【摘要】：本文采用理論研究與審計實踐相結合的方式,介紹審計機關審計檔案概況,分析國家審計在供給側結構性改革背景下的新特征,建立審計檔案開發(fā)利用的供給側概念框架,并進行供需側分析。結合審計工作實踐,闡述審計檔案開發(fā)利用供給側價值實現(xiàn)方式,指出當前審計機關審計檔案開發(fā)利用存在的結構性矛盾,并深入分析問題產(chǎn)生的本質原因,指出審計檔案在供給層次、質量、種類和開放等方面尚未與國家審計的新特征相匹配,提出新形勢下進一步推進審計檔案開發(fā)利用供給側結構性改革的建議。
[Abstract]:This paper introduces the general situation of audit archives of audit institutions, analyzes the new characteristics of national audit under the background of supply-side structural reform, and establishes a supply-side conceptual framework for the development and utilization of audit archives.And supply-demand side analysis.Combined with audit practice, this paper expounds the way to realize the supply-side value of the development and utilization of audit archives, points out the structural contradictions existing in the development and utilization of audit archives of audit institutions, and deeply analyzes the essential reasons for the problems.It is pointed out that the audit archives have not been matched with the new features of the state audit in the aspects of supply level, quality, type and opening, and some suggestions are put forward to further promote the supply-side structural reform of the development and utilization of the audit archives under the new situation.
