【摘要】：隨著改革和社會的進步,社會大眾的檔案意識日漸增強,過去“重官檔輕民檔,重官用輕民用”的做法已難以滿足日益增長的社會需求。如何在國家法律允許范圍內(nèi)最大限度地為社會各界提供優(yōu)質(zhì)檔案信息服務,成為學術界和各級檔案部門都十分關注的問題。本文以惠安縣檔案服務社會化為研究對象,運用新公共服務理論和公共選擇理論,結(jié)合文獻研究法、案例分析法和比較研究法,通過對惠安縣檔案服務社會化的現(xiàn)狀進行分析,認為檔案服務社會化存在的問題主要有:檔案部門運行體制和機制限制發(fā)展、館藏結(jié)構(gòu)單一難以滿足社會需求、檔案服務社會化手段落后和檔案NGO運行尚不規(guī)范。進而對國內(nèi)外檔案服務社會化進行比較研究,借鑒國內(nèi)外成功的經(jīng)驗,提出相應的對策:一是要強化檔案局的主體地位,理順行政關系,分清局館各自負責領域;二是要豐富和改善館庫資源結(jié)構(gòu),有效整合檔案信息,為檔案服務社會化提供物質(zhì)基礎;三是利用信息化手段提升服務水平,推動檔案信息數(shù)字化,通過構(gòu)建共享平臺,實現(xiàn)檔案信息遠程獲取;四是建立多元主體互動機制,探索檔案局、檔案館、檔案中介服務機構(gòu)、檔案行業(yè)協(xié)會等檔案各行為主體的行為邊界和角色分配,并以“建設工程檔案”為例探索檔案服務社會化多元主體的互動機制。
[Abstract]:With the reform and the progress of the society, the public's awareness of archives has been gradually strengthened. In the past, "officials and archives were given priority over people's files." It is difficult to meet the increasing demand of society. How to provide high quality archival information service to all sectors of the society to the maximum extent permitted by national laws. This article takes Huian county archives service socialization as the research object, uses the new public service theory and the public choice theory, unifies the literature research method. Case analysis and comparative research, through the analysis of the status quo of archives service socialization in Huian County, it is concluded that the main problems of file service socialization are: the operation system and mechanism of archives department restrict the development. The collection structure is simple and difficult to meet the needs of the society, the socialization means of archives service are backward and the operation of archives NGO is not standardized. Then the comparative study on the socialization of archives services at home and abroad is carried out, and the successful experience at home and abroad is used for reference. Put forward the corresponding countermeasures: first, to strengthen the main position of the Archives Bureau, straighten out the administrative relations, and distinguish the respective areas of responsibility of the Bureau; Secondly, it is necessary to enrich and improve the structure of library resources, effectively integrate archival information, and provide the material basis for the socialization of archives service; The third is to improve the service level by means of information, to promote the digitization of archival information, and to realize the remote acquisition of archival information by constructing a shared platform; Fourth, the establishment of multi-subject interaction mechanism, explore the archives bureau, archives, archives intermediary service agencies, archival industry associations and other archival agents of the behavior boundaries and role distribution. Taking "Construction Engineering Archives" as an example, this paper explores the interactive mechanism of multiple subjects in the socialization of archives service.
