【摘要】：現(xiàn)有清水江文書的搶救保護模式難以充分、有效地進行搶救保護,為此,搶救保護工作需從機制創(chuàng)新入手。分析清水江文書現(xiàn)有搶救保護模式的優(yōu)勢與局限性,指出清水江文書搶救保護機制的創(chuàng)新訴求,并提出以政府與社會力量協(xié)同下的清水江文書搶救保護機制,進而從完善政策法規(guī)體系、建立以政府為主導(dǎo)的協(xié)調(diào)機制、界定搶救保護主體職能領(lǐng)域、實現(xiàn)搶救保護主體協(xié)同治理、推動數(shù)字化搶救保護等方面,使清水江文書搶救保護實踐達成協(xié)同治理邏輯平臺上,共同完成清水江文書搶救保護的目標(biāo)任務(wù)。
[Abstract]:The existing rescue protection mode of Qingshuijiang documents is difficult to be fully and effectively carried out. Therefore, the rescue and protection work should start with the innovation of mechanism. This paper analyzes the advantages and limitations of the existing rescue and protection modes of Qingshuijiang documents, points out the innovative demands of the rescue and protection mechanism of the Qingshuijiang documents, and puts forward the rescue and protection mechanism of the Qingshuijiang documents under the cooperation of the government and the social forces. Then, from the aspects of perfecting the system of policies and regulations, establishing the coordination mechanism led by the government, defining the functional field of the main body of rescue protection, realizing the cooperative management of the main body of rescue protection and promoting digital rescue protection, etc. On the logical platform of synergetic governance, the aim task of rescue and protection of Qingshuijiang document can be accomplished.
