【摘要】：本文重點研究博物館質(zhì)量改進和績效提升問題,提出博物館構(gòu)建全面質(zhì)量管理的叢本理論,構(gòu)建相應(yīng)的質(zhì)量管理體系,并依據(jù)這個體系在調(diào)研的基礎(chǔ)上確立質(zhì)量管理績效的指標(biāo)體系,設(shè)計了博物館質(zhì)量管理績效的模型,探討了博物館實施全面質(zhì)量管理的基本策略。本文的研究是博物館學(xué)與管理學(xué)的結(jié)合,研究的結(jié)果具有開拓性和實踐意義。 第一部分對中國近30年博物館管理發(fā)展的綜述和對國外博物館開展質(zhì)量管理的介紹,目的在于指出全面質(zhì)量管理是提高博物館管理水平、提升博物館管理質(zhì)量、優(yōu)化博物館組織績效的重要途徑。 第二部分論述了博物館開展全面質(zhì)量管理的必要性和緊迫性。這一部分首先介紹質(zhì)量管理的發(fā)展和全面質(zhì)量管理理論的特點,指出全面質(zhì)量管理的方法能夠很好的提升組織的管理水平。針對于博物館的組織特征和工作的復(fù)雜性及“零差錯要求”特點而言,全而質(zhì)量管理理論有適應(yīng)性、必要性、實用性和有效性的特征。 第三部分討論博物館全面質(zhì)量管理的理論依據(jù)與分析。文章從博物館的“產(chǎn)品”特性與博物館質(zhì)量管理之關(guān)系入手論述了博物館全而質(zhì)量管理的核心問題,即:將顧客滿意度作為博物館關(guān)注焦點,以全體員工參與作為保障,通過對工作進行“全過程控制”來實現(xiàn)博物館績效,將持續(xù)改進作為永恒的目標(biāo). 第四部分就博物館質(zhì)量管理體系的構(gòu)建的意義、基本要求、構(gòu)成要素、基本程序等內(nèi)容的內(nèi)容進午論述.文章指出建立博物館全面質(zhì)量管理體系的意義在于保障博物館健康運轉(zhuǎn),是博物館服務(wù)社會的需要,它將成為博物館持續(xù)發(fā)展的保證。建立博物館質(zhì)量管理體系的要索有,設(shè)立可行的管理目標(biāo)體系,明確管理者職責(zé),合理配置管理資源,設(shè)立質(zhì)量控制部門發(fā)揮博物館領(lǐng)導(dǎo)的質(zhì)量管理作用,建立嚴(yán)格的管理責(zé)任制度,培養(yǎng)良好的質(zhì)量文化,構(gòu)筑靈敏的質(zhì)量信息反饋系統(tǒng)。建立的程序包括：對體系進行總體的規(guī)劃與設(shè)計。開展本系的文件編制。博物館要通過系統(tǒng)的文件編制對質(zhì)量工作進行規(guī)范。 第五部分討論了博物館組織績效測量的問題。我們在確定指標(biāo)權(quán)重的基礎(chǔ)上,運用模糊綜合測量模型對博物館質(zhì)量管理的績效進行了模擬分析。文章指出,提倡以人為本,重視人的因素。重視全程監(jiān)控通過監(jiān)控,可以提高博物館質(zhì)量管理決策和執(zhí)行上的一致性,最終實現(xiàn)博物館全面質(zhì)量管理的最終目標(biāo),提高博物包管理質(zhì)量 第六部分討論了其付諸實踐的要點——實施動態(tài)管理,加強調(diào)整改進,博物館從科不管理的角度主動建立全面質(zhì)量管理體系,提高博物館的管理效率,從強化過程管理出發(fā),在動態(tài)中不斷提高博物館質(zhì)量
[Abstract]:This paper focuses on the issue of museum quality improvement and performance improvement, and puts forward the theory of museum building total quality management, and constructs the corresponding quality management system. According to this system, the paper establishes the index system of the quality management performance based on the investigation, and designs the model of the museum quality management performance. This paper discusses the basic strategy of implementing total quality management in museums. The research in this paper is a combination of museology and management. The results of the research are of pioneering and practical significance. The first part summarizes the development of museum management in recent 30 years in China and introduces the quality management of foreign museums. The purpose is to point out that total quality management is to improve the management level of museums. To improve the quality of museum management and optimize the organizational performance of the important ways. The second part discusses the necessity and urgency of the museum to carry out total quality management. This part first introduces the development of quality management and the characteristics of total quality management theory. It is pointed out that the method of total quality management can improve the management level of the organization very well. According to the characteristics of the museum's organizational characteristics, complexity of work and "zero error requirement", the theory of full-scale quality management has adaptability. The characteristics of necessity, practicability and effectiveness. The third part discusses the theoretical basis and analysis of museum total quality management. That is, take customer satisfaction as the focus of attention, take the participation of all staff as the guarantee, achieve the museum performance through the "whole process control" of the work, and take continuous improvement as the eternal goal. Part 4th on the significance of the construction of the museum quality management system, basic requirements, elements. The paper points out that the significance of establishing the museum total quality management system is to ensure the healthy operation of the museum and is the need for the museum to serve the society. It will be the guarantee of the sustainable development of the museum. To establish a museum quality management system, set up a feasible management objectives system, clear the responsibilities of the manager, reasonable allocation of management resources. Establish a quality control department to play the role of museum leadership in quality management, establish a strict management responsibility system, and cultivate a good quality culture. To build a sensitive quality information feedback system. The procedures to be established include:. Overall planning and design of the system. Development of the department's documentation. The museum shall standardize the quality of the work through systematic documentation. On the basis of determining the index weight, we use fuzzy comprehensive measurement model to simulate and analyze the performance of museum quality management.
