風(fēng)景名勝區(qū)視野下的世界遺產(chǎn)緩沖區(qū)規(guī)劃及實施機制研究

【摘要】:隨著世界遺產(chǎn)本體與周圍環(huán)境并重的區(qū)域化整體保護(hù)理念發(fā)展和中國世界遺產(chǎn)在快速城市化進(jìn)程中遭到嚴(yán)重的外部威脅,遺產(chǎn)緩沖區(qū)理論研究日漸升溫。本論文以風(fēng)景名勝區(qū)型世界遺產(chǎn)的緩沖區(qū)為研究對象,按照問題反思—經(jīng)驗借鑒—案例分析—提出解決思路的邏輯序列,形成以下4個方面的研究結(jié)論和成果:本研究認(rèn)為,緩沖區(qū)是為了彌補行政博弈中確定的遺產(chǎn)邊界不能解決遺產(chǎn)OUV完整性保護(hù)而衍生的、具有管制屬性的空間概念。緩沖區(qū)與遺產(chǎn)地共同構(gòu)成了系統(tǒng)價值和不同級別、層級的多元價值體系。緩沖區(qū)規(guī)劃本質(zhì)上是遺產(chǎn)管理機構(gòu)與交界地帶的多利益主體進(jìn)行管理決策協(xié)商和利益再分配的過程。研究提出緩沖區(qū)劃界的技術(shù)路線為:遺產(chǎn)價值及完整性識別—緩沖區(qū)的價值評估與威脅評價—科學(xué)依據(jù)和技術(shù)選擇—確定緩沖區(qū)的界定要素類型及層級—疊加與簡化。相應(yīng)形成點、線、面綜合的緩沖區(qū)和剛、彈性相結(jié)合的管控政策,剛性政策體現(xiàn)在建設(shè)控制、產(chǎn)業(yè)的空間準(zhǔn)入控制、及管理行為控制等三個方面,彈性政策體現(xiàn)在政策“留白”及規(guī)劃過程中的利益相關(guān)者協(xié)商環(huán)節(jié)。研究提出基線調(diào)查一策略制定一多解規(guī)劃一決策實施一監(jiān)測反饋一調(diào)整修訂的緩沖區(qū)規(guī)劃框架。并指出信息數(shù)據(jù)庫建設(shè)、實施主體參與規(guī)劃編制、動態(tài)監(jiān)測和實施反饋是關(guān)鍵環(huán)節(jié)。同時結(jié)合緩沖區(qū)的規(guī)劃精度調(diào)整和法理地位明晰,提出了緩沖區(qū)規(guī)劃與世界遺產(chǎn)管理規(guī)劃、現(xiàn)行法定規(guī)劃體系的銜接策略。研究建議構(gòu)建遺產(chǎn)緩沖區(qū)合作協(xié)調(diào)委員會,將遺產(chǎn)地管理機構(gòu)及緩沖區(qū)行政管理機構(gòu)通過上級主管部門協(xié)調(diào)形成政府機構(gòu)間協(xié)調(diào)組織,并納入非政府遺產(chǎn)保護(hù)組織聯(lián)盟和遺產(chǎn)科研機構(gòu),通過緩沖區(qū)聯(lián)席會議、規(guī)劃督查制度等,共同形成多向合作與監(jiān)管模式;并建立多手段的利益補償機制以及形成法律法規(guī)與鄉(xiāng)規(guī)民約相結(jié)合、能力建設(shè)與解說教育雙管齊下的法律與社會基礎(chǔ)。研究以泰山遺產(chǎn)地為例,對其從緩沖區(qū)認(rèn)識、劃定及實施保障框架和策略等方面進(jìn)行了檢驗。論文初步構(gòu)建了緩沖區(qū)認(rèn)識—劃線定策—編制框架和體系銜接—實施保障的理論建構(gòu),形成了緩沖區(qū)規(guī)劃的技術(shù)路線、方法和遺產(chǎn)地與緩沖區(qū)的區(qū)域統(tǒng)籌視角�?梢詾槲覈澜邕z產(chǎn)緩沖區(qū)的研究提供一定的參考和借鑒。
[Abstract]:With the development of the regionalization of the whole protection concept of the world heritage ontology and the surrounding environment and the serious external threat to the Chinese world heritage in the process of rapid urbanization, the theory of heritage buffer zone has been heated up day by day.This paper takes the buffer zone of the scenic spot as the research object, according to the problem reflection, experience reference and case analysis, puts forward the logical sequence of the solution thought, and forms the following four research conclusions and achievements: this research thinks,Buffer zone is derived from the concept that the boundary of heritage determined in the administrative game can not solve the problem of heritage OUV integrity protection, and has the property of control.Buffer zone and heritage land together constitute system value and multivariate value system of different levels and levels.Buffer zone planning is essentially a process of negotiation and redistribution of interests between estate management agencies and multi-interest parties in the borderline.It is proposed that the technical route of buffer zone demarcation is: identification of heritage value and integrity, value assessment and threat evaluation of buffer zone, scientific basis and technical choice, determination of the type of defining elements and hierarchy of buffer zone, superposition and simplification.The corresponding formation points, lines, and areas of integrated buffer zones and rigid and flexible control policies, rigid policies are reflected in three aspects: construction control, industry space access control, and management behavior control.Flexible policy is reflected in the policy "white space" and stakeholder consultation in the planning process.In this paper, a baseline survey strategy is proposed to develop a multi-solution programming and decision making framework for buffer planning, which is based on a monitoring feedback and a modified buffer planning framework.It is pointed out that the key link is the construction of information database, the participation of the main body in planning and compilation, the dynamic monitoring and the implementation feedback.At the same time, combining with the adjustment of planning precision and clear legal position of buffer zone, the paper puts forward the linking strategy of buffer zone planning and world heritage management planning, and the current legal planning system.The study recommended the establishment of a Coordination Committee for Cooperation in the Heritage buffer Zone, which would form an inter-governmental coordination organization between heritage site management agencies and buffer zone administration agencies through the coordination of higher authorities,And the alliance of non-governmental heritage conservation organizations and heritage research institutions, through the buffer zone joint meeting, planning supervision system, etc., to form a multi-direction cooperation and supervision model;It also establishes the benefit compensation mechanism of multiple means and forms the legal and social foundation which combines the laws and regulations with the rules and regulations of the townships and combines the capacity-building with the explanation education.Taking the Taishan heritage site as an example, the paper tests its understanding of buffer zone, delineation and implementation of security framework and strategy.The paper preliminarily constructs the theory of buffer zone cognition, drawing up policy, compiling frame and system linking and implementing guarantee, and forms the technical route of buffer zone planning, the method and the angle of view of regional coordination between heritage site and buffer zone.It can provide some reference and reference for the study of the world heritage buffer zone in China.
