【摘要】：翻譯活動(dòng)的發(fā)生和翻譯研究的深入,必然會(huì)受到翻譯政策的影響,因此我們有必要對(duì)翻譯政策展開研究。為了更好地了解翻譯政策的研究情況,本文回顧了國(guó)內(nèi)外翻譯政策的研究現(xiàn)狀和季羨林翻譯理論及翻譯政策觀的研究現(xiàn)狀,總結(jié)了翻譯政策研究所取得的成績(jī),存在的問題和發(fā)展的趨勢(shì)。首先,本文把視角放在國(guó)內(nèi)翻譯政策研究上,重點(diǎn)以季羨林翻譯政策觀為切入點(diǎn),在總結(jié)季羨林翻譯理論的基礎(chǔ)上,重點(diǎn)討論了季羨林主張的翻譯政策。討論的翻譯政策包括以下內(nèi)容,一是文本翻譯的對(duì)外傳播與翻譯和諧觀,季羨林主張翻譯市場(chǎng)開放,推動(dòng)本土文化外譯以及引入異國(guó)文化的生態(tài)平衡,重視文化交流的翻譯政策;二是翻譯實(shí)踐與翻譯理論觀,包括對(duì)譯者,翻譯行為,翻譯標(biāo)準(zhǔn)問題,翻譯模式等涉及到翻譯活動(dòng)各個(gè)環(huán)節(jié)的討論;三是翻譯專業(yè)隊(duì)伍建設(shè)與翻譯危機(jī)觀,針對(duì)目前翻譯質(zhì)量下降的問題,提出翻譯政策制定的方向,包括翻譯學(xué)科建設(shè),譯者道德建設(shè),翻譯市場(chǎng)的規(guī)范,翻譯批評(píng),翻譯史的整理與編纂以及翻譯產(chǎn)業(yè)生態(tài)和諧發(fā)展。其次,本文分析了我國(guó)翻譯政策建設(shè)中的一些問題,結(jié)合季羨林在翻譯政策上的觀點(diǎn),提出了解決的辦法,包括建立國(guó)家翻譯機(jī)構(gòu),翻譯產(chǎn)業(yè)可持續(xù)發(fā)展,翻譯人才培養(yǎng)和翻譯活動(dòng)監(jiān)管等幾個(gè)方面,從而推動(dòng)翻譯政策的科學(xué)化、民主化,根據(jù)我國(guó)的實(shí)情走出一條具有中國(guó)特色的翻譯政策建設(shè)的道路。最后,作者還對(duì)今后中國(guó)翻譯政策的發(fā)展做出了展望,隨著中國(guó)文化“走出去”戰(zhàn)略的實(shí)施和逐步深入,翻譯政策的制定和實(shí)施將成為提高中國(guó)文化軟實(shí)力的重要途徑之一。從而得出建立中國(guó)特色翻譯政策的啟示和努力方向,也為后續(xù)有關(guān)翻譯政策的研究提供借鑒。
[Abstract]:The occurrence of translation activities and the deepening of translation studies are bound to be affected by translation policies, so it is necessary for us to study translation policies. In order to better understand the research situation of translation policy, this paper reviews the research status of translation policy at home and abroad and Ji Xianlin's translation theory and translation policy view, and summarizes the achievements of translation policy research. Existing problems and development trends. First of all, this paper focuses on the study of domestic translation policy, focusing on Ji Xianlin's translation policy view. On the basis of summing up Ji Xianlin's translation theory, this paper focuses on the translation policy advocated by Ji Xianlin. The translation policies discussed include the following: first, the concept of external communication and harmony in text translation. Ji Xianlin advocates the opening of the translation market, promoting the external translation of local cultures and introducing the ecological balance of foreign cultures. Attach importance to the translation policy of cultural exchange; The second is translation practice and translation theory, including the discussion of translators, translation behavior, translation standards, translation models and so on. The third is the construction of translation professionals and the view of translation crisis. In view of the decline of translation quality at present, this paper puts forward the direction of translation policy formulation, including the construction of translation disciplines, the moral construction of translators, the norms of translation market, and translation criticism. The collation and compilation of translation history and the harmonious development of translation industry ecology. Secondly, this paper analyzes some problems in the construction of translation policy in China, and puts forward some solutions, including the establishment of national translation institutions and the sustainable development of translation industry, combined with Ji Xianlin's viewpoint on translation policy. The cultivation of translation talents and the supervision of translation activities can promote the scientization and democratization of translation policy and walk out a road of translation policy construction with Chinese characteristics according to the reality of our country. Finally, the author also looks forward to the development of Chinese translation policy in the future. with the implementation and deepening of the strategy of "going out" in Chinese culture, the formulation and implementation of translation policy will become one of the important ways to improve the soft power of Chinese culture. In order to draw the enlightenment and direction of the establishment of translation policy with Chinese characteristics, it also provides a reference for the follow-up study of translation policy.
