【摘要】：為深入研究我國開放獲取(OA)政策體系,對國家政府部門、科研機構(gòu)、高校、圖書館官方網(wǎng)站進行調(diào)研與分析,通過內(nèi)容分析法研究我國各級部門關于OA版權(quán)管理、運行費用、質(zhì)量控制與標準化等政策內(nèi)容。將我國開放獲取政策體系分為政府、研究機構(gòu)和圖書館三個層面,其在實施過程中取得一定成果,但存在OA期刊建設不足、國家層面缺乏統(tǒng)一規(guī)劃、機構(gòu)層面缺少經(jīng)費支持以及實施動力不足等問題。開放獲取不是政府、機構(gòu)及圖書館的單獨戰(zhàn)略,而是整個國家的戰(zhàn)略發(fā)展方案。應在管理體制轉(zhuǎn)變中實現(xiàn)各部門層級遞進式的跨系統(tǒng)OA建設政策,在國家科學規(guī)劃下統(tǒng)一協(xié)同發(fā)展。
[Abstract]:In order to study the policy system of Open access (OAA) in China, the official websites of government departments, scientific research institutions, universities and libraries are investigated and analyzed. Through the content analysis research on the OA copyright management, operating costs, quality control and standardization policy content, the open access policy system is divided into the government. Research institutions and libraries in the implementation of the three levels, it has achieved certain results, but there is insufficient construction of OA periodicals, lack of unified planning at the national level. Lack of funding at the institutional level and lack of momentum for implementation. Open access is not a separate strategy for governments, institutions and libraries. It is the strategic development plan of the whole country. It is necessary to realize the inter-system OA construction policy in the transformation of the management system, and to unify and coordinate the development under the national scientific plan.
