【摘要】：航天型號(hào)研制是一項(xiàng)復(fù)雜性、創(chuàng)新性的系統(tǒng)工程,由于其研制周期長(zhǎng)、技術(shù)難度高、技術(shù)狀態(tài)復(fù)雜等特點(diǎn),形成的航天檔案數(shù)據(jù)量巨大、種類繁多、關(guān)聯(lián)耦合度高。如何收集、整理、保存這些不斷增長(zhǎng)的數(shù)字檔案信息資源,借助現(xiàn)代信息技術(shù)為航天工作者提供快捷方便的查詢、利用等服務(wù),實(shí)現(xiàn)知識(shí)交流與共享,縮短研制周期,提升研制效率和創(chuàng)新能力,建設(shè)適應(yīng)數(shù)字時(shí)代需求的航天數(shù)字檔案館就顯得尤為重要。本文在系統(tǒng)調(diào)研國(guó)內(nèi)外關(guān)于數(shù)字檔案館建設(shè)項(xiàng)目管理相關(guān)成果的基礎(chǔ)上,對(duì)航天數(shù)字檔案館建設(shè)與項(xiàng)目管理融合進(jìn)行了深入研究。首先,介紹了航天數(shù)字檔案館建設(shè)的基本情況、項(xiàng)目管理現(xiàn)狀,分析了目前存在的問題及原因,進(jìn)而提出了航天數(shù)字檔案館建設(shè)項(xiàng)目管理體系設(shè)計(jì)的原則和依據(jù),并圍繞組織管理不斷優(yōu)化、成本控制安排合理、質(zhì)量控制有效控制的目標(biāo),從組織管理、成本控制及質(zhì)量控制三個(gè)方面詳細(xì)闡述了數(shù)字檔案館項(xiàng)目管理體系建設(shè)方案。其后,提出了航天數(shù)字化檔案館建設(shè)項(xiàng)目管理體系的實(shí)施目標(biāo)及原則,分析了可能存在的風(fēng)險(xiǎn)及應(yīng)對(duì)措施,對(duì)項(xiàng)目實(shí)施進(jìn)度進(jìn)行了計(jì)劃安排。最后,從人員、技術(shù)、標(biāo)準(zhǔn)制度、文化四個(gè)層面提出了建設(shè)方案實(shí)施的相關(guān)保障措施。本文的研究成果為航天企業(yè)建設(shè)數(shù)字檔案館提供了一種行之有效的體系管理方法,同時(shí),對(duì)此類軍工企業(yè)數(shù)字檔案館的建設(shè)也具有一定的指導(dǎo)和借鑒意義。
[Abstract]:Aerospace model development is a complex and innovative system engineering. Because of its long research period, high technical difficulty and complex technical state, the space archives formed are of huge amount of data, various kinds and high degree of coupling. Sorting out and preserving these ever-increasing digital archival information resources, providing space workers with quick and convenient inquiry and utilization services with the aid of modern information technology, realizing knowledge exchange and sharing, and shortening the research and development cycle. It is very important to improve the efficiency and innovation of the research and development, and to build the space digital archives to meet the needs of the digital age. This paper makes a systematic investigation on the related achievements of the project management of the digital archives construction at home and abroad. The integration of space digital archives construction and project management is deeply studied. Firstly, the basic situation of aerospace digital archives construction, the current situation of project management, the existing problems and the reasons are analyzed. Furthermore, the paper puts forward the principles and basis of the design of the project management system for aerospace digital archives construction, and focuses on the objectives of continuous optimization of organization management, reasonable cost control arrangement and effective quality control. Three aspects of cost control and quality control are described in detail, and the project management system construction scheme of digital archives is described in detail. Then, the implementation objectives and principles of the project management system for aerospace digital archives are put forward. The possible risks and countermeasures are analyzed, and the project implementation schedule is planned and arranged. Finally, from the personnel, technology, standard system, The research results of this paper provide an effective system management method for spaceflight enterprises to build digital archives, at the same time, It also has certain guidance and reference significance to the construction of this kind of military enterprise digital archives.
