【摘要】:2014年1月10日,教育部以教體藝〔2014〕1號印發(fā)《關(guān)于推進(jìn)學(xué)校藝術(shù)教育發(fā)展的若干意見》里面的內(nèi)容其中有提到:要發(fā)揮政府的協(xié)調(diào)作用與組織能力,面對現(xiàn)階段藝術(shù)師資短缺問題的現(xiàn)實(shí)困難,要根據(jù)課程方案規(guī)定的課時(shí)數(shù)和學(xué)校班級數(shù)有計(jì)劃、分步驟配齊專職藝術(shù)教師,重點(diǎn)補(bǔ)充鄉(xiāng)村、邊遠(yuǎn)、貧困和民族地區(qū)鎮(zhèn)學(xué)校的藝術(shù)教師。地方教育部門機(jī)構(gòu)要發(fā)揮自身優(yōu)勢,實(shí)行縣(區(qū))域內(nèi)藝術(shù)教師交流制度,鼓勵(lì)藝術(shù)教師采取“對口聯(lián)系”、“下鄉(xiāng)巡教”等形式到鄉(xiāng)村學(xué)校任教進(jìn)行多渠道解決。提高鄉(xiāng)村教師的業(yè)務(wù)水平,打造一支結(jié)構(gòu)合理,數(shù)量穩(wěn)定的鄉(xiāng)村音樂師資隊(duì)伍,就要對其進(jìn)行調(diào)查和研究,這將是未來教育改革與教育發(fā)展的著重點(diǎn)。意見明確,義務(wù)教育階段學(xué)校開設(shè)藝術(shù)課程,應(yīng)確保藝術(shù)課程課時(shí)總量不低于國家課程方案規(guī)定占總課時(shí)9%的下限,鼓勵(lì)有條件的學(xué)校按總課時(shí)的11%開設(shè)藝術(shù)課程,初中階段藝術(shù)課程課時(shí)不低于義務(wù)教育階段藝術(shù)課程總課時(shí)的20%。普通高中要保證藝術(shù)類必修課程的6個(gè)學(xué)分。中等職業(yè)學(xué)校要將藝術(shù)課程納入公共基礎(chǔ)必修課,保證72學(xué)時(shí)。還要求,從2014年開始,省級教育行政部門和部屬高校要向教育部提交學(xué)校藝術(shù)教育發(fā)展年度報(bào)告。文章在調(diào)查研究廣西壯族自治區(qū)鄉(xiāng)村中小學(xué)音樂師資現(xiàn)狀過程里,面對著國家教育部門去年的文件所要求的義務(wù)教育階段學(xué)校開設(shè)藝術(shù)課程必須達(dá)到的百分比和學(xué)時(shí);如此明確而具體的數(shù)字要求,是什么原因?qū)е禄鶎訉W(xué)校在素質(zhì)教育方面遲遲未能得到落實(shí)和達(dá)標(biāo)?綜合社會現(xiàn)狀、基層的中小學(xué)校與教師個(gè)體等諸多因素,希望能夠抓住問題的突出矛盾,進(jìn)而提出一些建設(shè)性的對策,為將來提高廣西壯族自治區(qū)鄉(xiāng)村音樂師資隊(duì)伍的質(zhì)量,盡自己一份綿薄之力。隨著人類社會的不斷進(jìn)步,鄉(xiāng)村的基礎(chǔ)與素質(zhì)教育也越發(fā)受到國家相關(guān)部門的重視。這必將形成一股巨大的推動力,對今后鄉(xiāng)村人口整體素質(zhì)的提高和國家經(jīng)濟(jì)的長遠(yuǎn)發(fā)展起到極大的促進(jìn)作用。在之前很長的一段時(shí)期,廣西省的鄉(xiāng)村中小學(xué)音樂教師,不管是從經(jīng)濟(jì)待遇、生活狀況、社會地位、結(jié)構(gòu)配置等方面,都處于一個(gè)十分不合理的狀態(tài)。這篇論文是以廣西壯族自治區(qū)的鄉(xiāng)村音樂教師隊(duì)伍建設(shè)現(xiàn)狀的弊端為大背景,以鄉(xiāng)村音樂老師(包括了教師的質(zhì)量、待遇)等方面作為研究對象,目的在于能夠解決鄉(xiāng)村中小學(xué)音樂師資隊(duì)伍現(xiàn)狀所反映出來的主要問題,通過查閱大量的文獻(xiàn)資料和制作問卷調(diào)查,并進(jìn)行相關(guān)的數(shù)據(jù)統(tǒng)計(jì)與分析,立足尋求廣西省鄉(xiāng)村中小學(xué)音樂師資現(xiàn)狀所面臨的主要問題的癥結(jié)所在,不斷改善鄉(xiāng)村中小學(xué)教師的生活環(huán)境和工作待遇,努力促進(jìn)和提高鄉(xiāng)村的素質(zhì)教育,為促進(jìn)鄉(xiāng)村教育的向前發(fā)展出一份微薄之力。本人通過文獻(xiàn)查閱、問卷調(diào)查和數(shù)據(jù)統(tǒng)計(jì)等大量的調(diào)研活動,對廣西壯族自治區(qū)鄉(xiāng)村音樂教師的現(xiàn)狀和集中的突出問題進(jìn)行了分析與論述,主要從鄉(xiāng)村音樂教師隊(duì)伍的人數(shù)、學(xué)歷結(jié)構(gòu)、職稱結(jié)構(gòu)、性別結(jié)構(gòu)、年齡結(jié)構(gòu)、教齡結(jié)構(gòu)、專業(yè)結(jié)構(gòu)、專、兼職對比、教師培訓(xùn)(繼續(xù)教育)的情況,從多方面入手進(jìn)行了調(diào)查研究,結(jié)果表明人員配備的不完善、音樂學(xué)科被邊緣化、學(xué)歷和年齡結(jié)構(gòu)不合理、教學(xué)能力水平不高、教師待遇偏低是目前鄉(xiāng)村音樂師資現(xiàn)狀普遍存在的問題,而導(dǎo)致這些問題存在的主要原因是:我國長期處于城鄉(xiāng)二元結(jié)構(gòu),發(fā)展不均衡、鄉(xiāng)村中小學(xué)教師的培訓(xùn)體系存在缺陷、素質(zhì)教育長期受到忽視、未形成合理的流動和補(bǔ)充機(jī)制等。針對廣西壯族自治區(qū)鄉(xiāng)村中小學(xué)音樂師資的現(xiàn)有狀況所反映出的諸多問題,本人也對許多學(xué)者之前提出的解決鄉(xiāng)村中小學(xué)音樂師資問題的研究與建議進(jìn)行過參考,總結(jié)出了一些鄉(xiāng)村中小學(xué)音樂師資隊(duì)伍建設(shè)問題的策略與方法,比如政府對鄉(xiāng)村教師聘任制度的完善、相關(guān)部門要建立健全鄉(xiāng)村中小學(xué)教師合理流動機(jī)制、加大財(cái)政投入,改善鄉(xiāng)村音樂教師的工作和生活環(huán)境、完善鄉(xiāng)村中小學(xué)教師的培訓(xùn)體系,增強(qiáng)教師專業(yè)水平、努力縮短城鄉(xiāng)差距,穩(wěn)定音樂教師數(shù)量等,以逐步推進(jìn)和改善鄉(xiāng)村中小學(xué)音樂師資現(xiàn)狀,對于提高廣西鄉(xiāng)村中小學(xué)教師整體水平和全面落實(shí)素質(zhì)教育將起到積極的作用。
