【摘要】：近年來(lái),我國(guó)沿海地區(qū)旅游業(yè)呈現(xiàn)穩(wěn)定增長(zhǎng)的發(fā)展態(tài)勢(shì),已逐步在區(qū)域經(jīng)濟(jì)中表現(xiàn)出不可忽視的地位和影響力,成為國(guó)內(nèi)有關(guān)領(lǐng)域?qū)W者的熱點(diǎn)議題。中華人民共和國(guó)國(guó)民經(jīng)濟(jì)和社會(huì)發(fā)展第十三個(gè)五年規(guī)劃綱要中也提出了沿海高鐵的建設(shè),對(duì)此福建省積極響應(yīng)中央號(hào)召,莆田,平潭,漳州等地都將跨海大橋的建設(shè)提上了日程。建設(shè)跨海大橋及沿海高鐵建設(shè)的目的在于建立綜合交通樞紐、完善沿海新型工業(yè)基地、土地后備資源開(kāi)發(fā)區(qū)和人民生活富足的宜居區(qū)的開(kāi)發(fā),同時(shí)推進(jìn)沿海旅游業(yè)的發(fā)展。通過(guò)對(duì)莆田市秀嶼區(qū)平海鎮(zhèn)上林村向南端海灣的景觀總體規(guī)劃,來(lái)創(chuàng)造一個(gè)多整合景觀基礎(chǔ)設(shè)施系統(tǒng):多樣性的開(kāi)放空間和活動(dòng)場(chǎng)所,多路徑連續(xù)一體的慢行網(wǎng)絡(luò),豐富多樣的豎向空間。同時(shí)賦予地塊交通樞紐以及游客集散的雙重作用,使游客的集聚、戲水、度假等活動(dòng)在景區(qū)中結(jié)合成一個(gè)有機(jī)的整體,打造一個(gè)集城市旅游、城市交通、居民休閑為一體的空間,共同提升片區(qū)內(nèi)的環(huán)境效益和游客的空間質(zhì)量。目前該基地主要體現(xiàn)以下特點(diǎn):1)地形地貌復(fù)雜,包含沙灘,山地,斷崖等地貌,且高差大,設(shè)計(jì)難度大;2)地塊緊鄰莆田平海灣,與莆田湄洲島隔海相望,橫跨湄洲島與平海的跨海大橋已經(jīng)提上日程,未來(lái)該地塊會(huì)是平海鎮(zhèn)的重要節(jié)點(diǎn),承擔(dān)交通要道和對(duì)外宣傳的職能;3)該地塊人為污染較為嚴(yán)重。隨著海灘游覽人口的增加(多為莆田市內(nèi)居民),垃圾隨地?cái)[放,海灘周遭綠植破壞嚴(yán)重;4)基地附近居民以漁民為主,漁船近500條,漁民生活設(shè)施簡(jiǎn)陋,漁船破舊,無(wú)特定漁船擺放點(diǎn),各家各戶均將漁船隨意置于海灘上。隨著莆田與平海鎮(zhèn)經(jīng)濟(jì)的不斷發(fā)展,環(huán)海道路與跨海大橋的修建將吸引更多游客至此。但目前日流量約500人的情況下已經(jīng)出現(xiàn)生活廢棄用品對(duì)植被與沙灘造成破壞;人流動(dòng)線雜亂,漁市場(chǎng)隨街而擺;地方特色不突出,土地浪費(fèi)等各種不良狀況。因此。通過(guò)對(duì)地塊的現(xiàn)狀進(jìn)行梳理,提出合理的總體規(guī)劃,在最大程度維護(hù)原有景觀的同時(shí)形成平海鎮(zhèn)連接各景點(diǎn)的主體景觀空間形成良性的觀景場(chǎng)所,具有重大意義。
[Abstract]:In recent years, the tourism industry in the coastal areas of our country has shown a steady growth trend, which has gradually shown its position and influence in the regional economy, and has become a hot topic for domestic scholars in related fields. The 13th Five-Year Plan for National Economic and Social Development of the people's Republic of China also proposed the construction of high-speed rail along the coast. In response to this, Fujian Province responded positively to the call of the central government, Putian and Pingtan. Zhangzhou and other places will cross the sea bridge construction on the agenda. The purpose of the construction of cross-sea bridge and coastal high-speed railway is to establish a comprehensive transportation hub, improve the development of new coastal industrial bases, land reserve resources development zones and livable areas where the people live, and at the same time promote the development of coastal tourism. Through the landscape master plan of Shanglin Village, Pinghai Town, Xiuyu District, Putian City, to create a multi-integrated landscape infrastructure system: diversified open space and activity sites, multi-path continuous slow network, Rich and diverse vertical space. At the same time, with the dual role of land transportation hub and tourist distribution, so that the gathering of tourists, water play, vacation and other activities in the scenic area into an organic whole, create a collection of urban tourism, urban transportation, Residents leisure as an integral part of the space, jointly improve the environmental benefits of the region and the quality of space tourists. At present, the base mainly embodies the following characteristics: 1) complex landforms, including beaches, mountains, cliffs and other landforms, with great difference in height and great difficulty in design. The plot is close to the Pinghai Bay in Putian and is opposite to the Meizhou Island in Putian. The bridge across Meizhou Island and Pinghai has been put on the agenda. In the future, the site will be an important node of Pinghai Town. With the increase in the number of people visiting the beaches (mostly residents of Putian City, where garbage is placed, and serious damage caused by green vegetation around the beach), the residents near the base are mainly fishermen, with nearly 500 fishing boats, poor living facilities for fishermen, and shabby fishing boats. There is no specific fishing boat location, each family will be fishing boats on the beach at will. With the economic development of Putian and Pinghai Town, the construction of sea-surrounding road and cross-sea bridge will attract more tourists here. But under the condition of daily discharge of about 500 people, there have been many kinds of bad conditions, such as destruction of vegetation and beach caused by waste articles of daily life; disorderly movement line of people, fish market with street; local characteristics are not prominent, land is wasted and so on. So... Through combing the present situation of the plot and putting forward a reasonable overall plan, it is of great significance to maintain the original landscape to the maximum extent and form the main landscape space of Pinghai Town connecting all the scenic spots to form a benign viewing place.
