【摘要】: 服務(wù)外包,作為一種新興發(fā)達國家向發(fā)展中國家國際服務(wù)貿(mào)易出口方式,隨著信息產(chǎn)業(yè)的高速發(fā)展與經(jīng)濟全球化的大背景下,在近幾年得到了快速發(fā)展。目前,就世界而言愛爾蘭的都柏林與印度的班加羅爾等城市無疑在服務(wù)外包的承接方面走在了世界前沿,就國內(nèi)而言,我國政府已經(jīng)在全國范圍內(nèi)建立了20個服務(wù)外包基地城市,集中發(fā)展服務(wù)外包產(chǎn)業(yè),無錫便是其中之一。而無錫作為長江三角洲重要的制造業(yè)基地,由于環(huán)境因素與產(chǎn)業(yè)轉(zhuǎn)移的需要,近年來開始由現(xiàn)代制造業(yè)向現(xiàn)代服務(wù)業(yè)進行轉(zhuǎn)型,而服務(wù)外包產(chǎn)業(yè)的出現(xiàn),正是為產(chǎn)業(yè)的轉(zhuǎn)型帶來了歷史性機遇,無錫市政府也正在通過各種方法加速服務(wù)外包產(chǎn)業(yè)的發(fā)展。 本文的主要研究目的就是通過對目前無錫服務(wù)外包發(fā)展的現(xiàn)狀進行客觀介紹,并通過引入服務(wù)外包效益模型、SWOT分析、對比分析等分析手段,從中發(fā)現(xiàn)在發(fā)展過程中政府、企業(yè)、人才機制等各方面的問題,進而給出相對應(yīng)的對策建議。就目前所出現(xiàn)的問題,從政府角度上看,主要是對產(chǎn)業(yè)環(huán)境保護的不力以及對產(chǎn)業(yè)拉動的跡象過于明顯等問題;從企業(yè)的角度來看,主要是無錫服務(wù)外包現(xiàn)有企業(yè)規(guī)模較小與歐美市場份額所占比例太少等問題;從人才機制上來看,由于無錫本地高校數(shù)量少,加上文化的背景差異,導致了人才供給的嚴重不足。 最后本文針對分析中出現(xiàn)的問題,提出了一些有針對性的策略建議。從政府層面上看,主要應(yīng)當完善產(chǎn)業(yè)的環(huán)境,建立各服務(wù)平臺,為相要入駐無錫的服務(wù)外包企業(yè)提供一站式服務(wù),另外要牽頭發(fā)展企業(yè)聯(lián)盟的模式,集體承接大的項目;從企業(yè)層面上看,要在依托日資高地的基礎(chǔ)上,加強對歐美業(yè)務(wù)的發(fā)展,以業(yè)務(wù)流程外包、高級動漫產(chǎn)業(yè)外包、本地企業(yè)內(nèi)包三方面為重點突破口;從人才層面上看,在建立完善就業(yè)環(huán)境,提高就業(yè)待遇的同時,要以高端引進、中端轉(zhuǎn)換、低端職訓等三個不同層面對人才進行分層次的培養(yǎng)。
[Abstract]:Service outsourcing, as an export mode of international service trade from newly developed countries to developing countries, has developed rapidly in recent years with the rapid development of information industry and economic globalization. At present, as far as the world is concerned, cities such as Dublin, Ireland, and Bangalore, India, are undoubtedly at the forefront of the world in terms of service outsourcing, and at home, Our government has set up 20 service outsourcing base cities in the whole country to develop service outsourcing industry. Wuxi is one of them. Wuxi, as an important manufacturing base in the Yangtze River Delta, began to transform from modern manufacturing to modern service industry in recent years due to environmental factors and the need of industrial transfer, and the emergence of service outsourcing industry. It is the historic opportunity for the transformation of the industry that Wuxi municipal government is speeding up the development of service outsourcing industry through various methods. The main purpose of this paper is to introduce the current situation of service outsourcing development in Wuxi objectively, and through the introduction of SWOT model of service outsourcing benefits analysis, comparative analysis and other analytical means, it is found that in the process of development, the government, enterprises, Talent mechanism and other aspects of the problems, and then give corresponding countermeasures and suggestions. From the perspective of the government, it is mainly due to the lack of protection of the industrial environment and the obvious signs of industrial pull. From the perspective of enterprises, The main problems are the small scale of service outsourcing enterprises in Wuxi and the small proportion of market share in Europe and the United States. From the perspective of talent mechanism, due to the small number of local colleges and universities in Wuxi, coupled with the cultural background differences, Led to a serious shortage of talent supply. Finally, aiming at the problems in the analysis, this paper puts forward some targeted suggestions. From the government level, we should improve the environment of the industry, establish various service platforms, provide one-stop service for the service outsourcing enterprises in Wuxi, and take the lead in the development of enterprise alliance model, collective undertaking large projects; From the enterprise level, we should strengthen the development of business in Europe and the United States on the basis of relying on the Japanese-funded highlands, focusing on three aspects: business process outsourcing, high-level animation industry outsourcing, and local enterprise internal contracting; from the talent level, In order to establish and perfect the employment environment and improve the employment treatment, it is necessary to train talents in three different levels: high-end introduction, mid-end conversion and low-end vocational training.
