美國(guó)語(yǔ)言政策及其對(duì)中國(guó)向國(guó)際推廣漢語(yǔ)的啟示

語(yǔ)言政策是組織、管理、操縱語(yǔ)言行為的主要機(jī)制,既可能是政府法律條文也可能是某地區(qū)長(zhǎng)期以來(lái)形成的傳統(tǒng)文化。語(yǔ)言傳播政策指設(shè)法向人們或區(qū)域傳播自己語(yǔ)言的政策。語(yǔ)言傳播和推廣對(duì)增強(qiáng)國(guó)家的綜合國(guó)力具有重要意義。在本研究中,語(yǔ)言生態(tài)理論為語(yǔ)言傳播和推廣的研究提供了哲學(xué)基礎(chǔ),語(yǔ)言經(jīng)濟(jì)理論則為對(duì)語(yǔ)言推廣的必要性提供了經(jīng)濟(jì)學(xué)基礎(chǔ)。一方面,語(yǔ)言和文化多樣性是人類(lèi)社會(huì)的基本特征也是人類(lèi)的共同遺產(chǎn),每個(gè)國(guó)家都有責(zé)任保護(hù)并推廣自己的語(yǔ)言。另一方面,一個(gè)國(guó)家的語(yǔ)言地位在國(guó)際社會(huì)上的提高將會(huì)給這個(gè)國(guó)家?guī)?lái)不可估量的利益除了帶來(lái)巨大的經(jīng)濟(jì)利益以外,如文化將得到傳播和發(fā)揚(yáng)、“軟實(shí)力”將持續(xù)增強(qiáng)等等。因此語(yǔ)言的傳播和推廣不僅是各國(guó)保護(hù)人類(lèi)文明的共同責(zé)任,也是各國(guó)迎接經(jīng)濟(jì)全球化挑戰(zhàn)的重要策略。本文將以分析和研究美國(guó)英語(yǔ)和美國(guó)政策的歷史為基礎(chǔ),得出美國(guó)語(yǔ)言政策“維護(hù)英語(yǔ)中心地位,排擠其他語(yǔ)言”的特點(diǎn),并提出美國(guó)的語(yǔ)言政策實(shí)質(zhì)上是向國(guó)內(nèi)和國(guó)外傳播和推廣美語(yǔ)的政策。從語(yǔ)言生態(tài)學(xué)的角度看,美國(guó)的語(yǔ)言政策損害了其他語(yǔ)言的發(fā)展,破壞了語(yǔ)言生態(tài)環(huán)境的平衡,甚至有些研究者認(rèn)為美語(yǔ)的推廣是美國(guó)文化霸權(quán)的一種形式,以方便美國(guó)向全世界擴(kuò)張或改...
