【摘要】: 隨著INTERNET和信息技術(shù)的飛速發(fā)展,以及科研工作者對(duì)信息流通快速、高效的要求越來(lái)越強(qiáng)烈,電子資源開(kāi)始成為圖書(shū)館文獻(xiàn)資源的重要組成部分。高校圖書(shū)館每年花費(fèi)大量的經(jīng)費(fèi)購(gòu)置電子資源,因此迫切需要對(duì)電子資源進(jìn)行科學(xué)客觀的評(píng)價(jià),從而調(diào)整購(gòu)置決策,在有限的經(jīng)費(fèi)條件下,合理配置資源,實(shí)現(xiàn)電子資源的最優(yōu)化配置。電子期刊數(shù)據(jù)庫(kù)作為電子資源的重中之重,由于其自身的特點(diǎn)以及讀者對(duì)其要求的特殊性,使得電子期刊數(shù)據(jù)庫(kù)的評(píng)價(jià)成為高校圖書(shū)館迫切需要解決的問(wèn)題。 本文采用模糊綜合評(píng)價(jià)方法,對(duì)電子期刊數(shù)據(jù)庫(kù)進(jìn)行評(píng)價(jià),并通過(guò)實(shí)證研究,探求一個(gè)科學(xué)合理的電子期刊數(shù)據(jù)庫(kù)評(píng)價(jià)體系。 本文主要從以下幾個(gè)方面進(jìn)行研究: (1)將復(fù)雜的電子期刊數(shù)據(jù)庫(kù)評(píng)價(jià)問(wèn)題劃分為包含5個(gè)一級(jí)指標(biāo),30個(gè)二級(jí)指標(biāo)的評(píng)價(jià)體系,指標(biāo)既概括又全面,同時(shí)易于獲得,從而將復(fù)雜問(wèn)題簡(jiǎn)單化。 (2)采用層次分析方法賦予各指標(biāo)權(quán)重。在權(quán)重分析過(guò)程中,考慮專家的權(quán)重合理分配問(wèn)題,采用直接賦權(quán)法確定專家先驗(yàn)權(quán)重,采用系統(tǒng)聚類方法確定后驗(yàn)權(quán)重,采用凸組合獲得較為客觀的專家綜合權(quán)重。并運(yùn)用群組決策方法,對(duì)多專家判斷按照加權(quán)綜合向量排序法整合,得出最終的各因素綜合排序向量。 (3)采用模糊綜合評(píng)價(jià)方法,將評(píng)價(jià)體系的定性定量指標(biāo)統(tǒng)一規(guī)劃,解決了電子期刊數(shù)據(jù)庫(kù)評(píng)價(jià)體系指標(biāo)邊界模糊、類型、量綱不同的問(wèn)題。通過(guò)評(píng)價(jià)電子期刊數(shù)據(jù)庫(kù)的整體等級(jí),及各個(gè)準(zhǔn)則層指標(biāo)的等級(jí),各方案層二級(jí)指標(biāo)的等級(jí),確定電子期刊數(shù)據(jù)庫(kù)的購(gòu)置決策。其中評(píng)價(jià)因素權(quán)向量即通過(guò)上述群組AHP獲得的綜合排序向量。同時(shí),采用加權(quán)平均的方法分析評(píng)價(jià)結(jié)果,使評(píng)價(jià)結(jié)論更加科學(xué)合理。 (4)利用實(shí)證研究,驗(yàn)證本文的評(píng)價(jià)體系的合理性和可行性。 最后,對(duì)本文電子期刊數(shù)據(jù)庫(kù)評(píng)價(jià)體系的研究進(jìn)行了總結(jié),并對(duì)下一步的工作進(jìn)行了展望。
[Abstract]:With the rapid development of INTERNET and information technology, the demand of researchers for rapid and efficient information flow is becoming stronger and stronger. Electronic resources began to become an important part of library literature resources. College libraries spend a lot of money to purchase electronic resources every year, so it is urgent to carry out scientific and objective evaluation of electronic resources. In order to adjust the purchasing decision and allocate the resources reasonably under the condition of limited funds, the electronic periodical database is the most important of the electronic resources to realize the optimal allocation of electronic resources. Because of its own characteristics and the particularity of readers' request, the evaluation of electronic periodical database has become an urgent problem to be solved in university libraries. In this paper, the fuzzy comprehensive evaluation method is used to evaluate the electronic journal database, and through empirical research, a scientific and reasonable evaluation system of electronic periodical database is explored. This article mainly carries on the research from the following several aspects: 1) the evaluation problem of the complex electronic periodical database is divided into an evaluation system which includes 5 first-grade indexes and 30 second-level indexes. The indicators are both general and comprehensive, and easy to obtain at the same time. In order to simplify the complex problem. In the process of weight analysis, the expert's prior weight is determined by the direct weighting method considering the rational distribution of the expert's weight. The system clustering method is used to determine the posterior weight, the convex combination is used to obtain the objective expert comprehensive weight, and the group decision method is used to integrate the multi-expert judgment according to the weighted synthetic vector ranking method. Finally, the comprehensive sorting vector of each factor is obtained. The fuzzy comprehensive evaluation method is adopted, the qualitative and quantitative indexes of the evaluation system are unified, and the fuzzy boundary and type of the index of the evaluation system of the electronic periodical database are solved. Through the evaluation of the overall level of electronic journal database, and the index level of each criterion layer, the second level index grade of each program level. This paper determines the purchasing decision of electronic periodical database. The weight vector of evaluation factor is the comprehensive sorting vector obtained by the group AHP. At the same time, the method of weighted average is used to analyze the evaluation results. The conclusion of evaluation is more scientific and reasonable. 4) using empirical research to verify the rationality and feasibility of the evaluation system. Finally, the research on the evaluation system of electronic journal database is summarized, and the future work is prospected.
