【摘要】：云南省農(nóng)田生態(tài)系統(tǒng)凈碳匯及其補償機制研究對生態(tài)文明建設、發(fā)展低碳農(nóng)業(yè)和扶貧工作具有重要的推動作用。本文使用系數(shù)法分別估算了云南農(nóng)作物碳吸收量,農(nóng)田生產(chǎn)過程投入產(chǎn)生的碳排放量,以及農(nóng)田土壤固碳量和農(nóng)田土壤呼吸碳排放量,得到2000—2014年云南農(nóng)田生態(tài)系統(tǒng)凈碳匯量和單位面積凈碳匯量的變化范圍分別為2125.67×104～2785.65×104t和3.40～4.49t.hm-2,都呈增長趨勢,年均增長率分別為1.86%和2.01%。然后構(gòu)建云南農(nóng)田生態(tài)系統(tǒng)碳補償機制,包括補償主客體,補償原則,補償標準,補償模式和補償?shù)馁Y金來源。其中,補償主體是中央和云南地方政府、企業(yè)組織、非營利組織和公民等,企業(yè)是最重要的補償主體,通過承擔社會責任自愿參與碳補償,補償客體是當?shù)剞r(nóng)作物耕種者;根據(jù)2013年云南農(nóng)田單位面積凈碳匯量和碳平均價格,補償標準為248.24元/hm2;補償模式包括政府補償和市場補償,政府補償又包括資金補償、、實物補償、政策補償和技術(shù)補償。最后提出了完善云南農(nóng)田碳補償機制的建議,包括完善碳補償?shù)姆煞ㄒ?guī)及政策,建立凈碳匯的測算體系,建立低碳耕種專家指導機制,以及建立碳補償?shù)墓芾頇C制和保障機制。
[Abstract]:Study on net carbon sequestration and its compensation Mechanism of farmland ecosystem in Yunnan Province on the Construction of Ecological Civilization. The development of low-carbon agriculture and poverty alleviation work play an important role. This paper estimates the amount of carbon absorbed by crops and the carbon emissions from the input of farmland production process in Yunnan using coefficient method. And carbon sequestration in farmland soil and carbon emissions from respiration in farmland soil. From 2000 to 2014, the range of net carbon sinks and net carbon sinks per unit area of farmland ecosystem in Yunnan is 2125.67 脳 10 ~ 4 ~ 2785.65 脳 10 ~ (4) t and 3.40 respectively. 4.49t.hm-2. The average annual growth rate is 1.86% and 2.01 respectively. Voluntary participation in carbon compensation through social responsibility, the object of which is local crop farmers; According to the net carbon sink and the average price of carbon per unit area of farmland in Yunnan in 2013, the compensation standard is 248.24 yuan / hm ~ (2); Compensation model includes government compensation and market compensation, government compensation includes financial compensation, material compensation, policy compensation and technical compensation. Finally, the paper puts forward some suggestions to improve the compensation mechanism of farmland carbon in Yunnan. It includes perfecting the laws, regulations and policies of carbon compensation, establishing the measuring system of net carbon sink, establishing the guiding mechanism of experts on low carbon farming, and establishing the management mechanism and guarantee mechanism of carbon compensation.