[Abstract]:In January 10, 2014, the Ministry of Education issued a number of opinions on promoting the development of school art education by teaching body art [2014] 1. It mentioned that it is necessary to play the coordination role and organizational ability of the government, to face the current difficulties of the shortage of art teachers at the present stage, the number of hours and school classes set according to the curriculum plan. The local education department should give full play to its own advantages, carry out the art teacher exchange system in the county (District) domain, encourage the art teachers to take the form of "counterpart contact" and "go to the countryside" to the rural schools. It will be the focus of the future education reform and the development of education. This will be the key to the future education reform and the development of education. It is clear that the school of art should be set up in the stage of compulsory education and the total time of the course of art should be ensured. The amount is not less than the lower limit of 9% of the total class time in the course of the national curriculum, encouraging the conditions of the school to open the art course according to 11% of the total class hours. The middle school stage of the art course is not less than the 20%. ordinary high school in the compulsory education stage of the art course to ensure the 6 credits of the compulsory courses of the art class. It will be included in the compulsory course of the public foundation, and the 72 school hours are guaranteed. From 2014, the provincial education administration department and the Ministry of colleges and universities should submit the annual report on the development of school art education to the Ministry of education. In the investigation and study of the status of the music teachers in the rural primary and secondary schools in the Guangxi Zhuang Autonomous Region, the paper faces the documents of the national education department last year. What is the percentage and school hours that schools must reach in the compulsory education stage of compulsory education; what is the reason for such clear and specific digital requirements that the reasons lead to the delay in the implementation of the basic level schools in the quality education, the comprehensive social status, the primary and secondary school and the teachers' individual, and so on. Some constructive countermeasures are put forward to improve the quality of the the Guangxi Zhuang Autonomous Region rural music teachers in the future. With the continuous progress of the human society, the basic and quality education of the country has been paid more and more attention by the national departments. This will surely form a huge push. Power has played a great role in promoting the overall quality of the rural population in the future and the long-term development of the national economy. In a long period of time, the rural primary and middle school music teachers in Guangxi province were in a very unreasonable state in terms of economic treatment, living conditions, social status, and structural configuration. The paper is based on the disadvantages of the current situation of the construction of the rural music teachers in the Guangxi Zhuang Autonomous Region. It takes the rural