【摘要】：隨著開放獲取(OA)運(yùn)動的興起,學(xué)術(shù)交流活動日益呈現(xiàn)出跨學(xué)科、跨機(jī)構(gòu)、數(shù)據(jù)驅(qū)動化的態(tài)勢,高�？蒲袛�(shù)據(jù)機(jī)構(gòu)庫聯(lián)盟應(yīng)運(yùn)而生,逐漸成為高校數(shù)據(jù)資源OA的重要模式之一。目前,高�？蒲袛�(shù)據(jù)機(jī)構(gòu)庫聯(lián)盟所處的宏觀環(huán)境主要涉及政策、社會文化、技術(shù)以及相關(guān)標(biāo)準(zhǔn)等方面,微觀環(huán)境則包含數(shù)據(jù)共享與服務(wù)的需求支撐和數(shù)據(jù)資源的產(chǎn)權(quán)制度保障兩方面�；诖�,高�？蒲袛�(shù)據(jù)機(jī)構(gòu)庫聯(lián)盟的建設(shè)和運(yùn)行應(yīng)制定完善的數(shù)據(jù)管理與共享計劃,充分了解行業(yè)環(huán)境與用戶需求,合理選擇平臺軟件并遵循相關(guān)技術(shù)標(biāo)準(zhǔn)與資源建設(shè)規(guī)范。
[Abstract]:With the open access (OA) movement, academic exchanges increasingly showing a cross disciplinary, cross organization, data driven trend data, mechanism of scientific research in Colleges and Universities Library Alliance came into being, has become one of the most important mode of university data resources of OA. At present, the macro environment of university scientific research institutions according to the number of the library alliance mainly involves the policy society, culture, technology and related standards, the micro environment includes data sharing and service needs support and data resources property rights system to protect the two aspects. Based on this, the construction and operation mechanism of university scientific research data library alliance shall establish and perfect the management of data sharing plan, fully understand the industry environment and the needs of users, reasonable select the platform software and follow the relevant technical standards and resources construction standard.
