創(chuàng)建文明城市的社會(huì)機(jī)制分析—從國(guó)家社會(huì)理論到新社會(huì)進(jìn)化論

【摘要】:本文寫作的目的不在于說(shuō)明創(chuàng)建文明城市這項(xiàng)活動(dòng)本身的意義,而是通過(guò)Q市B社區(qū)在創(chuàng)建文明城市活動(dòng)中表現(xiàn)出來(lái)的國(guó)家與基層社會(huì)的互動(dòng)來(lái)思考國(guó)家與社會(huì)理論的本土現(xiàn)實(shí)意義,以及創(chuàng)建文明城市以來(lái)B社區(qū)物質(zhì)和精神文明程度的進(jìn)步與新社會(huì)進(jìn)化論的自洽性聯(lián)系。Q市B社區(qū)在筆者十幾年的記憶和現(xiàn)實(shí)的觀察中,它所發(fā)生的變化并非那么翻天覆地,它仍然還保留著顯著的傳統(tǒng)單位社區(qū)的特征,那就是它基本還屬于Q市港務(wù)局和國(guó)家海洋局駐Q市北海分局的家屬住宅區(qū),其建筑仍屬于上個(gè)世紀(jì)七八十年代的簡(jiǎn)陋設(shè)計(jì),居室格局較小,外形樸實(shí)簡(jiǎn)單,這和快速發(fā)展的城市街區(qū)相比,它仍屬于比較典型的處于城市中心繁華區(qū)中的老舊社區(qū)。作為這個(gè)變遷的觀察者,筆者并不想追蹤最新的時(shí)政口號(hào)和最前沿的社會(huì)創(chuàng)新實(shí)驗(yàn),而是試圖把那些相對(duì)緩慢的變化,比如,這種老舊的B社區(qū)的人和事與已有十多年持續(xù)過(guò)程的Q市創(chuàng)建文明城市的活動(dòng)聯(lián)系起來(lái),試圖通過(guò)身邊的幾組社會(huì)生活現(xiàn)象來(lái)考察創(chuàng)建文明城市這一宏大系統(tǒng)的社區(qū)發(fā)展目標(biāo),是怎樣通過(guò)社區(qū)組織載體與居民的互動(dòng)聯(lián)系起來(lái),怎樣用我們熟悉的社會(huì)理論來(lái)認(rèn)識(shí)其內(nèi)在的機(jī)制。在如何認(rèn)識(shí)創(chuàng)建文明城市及其基層社會(huì)治理的理論框架的問(wèn)題上,源自于西方的國(guó)家與社會(huì)理論,自改革初期模糊性借用的基礎(chǔ)上發(fā)生了具有本土特征的嬗變,國(guó)家的公共服務(wù)意識(shí)和公共資源的配置顯著增強(qiáng),與此同時(shí)伴隨著社會(huì)結(jié)構(gòu)的多元分化及其不同區(qū)位的差異性發(fā)展,傳統(tǒng)體制所能承擔(dān)的公共服務(wù)在不斷加強(qiáng),政府主導(dǎo)性的對(duì)社會(huì)利益的保護(hù)和自覺(jué)扶持社會(huì)組織的成長(zhǎng)形成了鑲嵌式的共存。因此,本項(xiàng)研究表明對(duì)基層社會(huì)的治理雖然總體方向是清晰的,但是“一刀切”的強(qiáng)行施政仍是不可取的。
[Abstract]:The purpose of this article is not to illustrate the significance of the activity of creating a civilized city. Instead, through the interaction between the state and the grass-roots society in the activity of creating civilized city in the B community of Q city, we think about the local practical significance of the theory of state and society. And the self-consistent connection between the progress of material and spiritual civilization in community B since the founding of civilized city and the theory of evolution in new society. In the memory and realistic observation of the author for more than ten years, the changes that have taken place in community B of Q city are not so earth-shaking. It still retains the distinctive characteristics of the traditional unit community, that is, it basically also belongs to the family residential areas of the Q City Port Authority and the State Oceanic Administration's Beihai Branch in Q City, and its buildings still belong to the primitive designs of the 1970s and 1980s. Compared with the rapidly developing city block, it still belongs to the typical old community in the downtown area of the city. As an observer of change, I don't want to track down the latest political slogans and cutting-edge experiments on social innovation, but rather try to bring those relatively slow changes, such as, The people and events of this old B community are linked to the creation of civilized cities in Q City, which has been going on for more than a decade, and attempts to examine the community development goals of the grand system of creating civilized cities through several groups of social life phenomena around them. It is how to connect with residents' interaction through the carrier of community organization and how to use the familiar social theory to understand its internal mechanism. On the question of how to understand the theoretical framework of establishing a civilized city and its grass-roots social governance, it originates from the western countries and social theories, and changes with local characteristics have taken place since the beginning of the reform on the basis of fuzziness borrowing. The consciousness of public service and the allocation of public resources have been greatly enhanced. At the same time, with the diversification of social structure and the development of different location, the public service that the traditional system can undertake is constantly strengthened. The government's leading protection of social interests and conscious support for the growth of social organizations form inlaid coexistence. Therefore, this study shows that although the overall direction of grass-roots governance is clear, "one-size-fits-all" forced governance is still not desirable.
