【摘要】：隨著十八屆三中全會提出的推進(jìn)國家治理體系和治理能力現(xiàn)代化,文化治理逐漸成為國家治理體系中的重要組成部分。提倡多元主體共同參與是文化治理的主要路徑,而公民是多元主體的重要構(gòu)成部分。公民參與文化治理不僅可以使公民便捷地行使文化權(quán)益,而且能有效地提高文化治理能力。本文運(yùn)用文化治理的相關(guān)理論與方法,探討了公民參與文化治理的主要領(lǐng)域和參與渠道,分析了公民參與文化治理的存在困境,并提出了相應(yīng)的解決措施。本文研究分為五個部分。第一部分為緒論。介紹了研究背景和研究目的與意義,梳理了國內(nèi)外公民參與文化治理方面的研究成果,制定了本文研究的內(nèi)容框架和方法。第二部分為相關(guān)概念與理論基礎(chǔ)。厘定了文化治理與公民參與的概念,討論了治理理論、公民參與理論和文化權(quán)利理論。第三部分為公民參與文化治理的領(lǐng)域與途徑。把公民參與文化治理的領(lǐng)域分為文化政策領(lǐng)域、公共文化服務(wù)領(lǐng)域和文化產(chǎn)業(yè)領(lǐng)域。依據(jù)治理理論與文化權(quán)利理論,論述了公民參與三大領(lǐng)域?qū)ξ幕卫硭鸬淖饔?并在此基礎(chǔ)上討論了公民參與文化治理的途徑。第四部分為文化治理中公民參與的困境。分析了公民參與文化治理存在的困境,討論了公民參與文化治理受主體性、制度性和機(jī)制性制約的因素。第五部分為公民參與文化治理的路徑保障。從公民個人層面、參與的制度與法律層面和參與的環(huán)境層面,提出了對公民參與文化治理的對策建議。
[Abstract]:As the third Plenary session of the 18th CPC Central Committee proposed to promote the modernization of the national governance system and governance capacity, cultural governance has gradually become an important part of the national governance system. The main path of cultural governance is to advocate the participation of multiple subjects, and the citizen is an important component of pluralistic subjects. Citizen participation in cultural governance not only enables citizens to exercise their cultural rights and interests conveniently, but also effectively improves their cultural governance ability. Based on the relevant theories and methods of cultural governance, this paper discusses the main fields and channels of citizen participation in cultural governance, analyzes the difficulties of citizen participation in cultural governance, and puts forward some corresponding solutions. This paper is divided into five parts. The first part is the introduction. This paper introduces the research background, research purpose and significance, combs the research results of citizen participation in cultural governance at home and abroad, and formulates the content framework and method of this paper. The second part is related concepts and theoretical basis. The concepts of cultural governance and citizen participation are defined, and the theories of governance, citizen participation and cultural rights are discussed. The third part is the field and approach of citizen participation in cultural governance. The field of citizen participation in cultural governance is divided into the field of cultural policy, the field of public cultural service and the field of cultural industry. Based on the theory of governance and the theory of cultural rights, this paper discusses the role of citizen participation in cultural governance in three fields, and discusses the ways of citizen participation in cultural governance. The fourth part is the dilemma of citizen participation in cultural governance. This paper analyzes on the difficulties of citizen participation in cultural governance and discusses the factors that restrict citizen participation in cultural governance by subjectivity, institutional and institutional constraints. The fifth part is the path guarantee of citizen participation in cultural governance. From the level of individual citizen, the system and law of participation and the environmental level of participation, this paper puts forward some countermeasures and suggestions for citizen's participation in cultural governance.
