【摘要】：文件生命周期理論雖有不可否認的積極意義,但在實踐中也存在一定的局限性。文件因為有用,具有一定的價值才有生命。按照文件價值是主要表現(xiàn)在執(zhí)行、辦理環(huán)節(jié),還是主要表現(xiàn)為歷史記錄、佐證憑據(jù)作用,而將其定位為"文件生命期"和"檔案生命期"兩個階段。根據(jù)不同階段其運動本質(zhì)的普遍存在,靈活選擇相應(yīng)的控制措施、管理方式和保管場所,有利于規(guī)范檔案工作基本專業(yè)術(shù)語,明晰檔案法定用語內(nèi)涵和外延,推進檔案事業(yè)依法治理體系建設(shè),進而實施更為科學(xué)有效的管理,提升檔案工作成效。
[Abstract]:Although the theory of document life cycle has undeniable positive significance, it also has some limitations in practice. Or is it mainly manifested as historical records, supporting the role of evidence, and it is positioned as two stages of "file life period" and "file life period". According to the universal existence of the nature of its movement in different stages, the corresponding control measures are flexibly selected. The mode of management and the place of custody are conducive to standardizing the basic professional terms of archival work, clarifying the connotation and extension of the legal terms of archives, promoting the construction of a system of managing archives according to law, and implementing more scientific and effective management. Improve the effectiveness of archival work.
