【摘要】： 動(dòng)漫產(chǎn)業(yè)是指以“創(chuàng)意”為核心,以動(dòng)畫、漫畫為表現(xiàn)形式,包含動(dòng)漫圖書、報(bào)刊、電影、電視、音像制品、舞臺(tái)劇和基于現(xiàn)代信息傳播技術(shù)手段的動(dòng)漫新品種等動(dòng)漫直接產(chǎn)品的開發(fā)、生產(chǎn)、出版、播出、演出和銷售,以及與動(dòng)漫形象有關(guān)的服裝、玩具、電子游戲等衍生產(chǎn)品的生產(chǎn)和經(jīng)營的產(chǎn)業(yè)。 從全球主要國家來看,動(dòng)漫產(chǎn)業(yè)已經(jīng)成為一個(gè)龐大產(chǎn)業(yè)。中國動(dòng)漫雖然已有80年的歷程,但是產(chǎn)業(yè)化的發(fā)展道路發(fā)展較慢。進(jìn)入新世紀(jì)以來,隨著國家一系列政策的出臺(tái),我國動(dòng)漫產(chǎn)業(yè)發(fā)展開始加速。上海作為我國實(shí)力雄厚的動(dòng)漫產(chǎn)業(yè)基地之一,也面臨國內(nèi)其他城市的激烈競(jìng)爭(zhēng)。在已有的基礎(chǔ)上,如何通過有效的產(chǎn)業(yè)政策,特別是人才政策,提升動(dòng)漫產(chǎn)業(yè)能級(jí),打造動(dòng)漫產(chǎn)業(yè)高地,已經(jīng)成為上海發(fā)展現(xiàn)代服務(wù)業(yè),推進(jìn)城市轉(zhuǎn)型的重要舉措。 本文運(yùn)用文獻(xiàn)綜述,數(shù)據(jù)統(tǒng)計(jì)等方法,在介紹動(dòng)漫產(chǎn)業(yè)和動(dòng)漫人才的基礎(chǔ)上,分析了上海動(dòng)漫人才供需現(xiàn)狀,結(jié)合對(duì)上海動(dòng)漫產(chǎn)業(yè)的SCP分析,提出人才現(xiàn)狀對(duì)上海市場(chǎng)結(jié)構(gòu)、企業(yè)行為和市場(chǎng)績(jī)效等三個(gè)方面均產(chǎn)生了影響。由此,提高上海動(dòng)漫的市場(chǎng)績(jī)效,改善市場(chǎng)結(jié)構(gòu),需要人才政策方面的調(diào)整。 在上述研究的基礎(chǔ)上,本文通過比較分析法,參照其他城市動(dòng)漫人才政策,結(jié)合上海動(dòng)漫行業(yè)的人才挑戰(zhàn),分析了上海動(dòng)漫產(chǎn)業(yè)人才政策存在的不足。最后根據(jù)這些不足,分別提出了人才培養(yǎng)、人才吸引、人才激勵(lì)和人才發(fā)展四個(gè)方面,對(duì)上海動(dòng)漫產(chǎn)業(yè)人才政策提出了建議,包括聚焦動(dòng)漫原創(chuàng)和經(jīng)營人才的培養(yǎng),加強(qiáng)對(duì)動(dòng)漫人才的吸引力度,制定具有競(jìng)爭(zhēng)力的人才激勵(lì)政策,系統(tǒng)性地推進(jìn)動(dòng)漫人才發(fā)展等,以此為上海動(dòng)漫產(chǎn)業(yè)發(fā)展提供人才保障。
[Abstract]:Animation industry refers to "creative" as the core, animation, comic as the form of expression, including animation books, newspapers, movies, television, audio and video products, The development, production, publication, broadcasting, performance and sale of direct animation products such as stage plays and new animation products based on modern information dissemination technology, as well as clothing and toys related to animation images, The production and management of derivative products such as video games. From the world's major countries, animation industry has become a huge industry. Although China animation has 80 years of history, but the development of industrialization road is slow. Since entering the new century, with the introduction of a series of national policies, the development of China's animation industry began to accelerate. As one of the powerful animation industry bases in China, Shanghai also faces fierce competition from other cities in China. On the basis of the existing, how to improve the energy level of animation industry and build the highland of animation industry through effective industrial policy, especially talent policy, has become an important measure to develop modern service industry and promote urban transformation in Shanghai. Based on the introduction of animation industry and animation talent, this paper analyzes the supply and demand of animation talent in Shanghai by means of literature review, data statistics and so on. Combined with the SCP analysis of Shanghai animation industry, the paper puts forward the talent status of the Shanghai market structure. Corporate behavior and market performance have all had an impact. Therefore, to improve the market performance of Shanghai animation, improve the market structure, need to adjust the talent policy. On the basis of the above research, this paper analyzes the shortcomings of the talent policy of Shanghai animation industry through comparative analysis, referring to the talent policy of other cities, combined with the talent challenges of Shanghai animation industry. Finally, according to these shortcomings, it puts forward four aspects of talent training, talent attraction, talent incentive and talent development, and puts forward some suggestions to Shanghai animation industry talent policy, including focusing on animation originality and management talent training. Strengthen the attraction of animation talent, formulate competitive talent incentive policy, systematically promote the development of animation talent, so as to provide talent protection for the development of animation industry in Shanghai.
