What is the main purpose and aim of Human Resource Planning? As part of your answer define Human Resource Planning (HRP) – and describe how Human Resource planning is different from manpower planning (MPP).

人力資源規(guī)劃可以定義為策略、實(shí)施計(jì)劃、項(xiàng)目吸引、激勵(lì)、發(fā)展、獎(jiǎng)勵(lì)和留住最優(yōu)秀的人才,滿(mǎn)足組織的業(yè)務(wù)目標(biāo)和目標(biāo)。

Human resource planning
Human resource planning can be defined as the implementation of strategies, plans, programs to attract, motivate, develop, reward and retain the best talent to meet business goals and objectives of the organization.(Tapomoy, 1988)

Therefore Human resources planning can be seeing as a process in which an organization should move from the current position to desired human resources position to obtain the maximum long-term interests of the organization and individuals.

Purpose

Human resource planning aim is to recruit, retain, and optimize the development of the personnel needed to meet the business objectives and to response to change in the external business environment.

The following is the difference between Human resource planning and Manpower planning (Tapomoy, 1988)
Human Resource Planning

Manpower Planning

A process in terms of cost, quantity, control and interact with the system functioning
Supply demand matching and control, in which people are a part
To reflect major changes in attitude (focus on customers, quality )
No transform of attitude in managing people (concerned with adapt existing system)
More interested in the people themselves
More concerned with the power of people to make positive contributions
Focus on creativity, commitment and development of human resources
Emphasis on predict, control and matching supply and demand

Describe any 4 major trends in the external environment of the organisation, (E.g. an aging work force, globalisation, technology, etc.) and outline how systematic human resource planning can help deal with the impact of these trends on an organisation. Discuss and justify your answer in a New Zealand context.

Workforce Diversity
Thomas (1992) said that workplace diversity is not limited to gender, age, race, physical abilities, educational background, geographic location, income, and work experience and so on. With the globalization of business, in an organization may have a different gender, culture and lifestyle of people working together. This has a great impact on the business operation of the organization. The organization should support workforce diversity in order to get a great pool of talent competitors. Each organization has its own culture and this is a decisive factor in the success of the organization. New Zealand is a country of cultural diversity. People with different cultural backgrounds work together will certainly cause some problem. HR departments should prepare some activities to promote communication between employees. Human resource managers must improve their capacities through culture-based human resource management training.
An aging workforce
Nowadays, people become one of the most important resources in an organization. Competitive advantage of the organization is in its own people (Manolescu, 2003). Demographic changes bring a challenge to the society. While the human resources planning put forward higher requirements (Avery, 2007). Workplace facing more and more old workers. Experienced older employees might affect job opportunities for young workers. There are difference between the old people and the young labor force. For example, they have a different attitude and work habits. These factors can create benefits for the organization will also lead to conflict.
An organization should be given to all employees in different ways to achieve the requirements in order to get a better performance of employees. For example, allows different style of working, providing appropriate training programs and incentive. Moreover, the organization should encourage older workers and younger workers to learn from each other.
Social (work-life balance)
The sociology of leisure is closely tied to sociology of work, leisure and environment impact on the work (Robinson, 2006). For instance, people are more willing to enjoy relax and cozy life, therefore people attach great importance to work-life balance in New Zealand.
Work-life balance motivate employee productivity enable to get better performance. The organization should encourage work-life balance to satisfy the employee.
There are some solutions:
Offer a flexible schedule
Provide psychological service (to assist solving pressure and negative factors of employees)
Reword system
Child care
Technology
Any development of science and technology will make it possible to set a better organization. Changes in technology have impact human resources functions such as staffing, performance appraisal, recruitment, training (Kane and Palmer, 1995). In addition, human resource management (HRM) can be developed faster and all of the human resources functions can be implemented in a more efficient way. Technological change brings to the organization a very difficult challenge which means it can result in lower employment levels. Therefore, demand for qualified workers will be higher because the cost of education and training would be increased.
Technology changes play a significant role of an organization; changes in technology can affect an organization's products. The organization must adjust their products or services in accordance with technology changes. Technology can increase productivity to make organizations competitive.
There are many software development companies in New Zealand. In this kind of company, trendy and leading contender is very important. They must be noted that any new changes in technology.
New technologies means employees need new skills and knowledge to deal with technology changes. The human resource department should provide suitable training for employees.
