突發(fā)水土流失事件的應(yīng)急管理及預(yù)案數(shù)字化應(yīng)用研究

【摘要】:長期以來,我國水土流失事件廣發(fā)、頻發(fā),極大地威脅著人民的生命和財(cái)產(chǎn)安全,嚴(yán)重地破壞了生態(tài)環(huán)境。實(shí)踐表明:突發(fā)災(zāi)害事件造成的損失與災(zāi)后應(yīng)急管理的及時(shí)性和有效性成反比。突發(fā)事件的應(yīng)急管理作為一項(xiàng)復(fù)雜的系統(tǒng)工程,是近年來國內(nèi)外的研究熱點(diǎn)之一。事件發(fā)生的隨機(jī)性、發(fā)展過程的不確定性以及應(yīng)對處置過程的復(fù)雜性,給理論研究帶來了巨大困難,且應(yīng)急管理的模式研究H前仍處在探索中。本論文基于國家科技支撐計(jì)劃和國家自然科學(xué)基金項(xiàng)目,對突發(fā)事件應(yīng)急管理以及應(yīng)急決策的基本理論、突發(fā)事件應(yīng)對模式進(jìn)行系統(tǒng)分析,針對突發(fā)水上流失事件的應(yīng)急管理問題及預(yù)案數(shù)字化應(yīng)用問題,開展基于綜合集成平臺的突發(fā)水土流失事件的應(yīng)急管理模式及應(yīng)急預(yù)案的數(shù)字化應(yīng)用研究,探索快速、靈活、具有可操作性的應(yīng)急管理模式。論文的主要研究內(nèi)容包括以下幾個(gè)方面:(1)建立了基于綜合集成平臺的面向突發(fā)性暴雨引發(fā)的水土流失災(zāi)害事件的動(dòng)態(tài)應(yīng)對模式。對基于應(yīng)急預(yù)案的應(yīng)急管理體系、應(yīng)急管理機(jī)制、應(yīng)急管理決策體系、應(yīng)急決策知識等進(jìn)行深入分析,以及剖析現(xiàn)有傳統(tǒng)應(yīng)急管理模式存在的問題的基礎(chǔ)上,建立以綜合集成平臺為核心的應(yīng)急管理框架,提出基于綜合集成平臺的突發(fā)水土流失事件的動(dòng)態(tài)應(yīng)對模式。(2)搭建了基于綜合集成平臺的面向突發(fā)水土流失事件的應(yīng)急管理指揮調(diào)度平臺。在分析現(xiàn)有應(yīng)急管理系統(tǒng)存在問題的基礎(chǔ)上,以綜合集成方法論為指導(dǎo),構(gòu)建了面向突發(fā)水土流失事件的應(yīng)急管理平臺指揮調(diào)度,建立基于平臺、基于組件、基于知識圖及可視化工具的應(yīng)急管理平臺,緩解突發(fā)事件應(yīng)急管理過程中靈活性差、可操作性差以及難以適應(yīng)事件動(dòng)態(tài)發(fā)展變化的問題。(3)針對突發(fā)事件應(yīng)急預(yù)案的數(shù)字化管理和方案化應(yīng)用研究。按照從應(yīng)急預(yù)案到應(yīng)急實(shí)施方案的思想,研究建立應(yīng)急預(yù)案數(shù)字化和方案化的技術(shù)框架,提出應(yīng)急預(yù)案數(shù)字化和方案化的技術(shù)方法,實(shí)現(xiàn)應(yīng)急預(yù)案的數(shù)字化管理和方案化應(yīng)用。(4)突發(fā)水土流失危機(jī)事件應(yīng)急管理的應(yīng)用實(shí)例展示。以新疆生產(chǎn)建設(shè)兵團(tuán)農(nóng)十三師山洪災(zāi)害事件為例,按照應(yīng)急處置流程的應(yīng)用模式,搭建了山洪災(zāi)害應(yīng)急指揮調(diào)度平臺,展開突發(fā)山洪災(zāi)害事件應(yīng)急管理的實(shí)例應(yīng)用。
[Abstract]:For a long time, the events of soil and water loss in our country are widespread and frequent, which greatly threaten the life and property of the people and seriously destroy the ecological environment. Practice shows that the losses caused by sudden disasters are inversely proportional to the timeliness and effectiveness of post-disaster emergency management. As a complex system engineering, emergency management of emergencies is one of the research hotspots at home and abroad in recent years. The randomness of the event, the uncertainty of the development process and the complexity of the handling process bring great difficulties to the theoretical research, and the mode of emergency management is still under exploration before the research on the mode of emergency management. Based on the National Science and Technology support Plan and the National Natural Science Foundation project, this paper systematically analyzes the basic theory of emergency management and emergency decision, and the emergency response mode. Aiming at the problems of emergency management and digitization application of sudden water loss events, the research on emergency management mode and digitized application of emergency plans of soil and water loss incidents based on integrated platform is carried out to explore quickly and flexibly. Operational emergency management model. The main contents of this paper are as follows: (1) A dynamic response model for soil and water loss events caused by sudden torrential rain based on integrated platform is established. Based on the analysis of emergency management system, emergency management mechanism, emergency management decision-making system, emergency decision knowledge, and the problems existing in the existing traditional emergency management mode, An emergency management framework based on integrated platform is established. The dynamic response mode of sudden soil and water loss events based on integrated platform is proposed. (2) an emergency management command and dispatch platform for soil and water loss emergencies is built based on the integrated platform. Based on the analysis of the problems existing in the existing emergency management system, and guided by the integrated methodology, the emergency management platform for soil and water loss is constructed, which is based on platform and component. The emergency management platform based on knowledge map and visual tools can alleviate the agility of emergency management. The problems of poor maneuverability and difficulty in adapting to the dynamic development of events. (3) the research of digital management and scheme application of emergency contingency plans. According to the idea from emergency plan to emergency plan, the technical framework of digitization and scheme of emergency plan is studied, and the technical method of digitization and scheme of emergency plan is put forward. To realize the digital management of emergency plan and the application of scheme. (4) the application example of emergency management of sudden soil and water loss crisis. Taking the mountain torrents disaster of the Agricultural Thirteenth Division of Xinjiang production and Construction Corps as an example, according to the application mode of emergency disposal process, the emergency command and dispatch platform of mountain torrent disaster is built, and the case application of emergency management of sudden mountain flood disaster event is carried out.
