【摘要】：機構庫建設涉及政策因素眾多,如何協(xié)調各項分散的政策,使之相互聯(lián)系,從而指導機構庫的建設是本文的研究目的。本文首先陳述了構建我國機構庫開放獲取政策體系的原因和意義,提出機構庫開放獲取政策體系的定義和構成要素。其次,通過對我國機構庫政策制定現(xiàn)狀的調研,分析得出我國機構庫存在運行政策數(shù)量不多、內容細致、相似性高、制定形式單一等特點,同時缺乏機構開放獲取政策的支持和國家宏觀開放獲取政策的指導。然后,在借鑒現(xiàn)有研究成果的基礎上,闡述我國機構庫開放獲取政策體系的具體內容:國家宏觀開放獲取政策包括明確機構庫的意義、制定資金投入、建設標準和整合政策;機構支持政策包括機構的開放獲取政策、績效評價、經費、技術和人員支持政策;機構庫運行政策包括內容、提交、使用、保存、利益平衡和服務政策等。最后,本文對制定我國機構庫開放獲取政策提出相關建議。
[Abstract]:Institutional bank building involves many policy factors, how to coordinate and link decentralized policies, Therefore, the purpose of this paper is to guide the construction of institutional library. Firstly, this paper states the reasons and significance of constructing open access policy system of institutional bank in China, and puts forward the definition and constituent elements of open access policy system of institutional bank. Based on the investigation of the present situation of institution bank policy in our country, it is concluded that the institutional inventory in our country is not much in the number of operational policies, detailed in content, high in similarity, and single in form of establishment, and so on. At the same time, it lacks the support of institutional open access policy and the guidance of national macro open access policy. This paper expounds the concrete contents of the open access policy system of our country's institutional bank: the national macro open access policy includes clarifying the significance of the institution bank, formulating the capital input, building the standard and integrating policy, and the institutional support policy including the open access policy of the institution. Performance evaluation, funding, technical and personnel support policies; institutional bank operation policy includes content, submission, use, preservation, balance of interests and service policy. Finally, this paper puts forward some suggestions on the establishment of open access policy of institutional bank in China.
