促進(jìn)常州動(dòng)漫產(chǎn)業(yè)發(fā)展的公共政策研究

【摘要】:動(dòng)漫產(chǎn)業(yè)是資金密集型、科技密集型、知識(shí)密集型和人才密集型的重要文化產(chǎn)業(yè),是21世紀(jì)開(kāi)發(fā)潛力巨大的新興產(chǎn)業(yè)、朝陽(yáng)產(chǎn)業(yè)。發(fā)展動(dòng)漫產(chǎn)業(yè)具有巨大的經(jīng)濟(jì)意義和社會(huì)意義。就經(jīng)濟(jì)意義而言,動(dòng)漫產(chǎn)業(yè)是一種循環(huán)經(jīng)濟(jì)、環(huán)保經(jīng)濟(jì),能直接促進(jìn)地區(qū)經(jīng)濟(jì)可持續(xù)發(fā)展,促進(jìn)產(chǎn)品出口創(chuàng)匯,使企業(yè)獲得巨額利潤(rùn),增加公共財(cái)政,實(shí)現(xiàn)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整;就社會(huì)意義而言,政府推動(dòng)動(dòng)漫產(chǎn)業(yè)發(fā)展可以繁榮社會(huì)文化,塑造國(guó)家形象,加強(qiáng)未成年教育,維護(hù)國(guó)家文化安全,緩解就業(yè)壓力,維護(hù)社會(huì)穩(wěn)定等。常州作為我國(guó)首批9個(gè)國(guó)家影視動(dòng)畫(huà)產(chǎn)業(yè)基地之一,經(jīng)過(guò)三年多的發(fā)展,已取得了一些成績(jī),但與國(guó)內(nèi)動(dòng)漫產(chǎn)業(yè)發(fā)展較為領(lǐng)先的北京、上海、廣州、杭州、深圳、長(zhǎng)沙等地相比還有較大差距,政府如何出臺(tái)公共政策促進(jìn)常州動(dòng)漫產(chǎn)業(yè)又好又快地發(fā)展,是本文探討的問(wèn)題。 本文從動(dòng)漫產(chǎn)業(yè)發(fā)展的公共政策理論基礎(chǔ)——制度變遷理論、政府規(guī)制理論出發(fā),論述了公共政策推進(jìn)動(dòng)漫產(chǎn)業(yè)發(fā)展的導(dǎo)向功能、管制功能、調(diào)控功能及服務(wù)功能。進(jìn)而分析了常州動(dòng)漫產(chǎn)業(yè)發(fā)展過(guò)程中取得的基地規(guī)模不斷擴(kuò)張、企業(yè)數(shù)量不斷增加、作品整體質(zhì)量不斷提升、人才隊(duì)伍不斷擴(kuò)大、發(fā)展環(huán)境不斷完善等方面的成績(jī)和存在的區(qū)位惡性競(jìng)爭(zhēng)、不成熟的國(guó)內(nèi)市場(chǎng)環(huán)境、沒(méi)有形成集群競(jìng)爭(zhēng)力、尖端人才奇缺、融資困難、創(chuàng)新能力差等問(wèn)題,從政策層面分析了常州動(dòng)漫產(chǎn)業(yè)發(fā)展問(wèn)題是因?yàn)楫a(chǎn)業(yè)規(guī)劃不科學(xué)、缺乏有效的區(qū)域協(xié)調(diào)機(jī)制、政府在要素市場(chǎng)建立中缺位、人才政策不完善、融資機(jī)制尚未健全、科學(xué)技術(shù)創(chuàng)新機(jī)制不健全等原因。而后闡述了中國(guó)動(dòng)漫產(chǎn)業(yè)政策演進(jìn),分析了國(guó)內(nèi)動(dòng)漫產(chǎn)業(yè)發(fā)展較為領(lǐng)先城市的產(chǎn)業(yè)政策。在此基礎(chǔ)上,提出了促進(jìn)常州動(dòng)漫產(chǎn)業(yè)發(fā)展的產(chǎn)業(yè)政策、財(cái)政政策、科技政策、人才政策及保障公共政策有效實(shí)施的相關(guān)舉措等。
[Abstract]:Animation industry is an important cultural industry, which is capital-intensive, technology-intensive, knowledge-intensive and talent-intensive. It is a new industry with great potential in 21th century. Chaoyang industry. The development of animation industry has great economic and social significance. In terms of economic significance, animation industry is a circular economy, an environmentally friendly economy, which can directly promote the sustainable development of regional economy and promote the export of products to earn foreign exchange. In terms of social significance, the government can propel the development of animation industry to prosper the social culture, shape the national image, strengthen the minor education, and safeguard the national cultural security, and make the enterprises obtain huge profits, increase the public finance, and realize the adjustment of the industrial structure. As one of the first nine national film and television animation industry bases in China, Changzhou has made some achievements after more than three years of development, but with Beijing and Shanghai, where the domestic animation industry is in the lead, Guangzhou, Hangzhou, Shenzhen, Changsha and other places have a big gap, how the government to introduce public policies to promote the development of Changzhou animation industry is a good and rapid development, is the problem discussed in this article. Based on the theory of system change and the theory of government regulation, this paper discusses the guiding function and regulation function of public policy to promote the development of animation industry. Then it analyzes the expansion of the base scale, the increase in the number of enterprises, the continuous improvement of the overall quality of the works, and the expansion of the talent force in the development of Changzhou animation industry. Such problems as continuous improvement of the development environment and the existence of vicious regional competition, immature domestic market environment, lack of cluster competitiveness, shortage of cutting-edge talents, difficulty in financing and poor ability to innovate, etc. This paper analyzes the problems of Changzhou animation industry development from the policy level because of the unscientific industrial planning, the lack of effective regional coordination mechanism, the absence of the government in the establishment of factor market, the imperfect talent policy, and the unsound financing mechanism. The reasons such as the imperfect mechanism of science and technology innovation, and the evolution of China's animation industry policy are expounded, and the industrial policies of the leading cities in the development of domestic animation industry are analyzed. The industrial policy, fiscal policy, science and technology policy, talent policy and relevant measures to ensure the effective implementation of public policy are put forward to promote the development of the animation industry in Changzhou.
