【摘要】：隨著各行各業(yè)“用戶服務理念”的深入人心,高校圖書館工作人員也逐漸轉變觀念,開始有意識的提高校圖書館的服務水平。如果高校圖書館想要更好的為用戶服務,首先就是保證其用戶權利的實現(xiàn)。另外,高校圖書館用戶權利的實現(xiàn)是高校圖書館價值的根本體現(xiàn),而高校圖書館用戶權利政策則是保證高校圖書館用戶權利的重要途徑。目前,學術界對于高校圖書館用戶權利的具體內容及保護現(xiàn)狀的調查和分析研究頗多,但關于高校圖書館用戶權利政策方面的內容研究較少。因此,研究高校圖書館用戶權利政策具有重要的現(xiàn)實意義。本文首先闡述了高校圖書館用戶權利的概念和內容,并對高校圖書館用戶權利的相關表述方式進行了分析界定;然后,針對本文選取的海峽兩岸20所具有代表性的高校圖書館,進行開館時間政策、借閱權政策、安全保障權政策、隱私權政策、知情權政策、參與權政策、教育培訓權政策、空間共享權政策以及申訴權政策的比較,總結出海峽兩岸高校圖書館用戶權利政策的可取之處和不足之處;最后,結合海峽兩岸高校圖書館用戶權利政策,總結出高校圖書館用戶權利政策的發(fā)展方向,可作為其他高校制定高校圖書館用戶權利政策參考之用。
[Abstract]:With the popularity of the concept of "user service" in various professions, university librarians have gradually changed their ideas and begun to consciously raise the service level of university libraries. If the university libraries want to better serve their users, The first is to ensure the realization of user rights. In addition, the realization of user rights in university libraries is the fundamental embodiment of the value of university libraries. However, the policy of user rights in university libraries is an important way to guarantee the rights of users in university libraries. At present, there are many investigations and analyses on the specific contents and protection status of user rights of university libraries in academic circles. However, there are few researches on the policy of user rights in university libraries. Therefore, it is of great practical significance to study the policies of user rights in university libraries. Firstly, this paper expounds the concept and content of user rights in university libraries. Then, aiming at the 20 representative university libraries on both sides of the Taiwan Strait, the author carries on the opening time policy, the borrowing right policy, the security guarantee right policy. Comparing the privacy policy, the right to know policy, the right to participate policy, the right to education and training policy, the space sharing policy and the right to appeal policy, summed up the advantages and disadvantages of the cross-strait university library user rights policy. Combined with the user rights policy of university libraries on both sides of the Taiwan Strait, this paper summarizes the development direction of user rights policies in university libraries, which can be used as a reference for other colleges and universities to formulate user rights policies in university libraries.
