【摘要】：中國農(nóng)村電影工程起始于1998年，至今已十多個年頭。2010年，中國農(nóng)村電影工程完成了十年發(fā)展目標——2131，，即在21世紀一村一映一場電影。中國農(nóng)村電影工作的先驅(qū)者們之付出了諸多的力，取得了很大的成果。但在新時期，中國農(nóng)村電影工程面臨著轉(zhuǎn)型升級。在中國農(nóng)村電影工程面臨新的發(fā)展方向選擇的時候，關于農(nóng)村電影工程歷史及現(xiàn)狀的分析和對于未來的討論是十分必要的。 由于中國農(nóng)村電影工程由府導，所以本文首先通過府治理與公共服務相關理論討論府治理較理想的方式。其次借管理學中阿爾布瑞契特與詹姆克的服務三角模型分析了中國農(nóng)村電影工程各體，指出了存在的問題。之后運用制度濟學的路徑依賴理論討論了建立農(nóng)村電影制度宜于采用的路徑，并從文化制度建立困境和對歷史制度路徑依賴的角度分析了現(xiàn)存問題的成因。最后對中國農(nóng)村電影的發(fā)展從府治理理念和文化制度建設兩方面提出了相關建議。
[Abstract]:China's rural film project began in 1998 and has been for more than a decade. 2010, China's rural film project has completed its ten-year development goal of 2131, that is, in 21th century, a film will be shown in a village. The pioneers of Chinese rural film work have made great efforts and achieved great results. But in the new period, China's rural film engineering is facing a transformation and upgrading. It is necessary to analyze the history and current situation of rural film engineering and discuss it in the future when China's rural film project is facing a new direction of development. Since China's rural film project is directed by the government, Therefore, this paper first discusses the ideal way of government governance through the theory of government governance and public service. Secondly, by using the service triangle model of Albrechett and James in management, this paper analyzes the various aspects of Chinese rural film engineering. The paper points out the existing problems, and then discusses the suitable path to establish the rural film system by using the path-dependence theory of institutional economics. The paper also analyzes the causes of the existing problems from the angle of the dilemma of the establishment of the cultural system and the dependence on the path of the historical system. Finally, the author puts forward some relevant suggestions on the development of the Chinese rural film from two aspects: the concept of government governance and the construction of the cultural system.
