問題與對策:基于線上公眾參與的數(shù)字文件管理研究

【摘要】：公眾參與作為開放政府的有機構(gòu)成部分在互聯(lián)網(wǎng)日趨成為各國政府執(zhí)政平臺主體的今天已發(fā)展成包含線上線下并行的模式。線上公眾參與,由于其便捷的特點,在相對而言較短的發(fā)展史中累積了大量數(shù)字記錄,如何管理這些數(shù)字記錄因而成為數(shù)字文件管理新的挑戰(zhàn),而這個挑戰(zhàn)也成為了國際數(shù)字文件研究項目Inter PARES第四期ITrust北美隊的一個重要研究案例。作為ITrust亞洲隊的中國團隊選擇線上公眾參與在中國的情況作為北美隊的平行研究,以期為線上公眾參與研究的國際化打下基礎(chǔ)。本研究梳理了開放政府與公眾參與在中國語境中的內(nèi)涵,探索性地分析了文件在線上公眾參與中的司法行政、來源、程序、記錄、技術(shù)背景,并在此分析的基礎(chǔ)上初步提出了建立與優(yōu)化適應(yīng)于線上公眾參與的數(shù)字文件管理框架。
[Abstract]:As an organic part of open government, public participation has become the main body of the governing platform of the governments of various countries in the Internet day by day. Today, it has developed into a mode of parallel between online and offline. Online public participation, due to its convenient characteristics, has accumulated a large number of digital records in the relatively short history of development. How to manage these digital records has become a new challenge in the management of digital files. This challenge has also become an important case study for the ITrust North America team in the fourth phase of the International Digital document Research Project (Inter PARES). As a ITrust team, the Chinese team chooses online public participation in China as a parallel study for the North American team in order to lay the foundation for the internationalization of online public participation. This study combs the connotation of open government and public participation in Chinese context, and analyzes the judicial administration, sources, procedures, records, technical background of online public participation. On the basis of this analysis, a digital file management framework suitable for online public participation is proposed.
