【摘要】：當(dāng)前檔案領(lǐng)域存在"國家—社會"的二元權(quán)力格局,國家權(quán)力主體是檔案機構(gòu),社會權(quán)力主體是社會組織和公民,權(quán)力主體發(fā)展合作關(guān)系有助于推進(jìn)檔案事業(yè)向前發(fā)展。針對檔案二元權(quán)力的主體構(gòu)成,分析發(fā)現(xiàn)當(dāng)前的國家體制、行業(yè)規(guī)劃都利于合作關(guān)系的發(fā)展、權(quán)力主體各自身份優(yōu)勢和已有的合作先例都可以作為雙方合作的前提條件,在此基礎(chǔ)上從健全法律制度、加強公眾監(jiān)督、建設(shè)信任情景三個角度提出建議以加固合作關(guān)系。
[Abstract]:At present, there exists a dual power pattern of "state-society" in the field of archives. The main body of state power is archival organization, and the subject of social power is social organization and citizen. The development of cooperative relationship among power subjects is conducive to the development of archives cause. In view of the main body composition of archives dualistic power, it is found that the current state system and industry planning are all conducive to the development of cooperative relations. The power subjects' respective identity advantages and existing cooperation precedents can be taken as the precondition of bilateral cooperation. On this basis, suggestions are put forward to strengthen the cooperative relationship from three angles: perfecting the legal system, strengthening public supervision, and building trust scenarios.
