【摘要】：隨著經(jīng)濟(jì)社會(huì)的快速發(fā)展,諸如城鄉(xiāng)區(qū)域發(fā)展不協(xié)調(diào)、居民收入差距拉大、生態(tài)環(huán)境惡化、災(zāi)難頻發(fā)等問(wèn)題日益凸顯。為了確保區(qū)域協(xié)調(diào)發(fā)展,國(guó)家推出建設(shè)主體功能區(qū),即綜合考慮區(qū)域的自然地理特征、生態(tài)環(huán)境狀況、社會(huì)經(jīng)濟(jì)現(xiàn)狀等多方面因素,將區(qū)域國(guó)土空間劃分為優(yōu)化開(kāi)發(fā)區(qū)、重點(diǎn)開(kāi)發(fā)區(qū)、限制開(kāi)發(fā)區(qū)和禁止開(kāi)發(fā)區(qū)。本文的研究區(qū)域五華縣屬于限制開(kāi)發(fā)區(qū)(農(nóng)產(chǎn)品主產(chǎn)區(qū))。雖然五華縣屬于限制開(kāi)發(fā)區(qū),但是縣域內(nèi)部差異較大,因此對(duì)五華縣進(jìn)行主體功能區(qū)劃對(duì)于五華縣未來(lái)的協(xié)調(diào)發(fā)展具有很重要的意義。本文通過(guò)總結(jié)國(guó)內(nèi)外相關(guān)的理論和方法,切合五華縣的實(shí)際情況,運(yùn)用了GIS技術(shù)、RS技術(shù)、多指標(biāo)綜合加權(quán)指數(shù)評(píng)價(jià)法、數(shù)理統(tǒng)計(jì)等方法,通過(guò)定性和定量相結(jié)合的分析方法來(lái)對(duì)五華縣進(jìn)行主體功能區(qū)劃。具體研究?jī)?nèi)容和結(jié)論如下:(1)五華縣主體功能區(qū)劃指標(biāo)體系的構(gòu)建。結(jié)合五華縣的生態(tài)環(huán)境敏感性、生態(tài)服務(wù)功能重要性和經(jīng)濟(jì)社會(huì)發(fā)展?jié)摿θ齻�(gè)重要指標(biāo),構(gòu)建五華縣主體功能區(qū)劃評(píng)價(jià)指標(biāo)體系,其能較好的體現(xiàn)五華縣的發(fā)展需求。(2)五華縣主體功能區(qū)劃的探索。運(yùn)用層次分析法確定各評(píng)價(jià)指標(biāo)權(quán)重系數(shù),緊接著基于信息熵技術(shù)對(duì)各指標(biāo)權(quán)重系數(shù)進(jìn)行改進(jìn)。結(jié)合定性和定量的分析方法將五華縣劃分為城鎮(zhèn)與工業(yè)發(fā)展區(qū)、農(nóng)業(yè)生產(chǎn)區(qū)(農(nóng)業(yè)生產(chǎn)與農(nóng)貿(mào)服務(wù)區(qū)、文化旅游與生態(tài)農(nóng)業(yè)發(fā)展區(qū))、生態(tài)建設(shè)區(qū)和禁止開(kāi)發(fā)區(qū);最后得的結(jié)果是:城鎮(zhèn)與工業(yè)發(fā)展區(qū)分布區(qū)域?yàn)樗?zhèn);農(nóng)業(yè)生產(chǎn)與農(nóng)貿(mào)服務(wù)區(qū)分布區(qū)域?yàn)槿A城鎮(zhèn)、轉(zhuǎn)水鎮(zhèn)、潭下鎮(zhèn)、河?xùn)|鎮(zhèn)、安流鎮(zhèn)、橫陂鎮(zhèn);文化旅游與生態(tài)農(nóng)業(yè)發(fā)展區(qū)分布為郭田鎮(zhèn)、華陽(yáng)鎮(zhèn)、梅林鎮(zhèn)和棉洋鎮(zhèn);生態(tài)建設(shè)區(qū)分布為岐嶺鎮(zhèn)、長(zhǎng)布鎮(zhèn)、周江鎮(zhèn)、龍村鎮(zhèn)和雙華鎮(zhèn);禁止開(kāi)發(fā)區(qū)主要是五華縣的自然保護(hù)區(qū)與人文景觀和水源保護(hù)區(qū)。(3)五華縣主體功能區(qū)分區(qū)管制。根據(jù)區(qū)劃的方案,對(duì)五華縣各類功能區(qū)進(jìn)行區(qū)域空間功能定位及提出相關(guān)建議。綜上所述,本文對(duì)主體功能定位為農(nóng)產(chǎn)品主產(chǎn)區(qū)的縣域進(jìn)行功能區(qū)細(xì)分,為區(qū)域規(guī)劃和空間開(kāi)發(fā)管制提供科學(xué)合理的依據(jù),具有一定的理論和實(shí)踐意義。
[Abstract]:With the rapid development of economy and society, such as the uncoordinated development of urban and rural areas, the widening income gap of residents, the deterioration of ecological environment, the frequent occurrence of disasters, and so on, in order to ensure the coordinated development of the regions, the state has launched the construction of the main function areas. That is, considering the regional natural geographical characteristics, ecological environment, social and economic conditions and other factors, the regional land and space can be divided into optimized development zones, key development zones, The research area of this paper is Wuhua County, which belongs to the restricted Development Zone. Although Wuhua County belongs to the restricted Development Zone, there is a great difference within the county. Therefore, it is of great significance for the future coordinated development of Wuhua County to carry out the main function regionalization of Wuhua County. Through summarizing the relevant theories and methods at home and abroad, this paper applies the GIS technology to the RS technology of Wuhua County, according to the actual situation of Wuhua County. Multi-index comprehensive weighted index evaluation method, mathematical statistics and other methods, The main function regionalization of Wuhua County is carried out by combining qualitative and quantitative analysis methods. The concrete research contents and conclusions are as follows: the construction of index system of Wuhua County's main function regionalization, combined with the ecological environment sensitivity of Wuhua County. Three important indexes, the importance of ecological service function and the potential of economic and social development, are established to evaluate the main function regionalization of Wuhua County. It can better reflect the development needs of Wuhua County. (2) explore the main function regionalization of Wuhua County. Use AHP to determine the weight coefficient of each evaluation index. Then, based on the information entropy technology, the weight coefficients of each index are improved. The Wuhua County is divided into urban and industrial development area, agricultural production area (agricultural production and agricultural trade service area) and quantitative analysis method. Cultural tourism and eco-agricultural development areas, ecological construction areas and prohibited development zones; the final results are: the distribution of towns and industrial development areas is Shuizhai Town; the distribution region of agricultural production and agricultural trade service areas is Huacheng Town, diversion Town, Xiatan Town, Hedong Town, Anliu Town, Hengpi Town; Cultural Tourism and Eco-agricultural Development areas are Guotian Town, Huayang Town, Meilin Town and Mianyang Town; Ecological Construction area is distributed as Qiling Town, Changbuzhen Town, Zhou Jiang Town, Longcun Town and Shuanghua Town; The development zone is mainly a nature reserve and a human landscape and water source reserve in Wuhua County. According to the zoning plan, the main functional areas of Wuhua County are subject to zoning control. In summary, this paper classifies the main function of the county as the main produce area of agricultural products, and puts forward some suggestions on the regional spatial functional positioning of Wuhua County. The main function of this paper is divided into functional areas, the main function of which is the main produce area of agricultural products. It is of theoretical and practical significance to provide scientific and reasonable basis for regional planning and space development control.
