【摘要】：森林生態(tài)系統(tǒng)影響作用巨大,并與人們平日活動息息相關(guān),對于我們?nèi)祟惿姝h(huán)境的改善有著不能被忽視的作用。隨著人們不斷追求經(jīng)濟的高速發(fā)展,生態(tài)環(huán)境不斷惡化,水土流失加重,人們逐漸意識到森林資源生態(tài)環(huán)境保護的重要性,國家也不斷大力推進森林資源生態(tài)建設(shè)。其中,建立森林資源的生態(tài)補償機制尤為重要,確定一種合理森林資源的生態(tài)補償標準對于建立森林資源的科學(xué)生態(tài)補償機制非常重要并具有一定難度。本文通過分析研究國內(nèi)外森林資源生態(tài)補償概況,借鑒公共物品理論、生態(tài)資本理論等相關(guān)理論得出的研究成果,研究有關(guān)山西省森林資源的生態(tài)補償機制問題,確定政府作為補償主體對補償對象,即林農(nóng)、國有林企業(yè)等進行補償,并以山西省實施天然林保護工程為具體案例,在以成本確定生態(tài)補償標準的基礎(chǔ)上,充分考慮公眾支付意愿,利用機會成本法和意愿調(diào)查法,從政府、公眾等不同層面研究補償標準問題,并提出山西省在不斷地實踐中推進森林資源生態(tài)補償工作的具體建議。本文主要結(jié)論如下:(1)現(xiàn)行補償標準能夠?qū)こ掏度氤杀炯肮こ探ㄔO(shè)機會成本進行合理補償,發(fā)展機會成本補償較為不足,其補償應(yīng)隨著經(jīng)濟社會發(fā)展水平的逐步提高而不斷提升補償標準,政府保證投入足夠的財政支出來支持森林資源的生態(tài)補償建設(shè)問題,推動補償工作進行,保障國有林企業(yè)、林農(nóng)等利益。(2)實施區(qū)域被調(diào)查者愿意支付的生態(tài)補償費用為1.72元/畝·年,大部分被調(diào)查者愿意對森林資源生態(tài)補償支付費用,被調(diào)查者的年齡、職業(yè)、是否了解天然林保護工程、是否意識到生態(tài)環(huán)境的保護、對于生態(tài)補償?shù)南嚓P(guān)政策有無了解等因素對被調(diào)查者能否對于森林資源的生態(tài)補償工作付出一定補償費用有著顯著影響。本文通過理論與實證研究的結(jié)合,希望能為山西省科學(xué)性森林生態(tài)補償機制的建立提供一定的借鑒意義,在科學(xué)性森林生態(tài)補償標準的指導(dǎo)下,促進山西省林業(yè)的發(fā)展,更好地促進全省自然與經(jīng)濟的和諧發(fā)展。
[Abstract]:The influence of forest ecosystem is huge and closely related to people's daily activities. It can not be ignored for the improvement of our human living environment. As people continue to pursue the rapid development of the economy. Ecological environment continues to deteriorate, soil erosion is aggravated, people gradually realize the importance of ecological and environmental protection of forest resources, the country has also been vigorously promoting the ecological construction of forest resources. It is very important to establish ecological compensation mechanism of forest resources. It is very important and difficult to establish a reasonable ecological compensation standard for forest resources. This paper analyzes and studies the general situation of ecological compensation of forest resources at home and abroad. Draw lessons from the theory of public goods, ecological capital theory and other related theories of research results, study the ecological compensation mechanism of forest resources in Shanxi Province, determine the government as the main body of compensation to the object of compensation, that is, forest farmers. State-owned forest enterprises and so on to compensate, and Shanxi Province to implement natural forest protection project as a specific case, on the basis of cost determination of ecological compensation standards, fully consider the public willingness to pay. Using the opportunity cost method and the will investigation method, this paper studies the compensation standard from different levels, such as government, public and so on. The paper also puts forward some concrete suggestions to promote the ecological compensation of forest resources in Shanxi Province. The main conclusions of this paper are as follows: 1). The current compensation standard can reasonably compensate the project input cost and the construction opportunity cost. Development opportunity cost compensation is relatively inadequate, its compensation should be with the level of economic and social development gradually improve the standard of compensation. The government guarantees enough financial expenditure to support the ecological compensation construction of forest resources, promote the compensation work, and protect the state-owned forest enterprises. The ecological compensation cost that the respondents are willing to pay is 1.72 yuan / mu 路year. Most of the respondents are willing to pay the cost of ecological compensation for forest resources, and the age of the respondents. Occupation, understanding of natural forest protection projects, whether aware of the protection of the ecological environment. Whether there is any understanding of the relevant policies of ecological compensation has a significant impact on whether the respondents can pay a certain compensation cost for the ecological compensation of forest resources. This paper combines the theory with the empirical research. It is hoped that it can provide some reference for the establishment of scientific forest ecological compensation mechanism in Shanxi Province, and promote the development of Shanxi forestry under the guidance of scientific forest ecological compensation standard. Better promote the harmonious development of the province's nature and economy.