music teachers (including the quality of teachers, the treatment) as the research object. The aim is to solve the main problems which are reflected in the current situation of the music teachers in the rural primary and secondary schools, and through consulting a large number of documents. The data and production questionnaire survey, and the relevant data statistics and analysis, based on the crux of the main problems facing the current situation of music teachers in rural primary and secondary schools in Guangxi Province, constantly improve the living environment and work treatment of the rural primary and secondary school teachers, and strive to promote and improve the quality education in rural areas, in order to promote the rural education forward. Through literature review, questionnaire survey and data statistics, I have analyzed and discussed the current situation and concentrated problems of rural music teachers in the Guangxi Zhuang Autonomous Region, mainly from the number of rural music teachers, educational structure, title structure, gender structure, age structure. The teaching age structure, professional structure, specialized, part-time contrast, and teacher training (continuing education) have been investigated and studied from many aspects. The results show that the staffing is not perfect, the music discipline is marginalized, the education and age structure are not reasonable, the teaching ability is not high, the teacher treatment is low, and the current situation of rural music teachers is generally stored. The main reasons for these problems are: our country is in the two yuan structure of urban and rural areas for a long time, the development is not balanced, the training system of the primary and middle school teachers in rural areas is defective, the quality education is neglected for a long time, and the rational flow and supplementary mechanism is not formed. The existing music teachers in the rural primary and middle schools in the Guangxi Zhuang Autonomous Region are present. The problems reflected in the situation, I also made a reference to the research and suggestions on solving the problem of music teachers in rural primary and secondary schools, and summed up some strategies and methods for the construction of music teachers in rural primary and secondary schools, such as the improvement of the government employment system for rural teachers and the establishment of relevant departments. We should improve the rational flow mechanism of rural primary and secondary school teachers, increase financial input, improve the work and living environment of rural music teachers, improve the training system of teachers in primary and secondary schools, enhance the professional level of teachers, shorten the gap between urban and rural areas and stabilize the number of music teachers, so as to promote and improve the status of music teachers in primary and secondary schools step by step. It will play a positive role in improving the overall level of teachers in rural primary and secondary schools in Guangxi and implementing quality-oriented education in an all-round way.
