【摘要】：全球的組織結(jié)構(gòu)正從單一模式向日益復(fù)雜的多目標(biāo)、多層次的各類復(fù)合型組織轉(zhuǎn)變，組織的虛擬化、扁平化、網(wǎng)絡(luò)化趨勢(shì)已不可逆轉(zhuǎn)。在此趨勢(shì)的推動(dòng)下，杭州作為地方治理創(chuàng)新的先行者之一，已經(jīng)在社會(huì)復(fù)合體方面創(chuàng)造了自成一體的組織模式，對(duì)城市的治理成效顯著，不管是經(jīng)濟(jì)質(zhì)量、產(chǎn)業(yè)結(jié)構(gòu)和可持續(xù)性，還是在政治、社會(huì)、文化以及市民的生活滿意度等方面都得到了全面考量與發(fā)展，真正做到了在經(jīng)濟(jì)發(fā)展的同時(shí)平衡了其他相關(guān)事業(yè)的發(fā)展。 近年來，杭州通過各種社會(huì)復(fù)合體，成功地實(shí)施并完成了西溪濕地綜合保護(hù)、杭州運(yùn)河綜合保護(hù)、西湖綜合保護(hù)、良渚大遺址公園綜合保護(hù)、西湖博覽會(huì)、世界休閑博覽會(huì)、國(guó)際婦幼嬰童產(chǎn)業(yè)博覽會(huì)、無線數(shù)字城市、西泠印社重展芳華、鑄就中國(guó)茶都、弘揚(yáng)絲綢之府、打造中國(guó)女裝中心、杭幫美食節(jié)、中國(guó)國(guó)際動(dòng)漫節(jié)等許多重大的社會(huì)經(jīng)濟(jì)項(xiàng)目。 本文在總結(jié)杭州市各類社會(huì)復(fù)合主體實(shí)踐的基礎(chǔ)上，對(duì)其概念內(nèi)涵、主要特征、運(yùn)作機(jī)制、作用發(fā)揮等進(jìn)行了分析，，并討論實(shí)踐過程中存在的主體性質(zhì)地位不明確、權(quán)責(zé)邊界不明晰及政府定位存在偏差、資金和稅收政策有待完善、信任協(xié)商機(jī)制缺失、人員配備有待優(yōu)化、評(píng)價(jià)激勵(lì)機(jī)制不健全等問題，結(jié)合社會(huì)復(fù)合主體培育的總體思路和原則，針對(duì)性地提出明確社會(huì)復(fù)合主體的法律地位及非營(yíng)利性質(zhì)、厘清社會(huì)復(fù)合主體內(nèi)部的權(quán)責(zé)邊界及政府的職能定位、加強(qiáng)資金支持及完善稅收扶持政策、增強(qiáng)社會(huì)復(fù)合主體的凝聚力、創(chuàng)新人才機(jī)制建設(shè)、健全社會(huì)評(píng)價(jià)機(jī)制等建議，以期對(duì)其他城市具有重要的示范意義，為中國(guó)的地方政府改革、政治發(fā)展和城市治理創(chuàng)新提供借鑒。
[Abstract]:The global organizational structure is changing from a single model to an increasingly complex multi-objective, multi-level and multi-level complex organizations. The trend of virtualization, flattening and networking of organizations has become irreversible.Driven by this trend, Hangzhou, as one of the pioneers of local governance innovation, has created its own organizational model in the area of social complex, and has achieved remarkable results in the governance of the city, regardless of its economic quality.Industrial structure and sustainability, or in politics, society, culture and people's life satisfaction and other aspects of comprehensive consideration and development, really achieved in economic development while balancing the development of other related undertakings.In recent years, Hangzhou has successfully implemented and completed the comprehensive protection of Xixi wetland, the comprehensive protection of Hangzhou Canal, the comprehensive protection of West Lake, the comprehensive protection of Liangzhu Great ruins Park, the West Lake Expo and the World Leisure Expo through various social complexes.International Maternal and Child Industry Exposition, Wireless Digital City, Xiling Printing Society reexhibition Fanghua, cast Chinese tea capital, carry forward silk palace, build China Women's clothing Center, Hangzhou Gang Food Festival, China International Animation Festival and many other important social and economic projects.On the basis of summing up the practice of various kinds of social complex subjects in Hangzhou, this paper analyzes its concept connotation, main characteristics, operation mechanism, and exertion of its functions, and discusses that the status of the subject nature is not clear in the course of practice.The boundary of power and responsibility is not clear and the position of the government is biased, the fund and tax policy need to be improved, the trust negotiation mechanism is missing, the staffing needs to be optimized, the evaluation incentive mechanism is not perfect, and so on.Combined with the general ideas and principles of the cultivation of the social compound subject, this paper puts forward the legal status and non-profit nature of the social composite subject, and clarifies the boundary of power and responsibility within the social compound subject and the function orientation of the government.Some suggestions, such as strengthening fund support and perfecting tax support policy, enhancing the cohesion of social complex subjects, innovating the construction of talent mechanism and perfecting social evaluation mechanism, are expected to have important demonstration significance for other cities.For China's local government reform, political development and urban governance innovation to provide reference.
