廣西“三區(qū)”縣級公共圖書館人才隊伍建設(shè)研究

【摘要】:2013年5月,文化部印發(fā)《關(guān)于印發(fā)邊遠(yuǎn)貧困地區(qū)、邊疆民族地區(qū)和革命老區(qū)(以下簡稱“三區(qū)”)人才支持計劃文化工作者專項實施方案的通知》,在這一有利契機(jī)下,廣西“三區(qū)”公共圖書館人才支持專項工作也于2013年8月正式啟動。目前,廣西共有113個公共圖書館(其中:2個省級公共圖書館、15個地級市公共圖書館、96個縣及城區(qū)公共圖書館)。而在96個縣及城區(qū)公共圖書館中,有47個邊遠(yuǎn)貧困地區(qū)、邊疆民族地區(qū)和革命老區(qū)(俗稱“老少邊”,以下簡稱“三區(qū)”)縣級公共圖書館,占了縣級公共圖書館總數(shù)的49%,總體而言,廣西所有的縣級公共圖書館服務(wù)水平都較為落后,很多還停留在基礎(chǔ)的傳統(tǒng)借閱服務(wù)層面,不能很好地適應(yīng)現(xiàn)代化圖書館的需求,這其中除了體制機(jī)制不完善、財政投入不足等多方面原因,人才隊伍建設(shè)落后也是重要的原因。當(dāng)前廣西所有的縣級公共圖書館人才隊伍建設(shè)基礎(chǔ)較為薄弱,特別是這47個“三區(qū)”縣級公共圖書館人才隊伍情況更不容樂觀,存在學(xué)歷層次偏低、年齡結(jié)構(gòu)不合理、高精尖人才短乏、考核評價激勵機(jī)制不健全等問題。廣西屬于西部地區(qū),文化發(fā)展還較為落后,對于廣西“三區(qū)”縣級公共圖書館的研究,有利于提高廣西縣級公共圖書館人員的整體綜合素質(zhì),建立健全人才機(jī)制,為實現(xiàn)廣西公共圖書館縣級公共圖書館現(xiàn)代化服務(wù)提供根本保障。本文從人力資源相關(guān)理論角度出發(fā),通過對廣西所有的公共圖書館(113個)進(jìn)行全面的調(diào)研分析,真實、客觀地反映廣西47個“三區(qū)”縣級公共圖書館人才隊伍建設(shè)概況,包括人員編制、人員進(jìn)入方式、年齡結(jié)構(gòu)、學(xué)歷層次、職稱高低、培養(yǎng)機(jī)制、專業(yè)學(xué)科背景、崗位輪換和競爭激勵機(jī)制等。通過與廣西其他沒有納入的“三區(qū)”的縣級、市級公共圖書館進(jìn)行縱向?qū)Ρ?找出差距,分析存在問題和困難。同時,總結(jié)從自治區(qū)文化廳到當(dāng)?shù)匚幕、省市級公共圖書館自上而下的各自的幫扶措施、培養(yǎng)人才的成效等。結(jié)合實際分析廣西當(dāng)前開展的各項“三區(qū)”圖書館人才支持專項工作,與湖南等臨近省份開展的“三區(qū)”圖書館人才工作進(jìn)行比較,總結(jié)經(jīng)驗教訓(xùn),借鑒好的做法,使今后開展廣西“三區(qū)”公共圖書館人才專項支持工作更有針對性、實用性,有效促進(jìn)全區(qū)圖書館事業(yè)的發(fā)展。
[Abstract]:In May 2013, the Ministry of Culture issued a notice on the special implementation plan for the talent support program of remote poverty-stricken areas, frontier ethnic areas and old revolutionary areas (hereinafter referred to as "three districts"). Under this niche machine, the special work of the public library in Guangxi "three district" Public Library was officially launched in August 2013. There are 113 public libraries in Guangxi (including 2 provincial public libraries, 15 municipal public libraries, 96 county and urban public libraries). In 96 counties and urban public libraries, there are 47 remote poverty areas, frontier ethnic areas and old revolutionary areas (the vulgar is called "the old and the young", hereinafter referred to as "three districts") County Public books. The library accounts for 49% of the total number of public libraries at the county level. In general, all the level of public libraries at the county level in Guangxi are relatively backward. Many still stay in the basic traditional borrowing service level, which can not be well adapted to the needs of the modern library, in addition to the imperfect system mechanism and the lack of financial input. The backwardness of the team building is also an important reason. The construction foundation of all the county public libraries in Guangxi is relatively weak, especially the 47 "three districts" County Public Library talent team is not optimistic, there is a low level of education, the age structure is not reasonable, the high precision talent is short, the assessment and evaluation incentive mechanism Guangxi belongs to the western region, and the cultural development is still backward. The research on the County Public Library of "three districts" in Guangxi will help to improve the overall comprehensive quality of the staff of the county public libraries in Guangxi, establish and perfect the talent mechanism, and provide the root for the realization of the modernization service of the county public libraries in the public libraries of Guangxi. This article, based on the theory of human resources, carries out a comprehensive investigation and analysis of all the public libraries in Guangxi (113), and objectively reflects the general situation of the construction of the 47 "three districts" public libraries in Guangxi, including the staffing, the way of personnel entry, the age structure, the educational level and the professional title. Training mechanism, professional background, job rotation and competition incentive mechanism. Through the vertical comparison with the other county and municipal public libraries in the "three districts" which are not included in Guangxi, the gap is found out and the problems and difficulties are analyzed. At the same time, from the autonomous region culture hall to the Local Cultural Bureau, the provincial municipal public libraries are from top to bottom. According to the actual analysis of the "three districts" library talent support special work in Guangxi, and the comparison with the "three districts" Library in Hunan and other neighboring provinces, the experience and lessons are summarized and the good practice is used for the future development of the "three districts" in Guangxi. The special support work of Library talents is more targeted and practical, effectively promoting the development of the library industry in the whole region.
