【摘要】：我國是歷史悠久、文化底蘊(yùn)深厚的文明古國。溯古迄今，我們的祖先給我們留下了極其豐富的檔案文化遺產(chǎn)。檔案信息作為社會活動的真實(shí)記錄，不僅是一個國家和民族緬懷過去的憑證，也是探求未來發(fā)展的重要依據(jù)。北洋政府時(shí)期機(jī)關(guān)檔案工作作為我國近代檔案工作發(fā)展的雛形時(shí)期，探討研究這一時(shí)期的檔案工作，一方面可使我們領(lǐng)略北洋政府時(shí)期機(jī)關(guān)檔案工作風(fēng)采，，另一方面也有助于我們借古喻今，更加做好今后的檔案工作。 北洋政府時(shí)期是我國從傳統(tǒng)的封建文書檔案工作向近代文書檔案工作的轉(zhuǎn)型與過渡時(shí)期。這一時(shí)期的機(jī)關(guān)檔案工作，無論是在檔案管理章程的制定、檔案專門機(jī)構(gòu)的設(shè)立、檔案專職職位的安排等方面，都可以看出檔案工作近代化的影子。本文借鑒已有的研究成果，采用文獻(xiàn)研究和比較分析的研究方法，深入研究了北洋政府時(shí)期機(jī)關(guān)檔案工作問題。首先，本文從選題背景、研究目的和意義、研究現(xiàn)狀、研究方法、創(chuàng)新點(diǎn)以及研究難點(diǎn)等方面，對文章進(jìn)行了整體概括；其次，本文從國家政權(quán)機(jī)構(gòu)的建立、近代經(jīng)濟(jì)的發(fā)展、檔案規(guī)章的制定、檔案保管機(jī)構(gòu)的設(shè)立以及思想解放等因素，論述了這一時(shí)期檔案工作發(fā)展的基本條件；再次，本文從檔案工作的基本工作環(huán)節(jié)——檔案的收集、整理、保管、利用、銷毀等角度，探討了具有代表意義的機(jī)關(guān)單位所采取的檔案管理做法，進(jìn)而總體對這一時(shí)期的檔案工作進(jìn)行了創(chuàng)新性與局限性的系統(tǒng)總結(jié)，并得出了北洋時(shí)期檔案工作繼承創(chuàng)新性與依附滯后性這一兩面性特點(diǎn)；最后，本文從穩(wěn)定的社會環(huán)境、科學(xué)的管理制度、有效的開發(fā)利用、全方位的保護(hù)方案等要素，闡述了北洋時(shí)期機(jī)關(guān)檔案工作給當(dāng)代檔案工作帶來的啟示。
[Abstract]:China is a country with a long history and profound culture. Dating back to ancient times, our ancestors left us an extremely rich archival cultural heritage. Archival information, as a true record of social activities, is not only a document for a country and a nation to remember the past, but also an important basis for exploring the future development. The archives work of organs in the period of Beiyang government is the embryonic stage of the development of archival work in modern China. On the one hand, the study of archival work in this period can give us a taste of the style of archival work of organs in the period of Beiyang government. On the other hand, it also helps us to do better archival work in the future. The period of Beiyang Government was the transition period from the traditional feudal archival work to the modern clerical archival work. In this period, whether in the establishment of archives management regulations, the establishment of archives specialized agencies, the arrangement of archives full-time positions and so on, we can see the shadow of archival work modernization. Based on the existing research results and the methods of literature research and comparative analysis, this paper makes a thorough study on the archival work of organs in the period of Beiyang government. First of all, this article from the background of the topic, research purpose and significance, research status, research methods, innovation and research difficulties and other aspects of the overall summary of the article; Secondly, this paper discusses the basic conditions for the development of archival work in this period from the establishment of state power institution, the development of modern economy, the establishment of archives regulations, the establishment of archival custody institutions and ideological emancipation. Thirdly, from the angle of collecting, arranging, keeping, utilizing and destroying the archives, this paper discusses the methods of archives management adopted by the representative organs and units. Then, the author summarizes the innovation and limitation of archival work in this period, and draws a conclusion that the inheritance of archival work during the Northern Ocean period is characterized by innovation and dependence. Finally, from the stable social environment, the scientific management system, the effective development and utilization, the omni-directional protection scheme and other elements, this paper expounds the inspiration to the contemporary archives work brought by the archives work of the organs in the period of Beiyang.
