【摘要】：為減少災害發(fā)生,保障檔案安全,本文通過研究美國、日本的檔案災害預警機制建設,分析了美日兩國在災害預防計劃、預警管理系統(tǒng)、監(jiān)測預報系統(tǒng)等方面具有的豐富經(jīng)驗,并嘗試從法律保障、監(jiān)測能力、預警意識等角度探索可行的檔案災害預警策略,以推動我國的檔案災害預警機制建設。
[Abstract]:In order to reduce the occurrence of disasters and ensure the safety of archives, this paper analyzes the rich experience of the United States and Japan in disaster prevention plan, early warning management system, monitoring and forecasting system by studying the construction of archives disaster early warning mechanism in the United States and Japan. In order to promote the construction of early warning mechanism of archival disaster in our country, this paper tries to explore feasible early warning strategy of archives disaster from the angle of legal guarantee, monitoring ability and warning consciousness.
