【摘要】:近些年來,生態(tài)環(huán)境問題越來越受到人們的關(guān)注,而環(huán)境突發(fā)事件更是引人注目,因為它的突發(fā)性、多變性和危害性造成的危害巨大,不僅影響了人們正常的生活,而且嚴(yán)重的破壞了生態(tài)環(huán)境。因此國內(nèi)外學(xué)者對處理環(huán)境突發(fā)事件的研究從未停歇,其中如何建立高效的應(yīng)急響應(yīng)系統(tǒng)幫助人們指揮和處理環(huán)境突發(fā)事件是研究的重點之一。本論文設(shè)計的應(yīng)急響應(yīng)系統(tǒng)以提高應(yīng)急響應(yīng)速度,優(yōu)化指揮調(diào)度及實現(xiàn)信息化辦公為基本目標(biāo)。系統(tǒng)根據(jù)大理州洱海流域保護(hù)局的應(yīng)急響應(yīng)機(jī)制,結(jié)合國內(nèi)外對應(yīng)急響應(yīng)系統(tǒng)及應(yīng)急響應(yīng)機(jī)制等方面的研究,通過分析大理州洱海流域保護(hù)局對應(yīng)急響應(yīng)系統(tǒng)的需求,從而完成功能開發(fā)。系統(tǒng)采用B/S架構(gòu),MVC編程思想,J2EE應(yīng)用平臺,SSH2框架和HTML、CSS、JavaScript等前端開發(fā)技術(shù),設(shè)計了指揮調(diào)度模塊、應(yīng)急預(yù)案模塊、信息報告模塊、事件公告模塊、事件歸檔模塊和系統(tǒng)管理模塊,完成了大理州洱海流域保護(hù)局的應(yīng)急響應(yīng)系統(tǒng)的開發(fā)工作。其中對人員調(diào)度和應(yīng)急物資調(diào)度問題進(jìn)行分析并建立了數(shù)學(xué)模型,優(yōu)化了指揮調(diào)度,大大提高了應(yīng)急響應(yīng)速度。最后經(jīng)過系統(tǒng)測試分析,解決了系統(tǒng)中存在的問題。
[Abstract]:In recent years, people pay more and more attention to ecological environmental problems, and environmental emergencies are even more noticeable, because of its sudden, variability and harm caused by the great harm, not only affected the normal life of people.And serious damage to the ecological environment.Therefore, scholars at home and abroad have never stopped to deal with environmental emergencies, among which how to establish an efficient emergency response system to help people command and deal with environmental emergencies is one of the key points of the research.The basic goal of the emergency response system designed in this paper is to improve the emergency response speed, optimize the command and dispatch, and realize the information office.According to the emergency response mechanism of Erhai River Basin Protection Bureau of Dali prefecture, combined with the research on emergency response system and emergency response mechanism at home and abroad, the requirement of emergency response system of Erhai River Basin Protection Bureau in Dali prefecture is analyzed.In order to complete the function development.The system adopts the B / S structure and MVC programming thought and the front-end development technology of J2EE application platform, such as SSH2 framework and HTML / CSSU JavaScript, and designs command and dispatch module, emergency plan module, information report module, event announcement module, event archiving module and system management module.The development of emergency response system of Erhai River Basin Protection Bureau in Dali Prefecture has been completed.The problem of personnel scheduling and emergency material scheduling is analyzed and a mathematical model is established to optimize the command and scheduling and greatly improve the emergency response speed.Finally, through the system test and analysis, solve the existing problems in the system.
