【摘要】：在我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展新時(shí)期布局謀篇階段,黨的十八屆五中全會(huì)提出了創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的五大發(fā)展理念。所謂“生態(tài)興則文明興,生態(tài)衰則文明衰”,環(huán)境為人類提供生存的發(fā)展場(chǎng)所,人類活動(dòng)也影響著生態(tài)環(huán)境的建設(shè)。在環(huán)境問題日益顯現(xiàn),城市霧霾頻繁出現(xiàn)、城市水資源深受污染等環(huán)境下,高舉綠色發(fā)展,生態(tài)建設(shè)的大旗具有必要性與緊迫性。在工業(yè)的大肆發(fā)展下,城市環(huán)境問題尤為突出,濕地作為地球腎臟其對(duì)水土環(huán)境的改善具有獨(dú)特作用,但我們也需要認(rèn)識(shí)到濕地本身的脆弱性,城市濕地公園建設(shè)不僅為動(dòng)植物提供了一個(gè)休養(yǎng)生息的地方,為人們提供了休閑的場(chǎng)所,改善了生活環(huán)境,同時(shí)也增強(qiáng)了人類的環(huán)保意識(shí)與環(huán)保能力,具有科教示范作用。但是由于城市濕地對(duì)城市人居環(huán)境的影響是一個(gè)復(fù)雜的過程,即便城市人居環(huán)境的發(fā)展受惠于城市濕地,它同時(shí)也受制于城市濕地。城市濕地公園在我國(guó)尚屬新生事物,在它發(fā)展過程中也面臨著許多問題。松北區(qū)是哈爾濱市未來(lái)一段時(shí)間內(nèi)城市的主要拓展空間,松北地區(qū)濕地資源豐富,屬于典型的城市濕地,太陽(yáng)島濕地公園的建設(shè)管理中必須正確處理濕地保護(hù)與人類活動(dòng)的關(guān)系,實(shí)現(xiàn)社會(huì)經(jīng)濟(jì)與生態(tài)環(huán)境可持續(xù)發(fā)展。本文旨在于通過對(duì)太陽(yáng)島濕地公園情況的介紹與建設(shè)規(guī)劃進(jìn)行深入分析,通過公共產(chǎn)品理論、環(huán)境承載力理論、景觀生態(tài)學(xué)等理論提出太陽(yáng)島濕地公園的運(yùn)營(yíng)中計(jì)劃管理、工程管理、人才管理、資金管理、保護(hù)管理、營(yíng)銷管理、游客管理、信息管理方式。并在此基礎(chǔ)上,分析太陽(yáng)島濕地公園建設(shè)的經(jīng)濟(jì)效益、社會(huì)效益與生態(tài)效益,最終得出太陽(yáng)島濕地公園建設(shè)意義與現(xiàn)階段建設(shè)中存在問題。
[Abstract]:In the stage of the layout of China's economic and social development in the new period, the Fifth Plenary session of the 18th CPC Central Committee put forward the five development concepts of innovation, coordination, green, opening and sharing. The so-called "ecological prosperity is civilized prosperity, ecological decline is civilization decline", the environment provides a place for human survival, human activities also affect the construction of ecological environment. It is necessary and urgent to hold high the banner of green development and ecological construction under the environment of environmental problems, the frequent appearance of urban haze and the deep pollution of urban water resources. With the development of industry, urban environmental problems are particularly prominent. Wetland, as the kidney of the earth, plays a unique role in improving the soil and water environment, but we also need to recognize the vulnerability of wetlands themselves. The construction of urban wetland park not only provides a recuperation place for animals and plants, but also provides people with a place to relax and improve their living environment. At the same time, it also strengthens the consciousness and ability of environmental protection of human beings and has the role of demonstration of science and education. However, the influence of urban wetland on urban human settlement environment is a complex process, even though the development of urban habitat environment benefits from urban wetland, it is also restricted by urban wetland. Urban Wetland Park is a new thing in our country, and it also faces many problems in its development. Songbei District is the main developing space of Harbin city in the future. The wetland resources in Songbei area are abundant and belong to the typical urban wetland. In the construction and management of the wetland park on Sun Island, the relationship between wetland protection and human activities must be correctly handled to realize the sustainable development of social economy and ecological environment. The purpose of this paper is to make a thorough analysis of the situation and construction planning of the Sun Island Wetland Park, and to put forward the planning management of the Sun Island Wetland Park by means of the theory of public goods, the theory of environmental carrying capacity, the theory of landscape ecology, and so on. Project management, talent management, fund management, protection management, marketing management, tourist management, information management. On this basis, the economic, social and ecological benefits of the construction of Sun Island Wetland Park are analyzed. Finally, the significance of the construction of Sun Island Wetland Park and the existing problems in the present construction are obtained.
