【摘要】：吉林將軍為東北三將軍之一,管轄黑龍江、松花江、烏蘇里江流域及庫頁島、尼布楚等地區(qū),其轄區(qū)既是清政府龍興之地,又處于邊界地帶,西北與俄羅斯相鄰,東南與朝鮮以圖們江為界,同時伴隨民人不斷涌入,吉林將軍無論在處理地方內(nèi)部事務(wù),還是處理對俄、朝邊界事務(wù),都產(chǎn)生了相對特殊職權(quán)。本文主要通過五個方面的內(nèi)容對吉林將軍職權(quán)進行研究。第一章,論述吉林將軍轄區(qū)、吉林將軍衙門設(shè)置、旗署和民署設(shè)置基本情況,為下文論述提供制度基礎(chǔ)。第二章,論述吉林將軍的軍事職權(quán)。軍事職權(quán)是吉林將軍作為駐防將軍最重要的職權(quán)之一。第三章,研究吉林將軍在旗民管理方面的司法、稅收、教育等特殊職權(quán),探討吉林將軍三個特殊職權(quán)發(fā)展脈絡(luò),以及與其他駐防將軍相較的特殊之處;第四章,主要研究吉林將軍在邊民管理、對外交涉中的權(quán)限,展現(xiàn)吉林將軍在維護邊疆穩(wěn)定方面所起的作用。第五章,研究吉林將軍兼管打牲事務(wù)、祭祀山川職權(quán),這兩項職權(quán)是吉林將軍特殊職權(quán)重要組成部分。吉林將軍對旗民管理為清末吉林改制奠定了基礎(chǔ),軍事職權(quán)、邊境管理職權(quán)對維護清朝統(tǒng)治和邊境穩(wěn)定發(fā)揮了積極作用。
[Abstract]:General Jilin is one of the three generals in Northeast China. He has jurisdiction over Heilongjiang, Songhua, Wusuli River and Sakhalin Island, Nibuchu and other areas. His jurisdiction is not only the land of the Qing government, but also the border zone. The northwest is adjacent to Russia. Southeast and North Korea take the Tumen River as the boundary, at the same time, with the continuous influx of people, General Jilin has a relatively special authority in handling local internal affairs, as well as dealing with Russia and the DPRK border affairs. This paper mainly through the content of five aspects of Jilin General's power to study. The first chapter discusses Jilin General area, Jilin General Yamen setting, Flag Department and Civil Affairs Department, which provides the system foundation for the following discussion. The second chapter discusses the military power of General Jilin. Military power is one of the most important functions and powers of General Jilin as a garrison general. In the third chapter, the author studies the special functions and powers of Jilin general in the administration of flag people, discusses the development of Jilin general's three special functions and powers, and compares them with other garrison generals. Chapter four, This paper mainly studies the authority of Jilin general in border people management and foreign negotiation, and shows the role of Jilin general in maintaining border stability. In the fifth chapter, the author studies Jilin General's special functions and powers, which are important parts of Jilin General's special authority. General Jilin laid a foundation for the reform of Jilin's system in the late Qing Dynasty. The military authority and border management authority played an active role in maintaining the Qing dynasty rule and border stability.
