【摘要】：隨著工業(yè)化、城鎮(zhèn)化進(jìn)程的不斷加速,我國(guó)農(nóng)業(yè)已經(jīng)進(jìn)入由傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)型的階段。中央一號(hào)文件連續(xù)十二年聚焦“三農(nóng)”問(wèn)題,一直強(qiáng)調(diào)建設(shè)現(xiàn)代農(nóng)業(yè),加快轉(zhuǎn)變農(nóng)業(yè)發(fā)展方式,加大惠農(nóng)政策力度,促進(jìn)城鄉(xiāng)一體化發(fā)展。本文立足我國(guó)基本國(guó)情,結(jié)合河北省休閑觀光農(nóng)業(yè)發(fā)展現(xiàn)狀,通過(guò)大量查閱文獻(xiàn),借鑒國(guó)內(nèi)外優(yōu)秀農(nóng)業(yè)觀光園的規(guī)劃設(shè)計(jì),對(duì)河北省定州市西城區(qū)進(jìn)行實(shí)地調(diào)查、綜合運(yùn)用產(chǎn)業(yè)經(jīng)濟(jì)、文化旅游、生態(tài)保護(hù)、景觀規(guī)劃方面的理論知識(shí),提出河北德勝農(nóng)林核桃文化產(chǎn)業(yè)園規(guī)劃設(shè)計(jì)方案。旨在打造一個(gè)集生產(chǎn)、科普、示范、培訓(xùn)、展銷(xiāo)為一體的現(xiàn)代化核桃產(chǎn)業(yè)基地,同時(shí)以核桃文化為主線,兼具休閑、娛樂(lè)等多種功能的旅游休閑勝地,為河北省休閑觀光農(nóng)業(yè)園區(qū)的發(fā)展提供參考和借鑒。論文主要內(nèi)容如下:1、針對(duì)項(xiàng)目區(qū)域環(huán)境,解讀發(fā)展農(nóng)業(yè)的新政策,在此基礎(chǔ)上對(duì)項(xiàng)目進(jìn)行定位,確定主要規(guī)劃內(nèi)容及方法;2、通過(guò)查閱相關(guān)文獻(xiàn),結(jié)合國(guó)內(nèi)外成功案例,歸納總結(jié)國(guó)外休閑觀光農(nóng)業(yè)的發(fā)展模式,為該園區(qū)規(guī)劃提供可借鑒經(jīng)驗(yàn);3、對(duì)園區(qū)所在定州市的自然條件、社會(huì)經(jīng)濟(jì)條件、區(qū)位交通等進(jìn)行調(diào)查,運(yùn)用SWOT分析方法,對(duì)園區(qū)進(jìn)行功能定位,以科學(xué)發(fā)展為指導(dǎo),以市場(chǎng)為導(dǎo)向,以特色、生態(tài)、富民為主線,實(shí)現(xiàn)城鄉(xiāng)一體化發(fā)展;4、園區(qū)布局概括為“一核三區(qū),一圃一帶”。“一核”即核桃文化核心區(qū);“三區(qū)”即核桃標(biāo)準(zhǔn)化生產(chǎn)示范區(qū)、科研加工區(qū)和優(yōu)質(zhì)種苗繁育區(qū);“一圃”即核桃種質(zhì)資源圃;“一帶”即現(xiàn)代化核桃產(chǎn)業(yè)推廣帶。其中核桃文化核心區(qū)作為整個(gè)項(xiàng)目的重點(diǎn)規(guī)劃區(qū)域,分為七個(gè)單元,集種植、采摘、加工、展示、旅游于一體,為城市居民營(yíng)造一個(gè)舒適放松的休閑環(huán)境,也為當(dāng)?shù)剞r(nóng)民提供一個(gè)就業(yè)平臺(tái)。對(duì)園區(qū)獨(dú)特的核桃文化景觀進(jìn)行詳細(xì)規(guī)劃,使之與全區(qū)主題相統(tǒng)一。打造一個(gè)文化底蘊(yùn)厚重、自然環(huán)境秀麗,旅游景觀獨(dú)特的核桃文化產(chǎn)業(yè)園;5、分析總結(jié)園區(qū)建設(shè)過(guò)程中的制約因素,提出政策等方面的措施,確保規(guī)劃內(nèi)容的順利實(shí)施。
[Abstract]:With the development of industrialization and urbanization, China's agriculture has entered the stage of transition from traditional agriculture to modern agriculture.The first document of the Central Committee focused on the issue of "agriculture, countryside and farmers" for 12 years in a row, emphasizing the construction of modern agriculture, speeding up the transformation of agricultural development mode, strengthening the policy of favouring agriculture, and promoting the integration of urban and rural areas.Based on the basic situation of our country, combined with the present situation of leisure and sightseeing agriculture in Hebei Province, and by consulting a large number of documents and drawing lessons from the planning and design of excellent agricultural sightseeing parks at home and abroad, this paper makes a field investigation on the Xicheng District of Dingzhou City, HebeiBased on the theoretical knowledge of industrial economy, cultural tourism, ecological protection and landscape planning, the planning and design scheme of Hebei Desheng Agricultural and Forest Walnut Cultural Industrial Park was put forward.The aim is to create a modern walnut industry base with production, science popularization, demonstration, training, exhibition and marketing as one, and at the same time, take walnut culture as the main line, and have a variety of functions such as leisure, entertainment and other tourist and leisure resorts.To provide reference and reference for the development of Hebei leisure and sightseeing agricultural park.The main contents of this paper are as follows: 1. In view of the project regional environment, this paper interprets the new policy of developing agriculture, and on the basis of this, determines the main planning contents and methods of the project. By consulting the relevant literature, combining with the successful cases at home and abroad,Summing up the development mode of foreign leisure and sightseeing agriculture, providing the experience for the park planning, investigating the natural condition, social economy condition, location traffic and so on of Dingzhou City, using SWOT analysis method.The function orientation of the park should be guided by scientific development, guided by the market, the main line of which is characteristic, ecology and enriching the people, and the integrated development of urban and rural areas can be realized. The layout of the park can be summed up as "one core three districts, one nursery area"."one core" is the core area of walnut culture; "three zones" are the demonstration zone of standardized production of walnut, the scientific research and processing area and the area of high quality seed and seedling breeding; "one nursery" is the nursery of walnut germplasm resources; "area" is the zone of modern walnut industry extension.The core area of walnut culture, as the key planning area of the whole project, is divided into seven units, which include planting, picking, processing, displaying and tourism, so as to create a comfortable and relaxed leisure environment for urban residents.It also provides a job platform for local farmers.The unique walnut cultural landscape of the park is planned in detail to unify with the theme of the whole area.To build a walnut cultural industrial park with rich cultural background, beautiful natural environment and unique tourist landscape, this paper analyzes and summarizes the restrictive factors in the process of construction of the park, and puts forward some policy measures to ensure the smooth implementation of the planning contents.
