【摘要】：秸稈綜禁是秸稈綜合利用與禁燒禁拋的簡稱。隨著生態(tài)文明建設納入國家治理的范疇,環(huán)境問題受到了更多的關注。秸稈焚燒因其對環(huán)境造成的破壞,迅速成為綠色政治的關注對象。1999年,中國政府首次出臺了關于秸稈綜禁的政策。2013年,秸稈全面禁燒在各地陸續(xù)鋪展開來,形成了聲勢浩大的禁燒運動。短短數(shù)年,秸稈綜禁行動取得了驚人的初步效果,也造成了不容忽視的執(zhí)行偏差,秸稈綜禁行動背后關于綠色政治的良善夙愿并未如期實現(xiàn)。秸稈綜禁的行動邏輯,不應簡單地以政策執(zhí)行視角來對待。秸稈綜禁行動與中國綠色政治的發(fā)展有著時段上的同步性、議題上的相關性,秸稈焚燒應被視為一個伴隨工業(yè)化進程而發(fā)生轉(zhuǎn)向的現(xiàn)代問題,需要轉(zhuǎn)向綠色政治的視角來觀察執(zhí)行偏差的現(xiàn)實表征、生成邏輯和矯正方向。針對秸稈綜禁行動中的執(zhí)行偏差問題,本文將系統(tǒng)地考察秸稈綜禁行動的變遷歷程與運轉(zhuǎn)過程。采用文獻研究和案例分析的方法,結(jié)合綠色政治的相關理論,從秸稈綜禁行動被納入公共領域開始著筆,描述秸稈綜禁的結(jié)構(gòu)與行動,重點分析秸稈綜禁行動中執(zhí)行偏差的生成邏輯和矯正方向。本文認為,秸稈焚燒在納入公共領域的過程中經(jīng)歷了"公共安全——環(huán)境保護——綜合利用"的重心轉(zhuǎn)變,促成秸稈綜禁政策出臺的原因是環(huán)境惡化帶來的國內(nèi)民眾的訴求和國際綠色外交的壓力。秸稈綜禁行動從中央政府到基層政府,形成了一套完整的權(quán)力結(jié)構(gòu)、動力機制和執(zhí)行方式。碎片化權(quán)力結(jié)構(gòu)、壓力式動力機制、邊緣化公眾參與是生成秸稈綜禁行動中執(zhí)行偏差的深層邏輯。秸稈綜禁行動中的執(zhí)行偏差矯正,不僅需要政府官員在執(zhí)行方式上做出改變,還需要從土地制度和民主參與方面進行變革。轉(zhuǎn)向綠色政治才是秸稈綜禁行動的未來指向。對于秸稈綜禁行動的研究意義在于,一方面可以觀察環(huán)保政策在中國語境下的權(quán)力結(jié)構(gòu)和運作邏輯,借此對實然的綠化行動進行反思與調(diào)試;另一方面,可以拓展到其他綠化行動上,為中國未來的綠色政治發(fā)展以及公共領域的綠化提供可資借鑒的參考。秸稈綜禁作為一場綠化行動在實踐層面能為中國綠色政治的發(fā)展提供一次思考——綠色政治的發(fā)展需要在威權(quán)主義之下提供民主參與的空間。
[Abstract]:Comprehensive utilization of straw and prohibition of burning and throwing are short for comprehensive prohibition of straw. With the construction of ecological civilization into the category of national governance, environmental issues have received more attention. Straw burning has quickly become a focus of green politics because of its damage to the environment. In 1999, the Chinese government first introduced a policy on comprehensive ban on straw. In 2013, a comprehensive ban on straw burning was spread all over the country. Has formed the massive burning ban movement. In just a few years, the straw comprehensive ban action has obtained the astonishing preliminary effect, also has caused the implementation deviation which cannot be ignored, behind the straw comprehensive ban action regarding the green politics the good long-cherished wish has not been realized as scheduled. The logic of straw ban should not be treated simply from the perspective of policy implementation. The ban on straw and the development of green politics in China have time synchronization and relevance on the issue. Straw burning should be regarded as a modern problem accompanied by the process of industrialization. We need to turn to green politics to observe the realistic representation of executive bias, generate logic and correct direction. In order to solve the problem of the deviation in the implementation of straw ensemble ban, this paper will systematically investigate the vicissitude course and operation process of straw ensemble ban. By using the methods of literature research and case analysis, combining with the relevant theories of green politics, this paper begins with the introduction of straw ensemble ban into the public domain, and describes the structure and action of straw ensemble ban. This paper mainly analyzes the generating logic and rectifying direction of execution deviation in straw comprehensive ban. In this paper, straw incineration has undergone a shift in the focus of "public safety-environmental protection-comprehensive utilization" in the process of bringing straw burning into the public domain. The reason for this policy is the demand of domestic people and the pressure of international green diplomacy. From the central government to the grass-roots government, the straw ban has formed a complete power structure, power mechanism and execution mode. Fragmentation of power structure, pressure-type dynamic mechanism and marginalized public participation are the deep logic of generating executive deviation in straw comprehensive ban. The correction of executive deviation in straw comprehensive ban not only needs government officials to make changes in the way of execution, but also needs to change from the aspects of land system and democratic participation. Turning to green politics is the future direction of straw ban. On the one hand, we can observe the power structure and operation logic of environmental protection policy in Chinese context, so as to reflect and debug the actual greening action; on the other hand, It can be extended to other greening activities to provide reference for the future green political development of China and the greening of the public domain. As a green action, straw ban can provide a reflection for the development of green politics in China-the development of green politics needs to provide a space for democratic participation under authoritarianism.
