same time, it has important reference value to study the distribution of official newspapers and periodicals in the period of the Republic of China. The article combs the publication and distribution of official Gazette from four parts, namely, the outline of official Gazette, the main body of publication and distribution of official Gazette, and the process. The article is based on 240 photocopies of official Gazette, edited and published by the second Historical Archives of China, and refers to related papers and works.
